The checklist below turns those controls into evidence your team can verify, while accounting for a key limitation: disabling an agent centrally does not necessarily revoke access already granted by connected services.
What to establish before an agent reaches production
Treat every production agent as a separate nonhuman principal, not as a feature sharing a developer’s or service account’s credentials. A distinct identity makes actions attributable and gives administrators a way to disable one agent without disrupting unrelated workloads. Assign a named owner or sponsor and an approver, and document the agent’s purpose, environment, approved data, tools, and lifecycle. This aligns with Microsoft’s least-privilege guidance for AI agents and the AWS Agentic AI Lens guidance on agent identity and permission management.

Use a delegation model that is explicit. If an agent acts on behalf of a person, record which user initiated the work and what authority is delegated. Do not make a shared human login stand in for the agent’s identity; it blurs who acted and complicates independent revocation.
Operational access-control checklist
Record evidence for each control, rather than relying on a policy statement alone. The effective scope includes permissions held by the agent and those available through its tools and downstream services.

| Control area | Checklist question | Evidence to retain |
|---|---|---|
| Inventory and ownership | Is every production agent inventoried with a unique identity, named owner or sponsor, approver, purpose, environment, and lifecycle? | Agent register; accountable owner; documented purpose and approved data and tools. |
| Identity and delegation | Does the agent use a dedicated nonhuman identity? Is any delegated or “on behalf of” authority explicit? | Principal identifiers and delegation model in the architecture record. |
| Permission scope | Are permissions limited to the task, resource, data, and operation? Have combined permissions across roles, tools, and downstream systems been reviewed? | Effective-permission review and scoped role assignments. |
| Tool and action authorization | Are approved tools and high-risk actions explicitly allowlisted? Do consequential actions require approval or time-limited elevation? | Tool/action matrix, approval policy, and just-in-time activation record. |
| Credential lifecycle | Are credentials kept out of prompts and memory, scoped, time-limited, rotated, and covered by expiry and revocation procedures? | Credential owner, issuance and expiry data, rotation procedure, and emergency invalidation steps. |
| Logging and detection | Can investigators link each action to an agent, its scope, resource, correlation context, and initiating user where applicable? Are permission changes reviewed? | Audit fields, downstream logs, and alert and review process. |
| Emergency revocation | Has the team exercised identity disablement, token invalidation, credential rotation, removal of stale grants, and downstream enforcement? | Test date, measured revocation time, system-by-system results, and recovery steps. |
| Change review | Does a material change to workflow, tools, data, or deployment trigger a fresh access review? | Change record and refreshed authorization review. |
How to scope permissions and tool actions
Apply least privilege at more than the identity-provider role. Bound access by the agent’s purpose, the specific data and resources it needs, the operation it can perform, and—where supported—the duration of access. Review aggregate permissions across all assigned roles and connected tools: narrow grants in isolation can add up to broad effective access.
Allowlist only reviewed integrations and tool actions; deny unreviewed integrations by default. Separate low-impact operations from consequential or difficult-to-reverse actions. For example, deletion, data export, purchases, deployment, or permission changes can require fresh human approval or just-in-time elevation rather than being continuously available to the agent. The appropriate controls depend on the workflow and the enforcement capabilities of the connected systems; an allowlist in an orchestrator is not sufficient if a downstream service does not check authorization.
When access is denied, verify what the agent was meant to do and which resource or action was blocked before adding permissions. Expanding a role simply to clear an error can create permission creep. AWS specifically cautions against reflexively broadening access after access-denied errors in its agent identity and permission management guidance.
How to manage credentials through their lifecycle
Prefer managed or federated identity where the platform supports it, and use scoped, short-lived credentials where credentials must be issued. Keep secrets out of prompts and agent memory. Define who owns each credential, how it expires or rotates, and how to invalidate it during an incident. Avoid static shared credentials with no rotation or revocation path; AWS identifies them as a risk in its Agentic AI Lens.

Credential invalidation is only one part of shutdown. Existing tokens may remain usable until they expire or are invalidated, and connected services may hold separate grants. The procedure should therefore account for token invalidation and removal of downstream permissions, not just a change to the agent’s central role.
What to log for attribution and investigation
Capture enough context to reconstruct which authority enabled an action and where it took effect. Useful fields include:
- The agent principal and its role or effective scope.
- The action, target resource, and connected service.
- A correlation identifier connecting the request and tool activity.
- The initiating or delegating user, when the agent acted on someone’s behalf.
- Permission changes and approval or just-in-time elevation events.
Check that downstream services enforce the authorization decision and produce logs that can be correlated with the agent’s activity. Microsoft’s least-privilege guidance stresses validating downstream enforcement rather than assuming that a central identity or orchestration control automatically secures every integration. The broader Microsoft Entra security overview for AI also covers identity-based security, governance, and agent activity logging.

Build a shutdown procedure that addresses the identity, its credentials, and every connected system that granted access. Test it in the relevant environment and record the time to effective revocation; no universal revocation-time target is established by the cited guidance, so set a target appropriate to the agent’s risk and operational needs.

- Record elapsed time, system-by-system results, and recovery steps, then address any access path that remained active.
Repeat the exercise when a material workflow, tool, data, or deployment change alters the agent’s access paths. Microsoft’s agent identity guidance recommends testing revocation and re-reviewing access after material changes. Organizational oversight remains important: the Microsoft AI agent shared responsibility model identifies identity and least privilege, action authorization, oversight, and governance as responsibilities organizations retain.
Choosing an implementation: evaluate the enforcement, not the feature label
Whether you use a cloud identity service, an agent framework, or several connected platforms, assess the complete access path:
- Identity binding: Can each agent have a distinct principal and accountable owner? Can delegated user authority be represented?
- Scope enforcement: Can access be limited by resource, data, tool, operation, and duration—including in downstream services?
- Approval and elevation: Can high-risk actions require fresh approval or time-limited privilege?
- Revocation reach: Can administrators disable the identity, invalidate tokens, rotate credentials, remove downstream grants, and verify the outcome?
- Audit coverage: Do logs connect the agent, delegation context, scope, action, resource, and correlation context?
- Lifecycle governance: Can teams inventory identities, review access, find stale or unused grants, and decommission agents?
These controls describe an operational approach, not a guarantee from any single product. Their effectiveness depends on the identity provider, agent framework, and downstream services actually enforcing authorization and supporting a verifiable shutdown path.
