Scramble is PvE: the opposing squad is controlled by the game, rather than being another player team. That makes it distinct from the two core online activities, which pit teams of players against each other in score competition.
How do you access Scramble?
Official information says Scramble may become available for a limited time after you return from Co-Op Assault or Co-Op Warfare, and that its occurrence is random. The publisher does not publish an appearance percentage, a fixed schedule, a guaranteed number of matches before it appears, or a manual start method. You can play either core mode and watch for the opportunity, but there is no confirmed way to force it to appear.

Scramble is not the only special mission. Emergency Sortie is a separate activity for up to eight players against iconic superweapons from the series. Bandai Namco describes victory in either special mission as earning greater rewards, but does not provide a Scramble-specific payout or reward list in the official material cited here. The key distinction is whether your opponents are players or NPCs, and whether the mode is a regular score competition or a special mission.

These are general role descriptions, not Scramble-specific rankings or a recommended build.
