AI Adoption at Scale: Why Leaders Must Shift from Control to Enablement

Scaling AI means more than expanding access. Leaders must connect experimentation to workflow redesign, role-based training, trust, feedback, and measurable outcomes.

Scaling AI requires more than giving employees access to tools: leaders must help teams move from individual experimentation to redesigned workflows and, eventually, new ways of organizing work. That means enabling bounded experimentation while providing ownership, training, trust, feedback, and clear measures of business value—not abandoning oversight.

What does it mean to scale AI adoption?

AI adoption at scale is a progression from individual use to coordinated changes in how work gets done. McKinsey’s 2026 framework distinguishes three horizons: enablement, automation, and reinvention. They describe different depths of organizational change, not a guarantee that every company should follow the same timetable.

Enablement: help people with parts of existing jobs

In the first horizon, general-purpose AI assists individuals with tasks within their current roles. Access and personal use matter here, but they do not by themselves show that a company has changed its processes or captured enterprise-wide value.

Automation: improve workflows across teams

The second horizon applies AI to cross-functional workflows at scale. Work may span departments, so the opportunity depends on integrating AI into the process—not simply distributing tools to individual employees.

Reinvention: redesign roles and operating models

The third horizon involves changing roles, workflows, and operating models. It is the broadest form of transformation because it asks leaders to reconsider how work is structured, rather than adding AI to an unchanged process.

Why do AI pilots and individual use fail to scale?

A common gap is that employee readiness can exceed organizational readiness. In a McKinsey panel survey collected from February through April 2026, 70 percent of respondents said they felt personally ready to adopt and use AI, while 27 percent of surveyed leaders said their organizations were ready to make the shifts required for an agentic future. These figures come from separate readiness composites and different respondent groups; they should not be read as a direct apples-to-apples comparison or as representative measures of every organization.

McKinsey surveyed 750 English-speaking employees who already reported using AI at work across North America, Europe, Asia–Pacific, Latin America, and Eastern Europe, the Middle East, and Africa. Organizational-readiness and enterprise-value questions went to a 608-person leader subsample, with smaller subsets used for horizon and value analyses. The authors note that recruitment targeted organizations in more advanced AI horizons, and that individual panel responses are not representative accounts of organizations. The survey is useful evidence of a readiness gap, not proof of why it exists or how prevalent it is across the whole market.

In the same 2026 study, 11 percent of surveyed leaders said their organizations were in the reinvention horizon. Among leaders classified in the three horizons, 48 percent in reinvention, 24 percent in automation, and 13 percent in enablement reported enterprise value. These are horizon-specific self-reports and an association, not evidence that reinvention alone caused the reported value. They also do not establish that every organization should pursue reinvention immediately.

Earlier findings point in the same direction but measure different populations and periods. McKinsey’s 2025 report on workplace AI, based principally on US workplace research, said 92 percent of surveyed companies planned to increase AI investment over the following three years, while 1 percent of leaders called their companies mature in deployment. That report’s surveys were conducted in October and November 2024, so the investment figure is a stated plan from that period, not a current forecast.

A separate McKinsey article, reporting findings from its 2024 Global Survey in July 2025, said nine in ten employees used generative AI for work, 21 percent were heavy users, and 13 percent considered their organization an early adopter. Usage, heavy use, and organizational maturity are different measures; none alone establishes that AI has improved a company’s outcomes.

How can leaders enable responsible experimentation?

Enablement is not the removal of control. Leaders can set clear boundaries and accountability while making it practical for employees to try AI, learn what works, and report problems. McKinsey’s 2025 research on organizations scaling AI identifies a set of practices that combine executive ownership, process change, employee capability, and measurement.

  • Assign accountability. Establish an adoption team responsible for coordinating and supporting the work.
  • Keep senior leaders active. Leaders should visibly sponsor adoption and connect it to business priorities.
  • Embed AI in business processes. Choose work where changing a process can solve a defined problem, rather than treating tool access as the finish line.
  • Provide role-based training. Help people learn how AI applies to the tasks, decisions, and responsibilities in their jobs.
  • Build trust with employees and customers. Make expectations and support during AI-related change clear, and address trust as part of readiness.
  • Create feedback loops. Give users a route to report what is useful, confusing, or failing, and use those reports to improve implementation.
  • Use a phased road map and defined KPIs. Set a sequence for adoption and specify how progress and outcomes will be assessed.

These are reported scaling practices, not a universal governance standard. The available evidence does not establish one model that suits every organization.

How should leaders decide what to change first?

Start with the work and the outcome, then choose the depth of change. A useful decision is whether the opportunity concerns an individual task, a workflow shared across functions, or the design of roles and operations. For each candidate, examine:

  • Business outcome: What specific result should improve, and how will it be measured?
  • Process fit: Does AI fit the systems and handoffs already in place, or does the workflow need redesign?
  • People and support: What training will employees need, and what will managers need to help teams use the changed process?
  • Trust and change: What should employees and customers understand about the change, and where can they raise concerns?
  • Learning: How will user feedback inform adjustments to the process and its implementation?

This keeps the choice grounded in the organization’s work. A task-level trial can be appropriate for learning, but it should not be described as enterprise transformation unless the workflow or operating model changes as well.

What should happen to time saved by AI?

Time saved is not automatically a productivity gain; leaders need to decide how that time will be used and evaluate the result. In BCG’s 2026 AI at Work survey of 11,749 workers across 14 markets, 42 percent of regular AI-using frontline workers reported saving at least one workday a week, while 66 percent said they had limited or no guidance on what to do with that time. These are worker self-reports, not independently measured productivity results.

The practical leadership question is therefore not only whether AI makes a task faster, but what work should follow, who is responsible for it, and what outcome would demonstrate value. BCG’s Vinciane Beauchene put the shift this way in the release accompanying the survey: “The first wave of AI focused on individual productivity. The coming wave will need to transform collective work.”

How should organizations measure AI value?

Use defined KPIs tied to the process or business outcome being changed. A measure should make clear what changed and what result the organization is trying to achieve; raw access, usage, or time saved alone cannot establish enterprise value. The McKinsey horizon figures offer a useful caution: reported enterprise value was more common among leaders in reinvention than in automation or enablement, but the survey association does not prove that a particular horizon caused the difference.

Pair outcome measures with feedback from employees and customers where relevant. That helps leaders see whether a workflow is working in practice, whether people have the support to use it, and where the process needs adjustment. The cited surveys do not supply a single KPI set that applies to every organization.

How do trust and managers affect readiness?

Trust is part of whether employees can work through AI-related change. McKinsey reports an association between trust in organizational support during change and enterprise value across the three maturity horizons. Its survey also found reported AI-related anxiety, particularly among middle managers. These findings do not prove that trust alone produces value, but they make communication and manager support relevant parts of adoption—not afterthoughts.

Leaders should be clear about expectations, provide training suited to roles, and establish feedback routes. Managers need enough context to guide teams through changes to tasks and workflows; employees need to know how to raise concerns and where to get help.

What the evidence can—and cannot—show

The figures in this article come from surveys conducted in different years, regions, and respondent groups. McKinsey’s 2026 readiness panel includes employees already incorporating AI into work and a smaller leader subsample; McKinsey’s 2025 workplace report draws principally on US research conducted in 2024; and BCG’s 2026 survey covers workers across 14 markets. Their percentages are not interchangeable measures, and survey responses should not be presented as controlled productivity tests or causal estimates.

These studies support a practical distinction: access can help individuals use AI, but scaling requires process integration, organizational support, and measurement. They do not prove that one governance model or transformation sequence is right for every organization.
