Accessibility asks whether people with different abilities can perceive, understand, and operate digital content; usability asks whether people can use it effectively to accomplish a goal. The ideas overlap, but they are not interchangeable: a site can meet documented accessibility criteria and still be difficult to use, including for disabled people.
What is the difference between accessibility and usability?
Accessibility is about access across abilities. The W3C Web Content Accessibility Guidelines (WCAG) 2.1 address needs related to visual, auditory, physical, speech, cognitive, language, learning, and neurological disabilities. Accessibility also benefits some older people and can improve usability more broadly.
Usability is about how well people can use content for its intended purpose. It considers whether users can accomplish their goals effectively and how much difficulty they encounter while doing so. W3C describes usability testing as determining how well people can use content for that purpose.

WCAG criteria focus on access issues that can create a disproportionately greater problem for people with disabilities. Usability problems may affect anyone. A design issue can belong to both categories, but the questions being asked—and the people affected—may differ.

Examples of accessibility and usability problems
Accessibility: an image without a meaningful text alternative
If an informative image has no meaningful text alternative available to assistive technology, a person who cannot see the image may miss information conveyed by it. WCAG addresses non-text content and accessible alternatives.
Usability: unclear form instructions or error feedback
A form may expose its labels and controls accessibly yet still confuse people if its instructions are vague or an error message does not explain how to recover. Clear instructions and useful feedback help people understand what to do next.

Both: an unlabeled required field
An unlabeled required field can be an accessibility barrier for someone using a screen reader, while also leaving other users unsure what information the form needs. The same flaw can make a task inaccessible for some and frustrating or unclear for others.
Can a website be accessible but hard to use?
Yes. Meeting documented accessibility success criteria is not a complete verdict on the user experience. W3C notes that content may satisfy all success criteria and still not be usable for a wide variety of people with disabilities. A checklist can help establish whether specified criteria are met; it cannot, by itself, prove that people can complete real tasks easily.

For example, a site might provide accessible controls but arrange a task in a confusing sequence. A user could technically operate each control and still struggle to reach the intended result. Task-based testing can reveal those difficulties.
How to evaluate both
- Check accessibility criteria. Evaluate relevant WCAG success criteria using an appropriate combination of automated checks and human review. Automated checks can identify some issues, but human evaluation is also needed.
- Test real tasks. Ask representative users to complete meaningful tasks, then observe whether they succeed and where they encounter difficulty.
- Include people with disabilities. Their participation helps reveal barriers and usability problems that other participants or conformance checks may not uncover.
- Use findings for different purposes. Record whether a finding is an access barrier, a broader usability problem, or both. Fixing a technical criterion does not automatically resolve every difficulty observed during a task.
Treat conformance testing and usability research as complementary: they answer different questions. WCAG 2.1 is a W3C Recommendation published on 5 June 2018. The W3C page for WCAG 3.0 dated 10 September 2026 identifies it as a Working Draft, not a final Recommendation; standards status can change.
