AI Agent Approval: Valid on Paper, but Still Applicable?

A signed, in-date approval can pass record checks while external circumstances have changed. Understand the gap between formal validity and current applicability.

A signed AI-agent approval can pass every formal check and still be insufficient reason to proceed. A valid signature, an eligible approver, an open time window, and a match to the deployed agent establish what the record says; they do not establish that the conditions behind the approval remain true now.

What a passing approval check does—and does not—tell you

An Agent Manifest, as described by Imran Siddique, is a signed record of an agent’s deployed configuration. It may capture the prompt, policies, tools, model, data, memory, decision log, delegation, provenance, and human approvals. Its offline-verification design can help establish that a recorded approval is authentic and tied to a particular deployment.

Those record checks answer bounded questions: Was the approver authorized? Is the stated approval period still open? Does it apply to this deployment? Is the signature valid? Passing them supports the integrity and recorded scope of the approval. It does not, by itself, establish that the approval remains applicable in light of facts outside the record that may have changed.

Why circumstances can outlast the assumptions behind approval

Consider Siddique’s illustrative scenario: a finance lead approves an AI agent to pay supplier invoices for 90 days. On day three, a supplier is flagged for fraud. The approval could remain signed, in date, and bound to the same deployment, even though a material circumstance has changed. The 90-day period is a hypothetical example, not a measured statistic.

A duration sets a window in which an approval may be considered; it is not evidence that the approval remains appropriate throughout that window. This is the distinction between formal validity—whether the recorded authorization passes its checks—and current applicability—whether there is present evidence that its original basis still holds.

What the verifier result means

Siddique reports that PR 355, merged August 31, 2026, clarified that an approval duration defines a time window rather than guaranteeing continuing currency. He also reports that PR 453 shipped in agent-manifest 0.13.0 on September 25, 2026, adding a verifier result that communicates uncertainty about whether an approval still applies when the four record checks pass. According to his account, the README tells callers not to treat that uncertainty as permission to proceed. These dates and implementation details are claims in Siddique’s September 29, 2026 article, not independently verified release records.

Read such a result narrowly: the record checks passed, but the verifier cannot determine from them alone whether the approval still applies. That is not the same as a finding that approval is false or revoked, nor is it affirmative clearance to continue. A safe process must define what happens when applicability is unknown, including whether action pauses until someone supplies current evidence or makes a fresh decision.

Questions to ask when evaluating an approval process

Use these questions to examine the process around an agent, rather than assuming that any particular product has or lacks the controls:

  • What was the approver relying on, and would you find out if it changed? Identify the assumptions and external facts that materially support the approval. Determine how changes to those facts are detected and who decides whether they require reevaluation.
  • Who can stop this right now, and has anyone actually tried? Identify the person or role with authority to halt the agent, the mechanism they use, and whether a practical test has shown it works.
  • Did anybody object, and where is that written down? Check whether objections are captured in a durable record that a later reviewer can locate, along with the response or disposition.

These are audit questions, not evidence that every approval system lacks stop controls or objection records. They help distinguish a signed artifact from an operational process that can respond to changing conditions.

Why recording the approval basis is not enough on its own

Siddique recounts issue 348 as proposing that the system record what an approver relied on. He describes a subsequent design objection: comparing that recorded basis with an unchanged manifest would not catch changes in the external world. His account separates the basis into three areas that may need different checks:

  • Agent configuration: whether the deployed prompts, policies, tools, model, data, or other recorded elements still match the approved setup.
  • Outside-world facts: whether circumstances the approval depends on have changed, such as a supplier’s risk status.
  • Approver standing: whether the person’s authority or position remains sufficient for the decision.

Recording these elements can make the approval easier to inspect, but it does not automatically keep them current. Each needs an appropriate way to establish present status, and the process needs to say what happens when that evidence is missing or stale.

Design questions that remain open

Siddique identifies unresolved questions rather than a settled solution: how a verifier can use evidence about present conditions; how to distinguish a false claim from an unproven one or a question that was never asked; and what an approver should document about the basis for approval, including which outside conditions or changes trigger reevaluation. He points to trace-spec issue 279 as collecting related terminology questions, a reference not independently verified here.

For teams comparing systems or designing controls, focus on the evidence required to establish current applicability, how unknown and unproven states are represented, who has an effective stop control, and whether objections and material changes are recorded. A passing signature-and-scope check is one part of authorization, not a substitute for those decisions.
