Accessibility Scanner Checks: 12 Things They Catch—and What They Miss

Accessibility scanners can flag useful clues in HTML, but a clean report is not a verdict. Learn what 12 representative checks catch—and what still needs human testing.

An accessibility scanner can quickly flag potential problems in the HTML and page state it examines, but it cannot certify that a website is accessible. The checks below are representative examples, not a universal list: scanners differ in their rules, standards tags, exclusions, configuration, and coverage. A clean report means only that the selected rules found no violations in the content and state scanned.

What does an accessibility scanner check?

Most automated accessibility checks inspect rendered page structure and properties that can be evaluated against defined rules. They are useful for finding some barriers quickly, but rule compliance is not the same as meaning, usability, or full conformance. Playwright’s guidance on accessibility testing explicitly warns that automated testing cannot detect every WCAG violation.

W3C WAI puts the boundary plainly: “Tools cannot check all accessibility aspects automatically. Human judgement is required. Sometimes evaluation tools can produce false or misleading results. Web accessibility evaluation tools can not determine accessibility, they can only assist in doing so.” See W3C’s guidance on selecting evaluation tools.

These twelve examples describe common kinds of checks, not a verified rule list for any particular unnamed scanner. Check a tool’s current documentation before attributing a rule or WCAG tag to it.

12 representative checks—and what each misses

1. Images have an alt attribute

A rule can flag an image with no alt attribute. It cannot decide whether the alternative text communicates the image’s purpose, or whether the image is decorative and should use empty alternative text. IAAP uses this as an example of the difference between checking presence and judging adequacy in its Web Accessibility Specialist Body of Knowledge 2024.

2. Form controls have an accessible name

A scanner can often detect a control whose accessible name is missing or empty. A name can still be unclear or fail to explain what information the task requires. Whether it makes sense depends on the form and surrounding instructions.

3. Buttons have an accessible name

A rule can identify a button without a programmatic name. A non-empty name may nevertheless be vague, misleading, or inconsistent with the visible action. A button labeled “Submit” may technically have a name without explaining what will be submitted.

4. Links have discernible text

Rules can flag empty links or links without an accessible name. They cannot reliably tell whether text such as “read more” makes the destination clear in context, or whether an icon-only link communicates its purpose to the people using it.

5. Heading markup is structurally plausible

A scanner may flag some heading-level patterns, such as certain skipped levels. It cannot judge whether headings accurately describe the sections below them or help readers navigate the content.

6. The page language is declared

A rule can look for a language declaration on the page. It cannot confirm that the declared language matches the content or that changes to another language within the page are marked accurately.

7. The document has a title

A scanner can detect a missing or empty document title. It cannot establish whether the title distinguishes this page from others or helps a user understand where they are.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

8. Landmarks and semantic regions are available

Rules can identify some missing or malformed landmarks and semantic regions. They cannot determine whether those regions are useful, placed well, or make it efficient to move around the page.

  • 【Industrial Safety Testing Application】Validates protective barriers on machinery, appliances, and scientific equipment. Prevents accidental contact with live circuits or moving parts under IEC 61032 Clause B requirements

9. Detectable text and background colors meet a contrast threshold

A rule can calculate contrast for foreground and background pairs it can identify. Coverage may not include every rendered state, image, overlay, or meaningful use of color; the scanner’s actual scope matters. A passing result for detectable pairs does not establish that color never carries information on its own.

10. ARIA roles and attributes are structurally valid

Rules can catch some invalid role-and-attribute combinations or missing required attributes. Valid syntax does not prove that a custom widget behaves correctly or that its chosen semantics are appropriate. Playwright’s accessibility testing documentation describes automated checks as useful but incomplete; IAAP also cautions that tools cannot establish conformance.

11. Controls expose required names, roles, and values

A scanner can find some missing programmatic properties. It cannot prove that assistive technologies announce updates usefully, or that the accessible name matches what a user expects the control to do. W3C’s discussion of WCAG 2.2 conformance explains that accessibility support depends on interoperability with user agents and assistive technologies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

12. IDs are not duplicated and references resolve

A rule can flag duplicate identifiers or references that resolve incorrectly. It cannot tell whether the resulting reading order or interaction remains understandable to a user.

What does an accessibility scan miss?

Meaning and context

Rules can examine whether text or a property exists; human judgment is needed to assess whether alt text is useful, a link explains where it leads, a heading describes what follows, or a label makes the expected input clear. IAAP’s 2024 body of knowledge emphasizes context and illustrates the distinction with image alternatives.

Keyboard operation and focus

A scan alone does not establish that every control works from the keyboard, focus is visible and moves in a sensible order, a keyboard trap is absent, or focus returns appropriately after a dialog closes. GOV.UK includes keyboard and focus checks in its manual accessibility testing work.

Zoom, reflow, and narrow screens

A DOM rule cannot establish that a page remains usable when enlarged or displayed at a narrow viewport. GOV.UK’s manual checks include zoom and small-screen behavior, where content can become obscured, clipped, or difficult to navigate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Media and visual content

A scan does not determine whether audio or video alternatives are adequate, text embedded in images could have been provided as text, or animation can be paused when needed. These are among the areas GOV.UK includes in manual review.

Assistive-technology interoperability

Structurally valid markup does not demonstrate that a particular combination of browser and assistive technology works as intended. W3C’s WCAG 2.2 conformance guidance describes accessibility support in terms of compatibility with user agents and assistive technologies, not DOM validity alone.

Protected pages and dynamic states

Coverage depends on whether the tool can reach authenticated content and whether the tested interactions expose relevant states, such as an expanded menu, validation error, or dialog. Section508.gov’s overview of testing methods calls out access to protected content, while IAAP notes that dynamically changing pages can limit what tools detect.

Can a clean scan tell me my website is accessible?

No. A clean scan means the selected rules did not report violations in the pages and states that were actually scanned. It does not mean the site is accessible or conforms to WCAG. Results depend on the tool and rule set, the standards tags and configuration used, the scope of the scan, and whether the relevant pages and interactive states were reached.

Automated checks can also produce false positives, so a report needs interpretation rather than automatic acceptance. Section508.gov’s testing-methods overview discusses the coverage and false-positive trade-offs of automated, manual, and hybrid approaches. Treat scan findings as a work queue: confirm each issue, decide whether it is a real barrier, and then verify the fix.

How to use a scanner alongside manual testing

  1. Choose representative pages and states. Include important templates and key interactions, not only the easiest public page. Account for authenticated content if it is part of the product.
  2. Run the scanner and inspect its rule documentation. Check which standards and WCAG versions it tags, what content it supports, and which pages and states it actually reached. W3C’s tool-selection guidance recommends considering standards, file types, scope, tool type, report features, and ACT-rule support.
  3. Triage findings by verifying them. Inspect the affected content and interaction. Correct genuine barriers, and record why a reported issue is not applicable when that is the case.
  4. Test key flows with a keyboard. Operate controls without a mouse. Check that focus is visible, the sequence is sensible, dialogs do not trap users, and focus returns appropriately.
  5. Check zoom, reflow, and media. Look for cut-off or obscured content at high zoom and narrow widths; review captions, alternatives, text in images, and controls for pausing animation as relevant.
  6. Test with appropriate assistive technology. For the product’s target users and supported browsers, verify that names, roles, values, and changing content are conveyed in practice.
  7. Fix barriers and rerun the same checks. A repeatable scan can help confirm that a code change removed a reported issue; it does not replace the manual checks around the affected flow.

GOV.UK’s accessibility monitoring guidance offers an example of using an automated scanner followed by manual verification, including keyboard, focus, zoom, and media checks.

How to compare accessibility scanners

There is no single “best” scanner established by these examples. Compare tools against the site and testing workflow you need:

  • Standards and rule tags: Which standards and WCAG versions are supported, and can you see which rules are mapped to them?
  • Content and file types: Does it inspect the formats and technologies your site uses?
  • Scope and authentication: Can it cover the pages you need, including protected content?
  • Dynamic state coverage: Can it reach the menus, dialogs, errors, and other states that matter?
  • Manual-review support: Does it help reviewers identify questions that require human judgment, rather than implying automation is comprehensive?
  • Rule transparency and false-positive handling: Can you understand why a finding appears and verify or dismiss it responsibly?
  • Reports and workflow integration: Are results actionable for the people fixing issues, and can the tool fit into the team’s review process?
  • Accessibility of the tool itself: Can the people responsible for testing use its interface and reports?

W3C lists standards, content type, scope, tool type, reporting features, and ACT-rule support among selection factors in its evaluation-tool guidance. Section508.gov adds rule-set accuracy, protected content, and content-format considerations in its testing-methods overview.
