Give an AI agent only the tool operations and credential scope its task requires, and require an authorized person to approve actions that could cause consequential external, financial, privacy, security, or destructive effects. Enforce those limits in the connected tools and credentials—not only in the agent’s instructions.
Start with the action each tool can take
A tool permission is an action boundary. Looking up a document is materially different from sending a message, deleting a record, or changing a customer system. List each connected tool’s operations, the data it can reach, the credential it uses, and the effect of a mistaken or misused call. Microsoft’s enterprise guidance uses these kinds of distinctions to explain why tool permissions shape risk: Microsoft Agent Framework: Agent tools.

Classify actions by their consequences and how easily they can be reversed. A bounded, read-only lookup may not need the same checkpoint as an external message or destructive change. This is a practical way to set policy, not an official universal risk taxonomy.

Which agent actions should require human approval?
Put a human decision before an operation when an erroneous call could have meaningful external, financial, privacy, security, or destructive consequences. Examples include sending communications outside the organization, deleting records, or changing a customer-facing system. Microsoft’s safety guidance says tools run developer-supplied code and recommends gating high-risk operations behind human confirmation: Agent tools.

- POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
- WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.
- FAST & CONVENIENT LOGIN: Plug in your Security Key C NFC via USB-C and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
- TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
The approval request should expose the tool name and the arguments that will actually be used. That lets the reviewer assess the pending action rather than approve a vague intent. Approval is a checkpoint, not a substitute for narrow permissions, scoped credentials, or input validation.
How to implement a pause-and-approve workflow
Microsoft Agent Framework documents a workflow in which execution pauses for approval and returns the request to the caller to resolve. The caller should check after each agent run for unresolved requests and continue only after they are approved or rejected. Consult the current tutorial for the applicable API and workflow details: Microsoft Agent Framework approval tutorial.

- POWERFUL SECURITY KEY: The YubiKey 5 NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
- WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5 NFC secures 100+ of your favorite accounts, including email, password managers, and more
- FAST & CONVENIENT LOGIN: Plug in your YubiKey 5 NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
- MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
- PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
- Mark consequential operations as approval-required. Configure the control on the relevant tool or operation, rather than treating all actions as one broad permission.
- Inspect the pending request. Show the authorized reviewer the tool name and arguments; provide explicit approve and reject choices.
- Resolve the request before continuing. After each run, check whether approvals remain pending. Do not resume the workflow with an unresolved request.
- Keep the response tied to its request and session. Microsoft warns that disabling this binding can allow fabricated or replayed responses to approve privileged calls. Avoid disabling it unless equivalent protections are enforced outside the framework: Agent tools.
Limit tool access and credentials independently
Expose an allowlist of the tools and operations the task needs, and leave out everything else. Then scope the identity or token used by each connection to the smallest practical set of resources and actions. These are separate boundaries: restricting what the agent can invoke does not automatically restrict what its credential can do, and a narrowly scoped credential does not make an unnecessarily broad tool safe. Microsoft’s safety guidance notes that the framework does not manage authentication, encryption, or connection details for external services called by tools: Agent tools.
Credential choices depend on the platform and deployment. In its approval tutorial, Microsoft uses DefaultAzureCredential for convenience and recommends considering a specific production credential such as ManagedIdentityCredential to avoid latency, unintended credential probing, and fallback-related security risks. Treat this as Microsoft-specific guidance for that environment, not a universal identity rule: Approval tutorial.

Validate arguments inside the tool
Agent instructions can guide behavior, but they are not an enforcement boundary. Validate inputs in the code that executes the operation, including when a human approval step exists. Microsoft’s safety guidance describes the developer-supplied code behind tools and the need to manage the external connections they use: Agent tools.
- Check argument types and permitted ranges.
- Set maximum string and input lengths.
- Resolve file paths and constrain them to approved directories.
- Use parameterized queries rather than building database queries from untrusted strings.
- Construct interpreted commands safely instead of passing unchecked arguments through.
Set ownership and accountability
Decide who may approve each class of action, which operations require approval, and who owns the agent’s behavior and policy. Microsoft’s safety guidance places responsibility for tool code and external-service connection details with the developers and operators using the framework, rather than treating the framework as the owner of those controls: Agent tools.
