An LLM with tool calling can return a structured request for an application to run a defined function. An agent system can decide which step to take next, inspect results, change its plan, continue through several actions, and stop when a goal or safety condition is met. A single tool call does not make an application an agent.
The short answer: capability versus control loop
Function or tool calling describes an interface between a language model and software. You give the model a catalog of functions, including each function’s name, parameters and purpose. The model may respond with a structured call such as search_orders and a JSON argument. Your application validates that request, executes the function and can send the result back to the model.

The surrounding application may still dictate every step. For example, it might always call find_customer, then get_order, then draft_reply in that order. The model chooses arguments or wording, but the program owns the workflow.

Anthropic summarizes the distinction by defining an agent as “an AI model that directs its own processes and tool use when accomplishing a task”—deciding how to achieve a user’s goal rather than following a fixed script. In its terminology, “workflows are systems where LLMs and tools are orchestrated through predefined code paths.” These are useful engineering definitions, not universally standardized product categories.
What “AI agent decision model” means in practice
“AI agent decision model” is a descriptive phrase, not a named model class with a single architecture. Agentic behavior belongs to the complete system: the model, tool layer, orchestration code, memory or state, permissions, feedback signals and stopping rules. Changing the language model alone can change performance, but it does not turn a fixed program into an autonomous agent.
The decision loop
- Receive a goal and constraints. The system records what the user wants, what resources may be touched and what actions require approval.
- Inspect available state. The model or controller reads the conversation, previous tool results, database state, files, or other observations that are permitted for this task.
- Select an action. It may call a tool, ask the user a question, produce a draft, or decide that the goal is already satisfied.
- Execute through a controlled interface. The harness authenticates the request, validates arguments and applies authorization, rate and safety checks before invoking the tool.
- Observe the result. The tool returns structured data, an error, a status change or evidence that the requested operation occurred.
- Re-plan or stop. The system chooses another action, retries with a corrected argument, requests human approval, reports failure or ends with a verified result.
The number and order of steps can vary because later decisions depend on earlier observations. A tool call can appear at any point in this loop, but the loop—not the call itself—is what makes the behavior agentic.
Agent, workflow and chatbot are not synonyms
- Conventional model call: one prompt and one response, with no external action.
- LLM with tools: a model can request defined functions, while application code may retain a fixed sequence.
- Workflow: tools and model calls are connected by predefined code paths, branches and transformations.
- Agent: the system can dynamically direct its process toward a goal, using observations to determine subsequent actions.
- Chatbot: a user-facing interaction pattern; it may be a simple model call, a workflow or an agent.
These categories overlap. An agent commonly uses tool calling, and a workflow can contain conditional logic. The practical question is who controls the next step and how much discretion the system has.
How an LLM with tool calling works
A tool-enabled model receives function definitions in the request. Each definition normally states a name, a description and a parameter schema. The model does not execute the function. It emits a structured request, and your application remains responsible for execution, error handling and whether to send the result back.
A typical fixed sequence
- The application sends a user request plus the available function schemas.
- The model returns either ordinary text or a tool request with structured arguments.
- The application checks the function name, types, ranges, identity and authorization.
- The application invokes the function and records its response.
- The application optionally sends the response to the model for a final explanation.
Suppose a support application must look up a delivery. Its code can require this path: call lookup_customer, then call get_shipments, then render a status card. The model may fill in a customer identifier, but it cannot decide to cancel an order, inspect an unrelated account or keep searching indefinitely unless the program exposes and permits those actions.
Where the model’s discretion ends
Tool calling alone does not provide durable memory, retries, a goal evaluator, permissions or a stopping policy. Those features can be added, but they are application features. A loop that always executes the same three calls is still a workflow even if every call is represented as a model-generated tool request.

How an agent decision system works
An agent starts with an outcome rather than a complete script. The outcome might be “identify the cause of this failed deployment and prepare a safe remediation plan.” The system exposes diagnostic and change tools, then lets the controller select an appropriate sequence based on observations.
Adaptive planning example
The agent may first inspect deployment logs. If the logs show a missing secret, it can check the secret manager and propose a configuration fix. If they show a failing database migration, it can inspect migration status and stop before making a destructive change. If evidence is inconclusive, it can request a human decision. The path, number of calls and stopping point depend on returned evidence.
State and memory
Useful state can include the original goal, completed actions, tool outputs, pending approvals, identifiers, deadlines and a summary of prior turns. State should be explicit and bounded. Storing every transcript indefinitely can increase cost and expose data; storing too little can cause repeated actions or contradictory decisions.
Stopping conditions
An agent needs more than “continue until the model says it is done.” Typical conditions include a verified business outcome, a maximum number of iterations, a time or token budget, an unrecoverable error, a policy violation, an approval requirement or a confidence threshold that triggers escalation. The system should report which condition ended the run.
Fixed workflow versus agent loop
| Decision axis | Fixed workflow with tool calls | Model-directed agent loop |
|---|---|---|
| Control flow | Application code defines the sequence and branches. | The model or agent controller selects subsequent actions from observations, within program-enforced limits. |
| Best task shape | Well-defined requests with a known path and stable inputs. | Open-ended, multi-step work where the next action depends on tool or environment results. |
| Predictability | High; the same input normally follows the same path. | Lower; step count and order can vary, so behavior needs stronger tracing and tests. |
| Latency and cost | Usually easier to budget because calls are bounded. | Additional model turns and tool interactions can increase latency and usage cost. |
| Failure surface | Known failure points can be handled at each coded step. | Errors can compound across turns; loops, retries and incorrect plans require explicit limits. |
| Observability | Logs map directly to the programmed path. | Logs must include model decisions, tool calls, responses, state changes and stop reasons. |
| Safety controls | Permissions can be attached to individual coded operations. | Requires tool-level permissions plus iteration limits, approval checkpoints and sandboxing appropriate to autonomous actions. |
| Evaluation | Check each step and the final output. | Check the final environment state, the trajectory and the harness together with the model. |
This is not a ranking. A predictable workflow is often the safer and more maintainable choice. An agent earns its complexity when adapting to uncertainty materially improves the result.
Does tool calling make an LLM an agent?
No. Tool calling is necessary for many practical agents, but it is not sufficient. The decisive test is whether the system can determine what happens next from the goal and observations, rather than merely filling in arguments for a sequence that application code already fixed.
- If code always invokes tools A, B and C in that order, you have a workflow with tool calls.
- If the model can choose among tools, inspect results, branch, retry, defer, request approval and stop under enforced rules, you have an agent-like control loop.
- If code chooses the branch but the model only summarizes results, the model is a component of a workflow, not the decision authority.
There is no sharp binary boundary. A system can use a fixed outer workflow with an agentic subtask, or permit model decisions only inside a narrowly sandboxed stage. Describe the actual control rights instead of labeling the entire product “autonomous.”

Choosing the right pattern
Use a single model call when
- The task is generation, classification, extraction or transformation with no external side effect.
- The required context fits in one request and correctness can be checked without additional actions.
- You need the lowest implementation complexity and an easy-to-predict bill and response time.
Use a fixed workflow when
- The business process has a known order, such as validating an invoice, retrieving records and formatting a response.
- Compliance, auditability or repeatability matters more than open-ended flexibility.
- Each branch can be expressed clearly with ordinary conditions, schemas and error handlers.
- A wrong action would be costly and a human or deterministic rule can decide the branch.
Use an agent loop when
- The number of steps cannot be known in advance and depends on discoveries during execution.
- The system must select among several tools or sources to reach a stated goal.
- Intermediate results can invalidate the original plan and require re-planning.
- The environment supplies reliable feedback that lets the system verify progress.
Start with the simplest sufficient design. Add autonomy only for a demonstrated uncertainty in the task path; do not use an agent merely because a model can call functions.

Designing tools an agent can use safely
Give every tool one clear purpose
Distinct names and descriptions reduce ambiguous selection. A tool called update_record should state which records it accepts, which fields it may change and what it returns. Avoid several tools that all appear to “search” but differ only in undocumented behavior. If two operations have different risk levels, expose them as separate tools.
Make inputs and outputs machine-checkable
Use typed parameters, enumerated values, explicit units and required identifiers. Return structured status, changed identifiers, validation errors and evidence of the resulting state. A vague message such as “done” gives the agent no reliable basis for its next decision.
Separate read and write authority
Read-only inspection tools can often be available automatically. Mutating tools should require narrower credentials, idempotency keys where appropriate, and confirmation for irreversible actions. The harness—not the model—must enforce authorization, quotas and tenant boundaries.
Prefer programmatic orchestration for complex control
Explicit code can handle loops, conditions, transformations and retries while the model supplies judgments where ambiguity remains. Programmatic tool calling also lets the application process intermediate results before exposing them to the model, reducing unnecessary context and making control flow easier to inspect.

Reliability, safety and evaluation
Use a sandbox and checkpoints
Test autonomous behavior against non-production data or isolated accounts first. Insert a human checkpoint before actions that publish, delete, transfer funds, change permissions or affect many users. A checkpoint should show the proposed action, relevant evidence and the exact scope of the change.
Trace the whole run
Record the model’s decision, selected tool, validated arguments, tool response, state transition, retries, approvals and final stop reason. Redact secrets and comply with your retention policy. A final natural-language claim is not a substitute for a trace.

Evaluate outcomes in the environment
Tests should verify what actually changed: the ticket status, file contents, deployment state or database record. Also test whether the agent stopped when it should, avoided unauthorized tools and recovered from malformed or partial responses. An agent can produce a convincing success message while leaving the environment unchanged.
Evaluate the harness and model together
Failures may come from the model, a misleading tool description, lost state, an unsafe retry policy, an incorrect parser or an authorization gap. Run multi-turn scenarios that include tool errors, contradictory observations, timeouts and approval denials. Grade both the trajectory and the final state, not just the prose answer.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Cost, latency and operational trade-offs
A fixed workflow has a bounded number of model and tool calls, so capacity planning and user-facing timeouts are simpler. An agent may need several planning turns, tool results and corrective attempts. Each interaction can add model charges, network delay, rate-limit exposure and more data to log.
Set a maximum iteration count and wall-clock deadline. Decide whether a timeout returns a partial result, pauses for a person or rolls back changes. Cache safe, repeatable reads where freshness permits, and summarize old state rather than passing an unlimited transcript. Track cost and latency by task, tool and stop reason; otherwise a successful but inefficient loop can remain invisible.
Flexibility also has an engineering cost. Agents require stronger observability, test fixtures, permission design and incident procedures than a short deterministic chain. That investment is justified when handling every possible path in hand-written code would be more complex than letting the system adapt within a safe envelope.
A practical implementation path
- Define the outcome. Write what must be true in the external system when the run succeeds, and list actions that are prohibited.
- Map the known path. Build a deterministic workflow first. Mark the exact points where input uncertainty or changing tool results make a fixed branch inadequate.
- Expose minimal tools. Give each tool a narrow purpose, typed schema, useful result and explicit side-effect description.
- Choose the decision boundary. Keep predictable validation and high-risk controls in code; let the model choose only among permitted next actions.
- Add state and stop rules. Persist identifiers and evidence, cap iterations and time, and define approval, failure and completion conditions.
- Instrument before production. Capture traces, state changes and tool errors with privacy-safe logging.
- Test adversarial paths. Include missing data, duplicate events, stale results, malformed arguments, tool outages and denied approvals.
- Release gradually. Start read-only or sandboxed, compare environment outcomes with the intended goal, then expand permissions only when evidence supports it.
Common design mistakes and fixes
Calling every tool-enabled app an agent
Problem: The label hides a fixed sequence and creates unrealistic expectations about autonomy.
Fix: Document which component selects the next step and which decisions remain in code.
Giving an agent broad, overlapping tools
Problem: Similar descriptions increase selection errors and make permissions difficult to reason about.
Fix: Consolidate or sharply distinguish tools, with examples of valid and invalid inputs.
Best Value
Letting the model enforce its own permissions
Problem: Instructions are not an authorization boundary; prompt injection or a mistaken plan can request a dangerous operation.
Fix: Enforce identity, scope, approval and rate limits in the application and tool service.
Stopping on a success message
Problem: The requested side effect may have failed, partially completed or never run.
Fix: Query the resulting state and treat that evidence as the completion test.
Adding autonomy before measuring the baseline
Problem: You cannot tell whether extra turns improve outcomes or merely add cost and failure modes.
Fix: Establish a single-call or fixed-workflow baseline, then compare agent runs on the same outcome and safety tests.
A decision checklist
- Is the task path known for most valid inputs?
- Can ordinary code express the required branches and error handling clearly?
- Does the next action genuinely depend on an observation that is unavailable in advance?
- What is the exact environment state that proves success?
- Which tools are read-only, and which can change data or permissions?
- What is the maximum number of iterations, time and spend?
- Where must a person approve, review or take over?
- Are tool calls, results, state transitions and stop reasons traceable?
- Can the system run safely in a sandbox while you test failures?
- Will a fixed workflow deliver the same value with less uncertainty?
Bottom line
Tool calling lets an LLM request actions through a structured interface. An AI agent is a broader system that directs a multi-step process, uses observations to choose what happens next and operates within state, permissions and stopping rules. Build a conventional call or fixed workflow when the path is known and consistency matters. Choose an agent loop when adaptive, multi-step action is the problem—and keep its autonomy bounded, observable and evaluated against real environment outcomes.
Frequently Asked Questions
Can an agent work without tool calling?
Yes, in a limited sense. An agent can choose among internal reasoning steps or produce plans without external tools, but practical agents that affect an environment usually need controlled tools or APIs to observe and act.
Is a router that chooses one of several tools an agent?
It can be an agentic component if its choice is based on a goal and observations, but a single classification step is often better described as a model-powered router. The surrounding system’s ability to continue, re-plan and verify outcomes determines whether the complete application is agentic.
Should every agent use a planning phase?
No. A separate plan can add latency and become stale. For short tasks, choosing one action, observing its result and repeating under clear limits may be safer than generating a long unverified plan.
What is the most important test for an agent?
Verify the intended change in the external environment and inspect the trace that led to it. A fluent final response alone cannot prove that the action happened or that it stayed within policy.
