Review workload before seeking more posts
The column reports that Delhi Police had 97,331 sanctioned posts and 14,140 vacancies as of 12 March 2026, including 13,958 vacancies from constable to inspector ranks. These are figures reported by the column for that date; they are not independently confirmed here against a Delhi Police staffing dataset. Bedi argues that authorities should first examine available staffing and actual workload at station level, then assess whether authorized strength is sufficient.

Her suggested workload factors include resident and floating population, crime and complaint volume, investigations, vulnerable locations, patrol hours, emergency response, activity at night, public-order duties, security needs and geography. The point is to distinguish two questions: whether enough posts are authorized and whether available officers are assigned effectively.
Coordinate police risk identification with repairs
Police may identify a safety risk without controlling the asset that needs attention. The column proposes that police flag problems such as inadequate lighting while the agency responsible for the infrastructure carries out repairs. Named ownership and progress tracking could make it possible to see whether a reported issue is resolved, rather than allowing responsibility to disappear between departments.

Review serious public-place offences for prevention gaps
Bedi proposes reviewing serious offences in public places for earlier complaints, known vulnerabilities, lighting or surveillance conditions, and whether prescribed patrols took place. Such a review can test whether procedures were followed and reveal practical gaps. It is a policy proposal, not evidence that any particular offence could have been prevented.
What the official court materials establish—and what they do not
The column attributes vulnerability mapping, targeted patrolling, designated responsibility for vulnerable places, and audits of lighting and CCTV to recent Supreme Court directions concerning women’s and children’s safety in Delhi-NCR. The specific order behind that attribution has not been identified in the official Supreme Court materials available for this article.

Until the intended order is identified, readers should distinguish Bedi’s proposals—which can be assessed on their own merits—from the claim that the Supreme Court directed those particular policing measures. The column poses the implementation question, “How can these directions be implemented forthwith and sustained beyond the immediate compliance period?” That phrasing is the author’s framing, not confirmation of the order’s contents.

How to judge whether implementation is real
The proposals point toward a practical test: measure completed prevention work, not just plans or paperwork. A local review could make the following visible:
- Deployment: whether assigned patrols covered the locations and time periods identified in local risk assessments.
- Staffing: whether station-level workloads and available officers were assessed against the needs listed in the column before requesting additional authorized posts.
- Interagency follow-through: whether a named agency accepted responsibility for infrastructure problems and whether repairs were completed.
- Learning from incidents: whether reviews of serious public-place offences checked prior complaints, known risks, infrastructure conditions and patrol compliance without treating preventability as a foregone conclusion.
These are evaluation criteria drawn from the column’s proposals, not reported results of an existing Delhi programme. Without clear ownership and records of completed action, a map, audit or compliance report could show activity without demonstrating that a hazard was addressed.
