Preserve the notice and relevant logs, verify the reported times and IP addresses, contain any active traffic, investigate for compromise, remediate the cause, and send your provider a factual response with evidence. Ignoring the report can lead to traffic filtering, suspension, or account action even when the initial allegation is incomplete.

What an abuse report actually means
Hosting providers use “abuse” for activity that may violate law, an acceptable-use policy, or the security of other networks. AWS lists intrusion attempts, email spam, distributed denial-of-service attacks, phishing, and other problematic network activity as reportable categories. A notice can describe suspected traffic from your public IP, content served by your VPS, or a reporter’s observation of an attack.

The report does not by itself establish that malware is installed, that your server is controlled by a botnet, or that you intentionally caused the activity. It may reflect a compromised application, a stolen credential, an exposed service, a misconfiguration, a legitimate workload that was misidentified, or spoofed or incomplete information. Your responsibility is to test the allegation against your own records and stop harmful activity while you do so.
Read the notice for its case number, affected IP addresses, source and target details, timestamps, time zone, ports, protocols, and any attached log excerpts. AWS guidance asks reporters to supply those fields because they let the resource owner match an external observation to local evidence. If the notice has a response deadline, put it on your incident timeline immediately; AWS says missing a deadline can lead to action on the resource or suspension of the account.

When the evidence points toward botnet activity
A botnet is a collection of compromised systems controlled or coordinated to perform automated actions. There is no single provider-defined test that proves botnet membership. Investigate a cluster of indicators, with the reported time and network data as your starting point.
| Indicator | What to check | Why it matters |
|---|---|---|
| Broad outbound connections | Connection attempts or scans to many unrelated addresses, ports, or networks. | Automated scanning and intrusion attempts are common abuse categories and are difficult to explain as ordinary application traffic. |
| Mail bursts | Repeated SMTP connections, large queues, or bulk messages that no authorized user scheduled. | Spam campaigns often use compromised credentials, web applications, or mail software running on the VPS. |
| Unusual volume | Sudden bandwidth, packet, CPU, or memory increases and sustained traffic when the service should be idle. | DDoS participation, proxying, cryptomining, or data theft can produce an abrupt resource change. |
| Command-and-control contacts | Connections to unfamiliar hosts or domains that recur at regular intervals or begin after a new process starts. | Malware may call a controller for instructions, updates, or stolen data. |
| New persistence | Unknown users, SSH keys, cron jobs, systemd services, startup scripts, containers, binaries, or scheduled tasks. | Attackers commonly install a way back in after the original vulnerability is closed. |
| Time mismatch | Provider observations that line up with local process, firewall, DNS, web, mail, or flow logs. | A precise match strengthens the allegation; a mismatch may support a dispute or reveal a clock or time-zone problem. |
Look for combinations rather than one alarming line. High CPU alone might be a legitimate batch job; high CPU plus an unknown binary, repeated outbound connections, and a new privileged account is a much stronger compromise signal.

Do not immediately erase the VPS, rotate every log, or rebuild it unless active harm requires emergency containment. Wiping first can destroy the evidence needed to understand the incident, defend against an inaccurate report, or prove that remediation worked.
- Save the original notice. Keep the complete message, headers, case number, attachments, and the provider’s exact wording. Record when you received it.
- Record system identity. Write down every public IP, hostname, provider region, operating-system and kernel version, exposed service, and the time zone used by each log source.
- Normalize the clock. Convert the provider’s timestamps and your local records to UTC while retaining the original time zone. Note clock drift if the VPS, application, or monitoring system disagrees.
- Export relevant logs. Preserve authentication and privilege changes, process and service events, firewall decisions, DNS queries, web requests, mail activity, container events, and network-flow records covering a period before and after the reported window.
- Capture volatile state when safe. Record current processes, listening sockets, active connections, running containers, logged-in users, and resource usage before stopping services. If a formal investigation may follow, hash or otherwise document critical files and keep a read-only copy.
- Match external and internal data. Compare the reported source IP, destination, port, protocol, start and end times, and intensity with connection tables, process ownership, scheduled tasks, and recent file changes.
Evidence collection must not become an excuse to leave an active attack running. If the VPS is still scanning, sending spam, or flooding another network, contain that traffic and document what you changed and when.

Contain active abuse without destroying your trail
Containment is the step that limits harm while the cause is still being established. Use the least disruptive control that reliably stops the reported behavior, then preserve the control change in your timeline.
- Restrict or block suspicious outbound destinations, ports, or protocols at the host firewall or provider network layer.
- Isolate the instance or affected service when practical. If the provider offers a quarantine or network-isolation option, use it instead of repeatedly rebooting a potentially compromised system.
- Disable accounts that show unauthorized use. Rotate passwords, API keys, SSH keys, tokens, and other credentials that may have been exposed; perform rotation from a known-clean device or environment.
- Pause a compromised mail queue, web application, container, or other service rather than deleting its files before collecting the relevant logs.
- Tell the provider if you cannot safely stop the traffic yourself and ask for temporary filtering or suspension while you investigate.
Record the exact time and scope of each block or shutdown. A provider may need that information to correlate a drop in abuse volume with your containment action.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesFind and remove the cause
Identify the entry point
Review authentication records, application access logs, vulnerability alerts, recent deployments, package changes, and exposed management interfaces. Look for the first successful login, exploit request, newly created account, or file change that predates the reported traffic. A valid password used from an unusual location can be as important as a failed-login spike.
Check persistence and scope
Enumerate users and administrator memberships, authorized SSH keys, cron and timer entries, systemd units, startup scripts, containers, web-shell locations, uploaded binaries, and altered configuration files. Check every service and account that could share credentials with the affected VPS. Do not assume that removing one process removes the attacker’s access.

Patch and reduce exposure
Fix the exploited application, service, kernel, or dependency. Close ports that are not required, restrict administration to trusted networks, remove unused software, and enforce least privilege. If the initial vector was a web application or container, update the application and its dependencies as well as the host.
Choose cleaning or rebuilding
Cleaning can be appropriate when you have a reliable timeline, a known entry point, complete visibility, and confidence that persistence has been removed. Rebuild from a known-good image when integrity cannot be established, privileged access was compromised, rootkits or unauthorized binaries are suspected, or the investigation cannot account for the system’s changes.
Before rebuilding, retain a forensic copy or the logs needed to explain the incident where feasible. Reissue credentials after the rebuild rather than restoring potentially compromised secrets. Reconfigure from documented, reviewed settings instead of copying the old disk wholesale.
Verify the fix
After remediation, monitor outbound traffic, process creation, authentication, DNS, mail, and resource use. Confirm that the reported destinations and protocols no longer appear and that no new persistence returns after services restart. Do not tell the provider that the VPS is clean until you have observed post-remediation behavior.

Should you shut down, rebuild, or investigate first?
| Situation | Immediate choice | Reason |
|---|---|---|
| Active high-volume attack, spam burst, or DDoS traffic | Contain or isolate first; preserve volatile evidence if it can be done safely. | Stopping ongoing harm takes priority over a perfect snapshot. |
| Notice contains detailed times and logs, but traffic has stopped | Investigate before rebuilding. | You can correlate evidence, identify the entry point, and give the provider a defensible response. |
| Privileged compromise or unknown persistence | Collect essential evidence, then rebuild from a known-good image. | You cannot reliably prove a clean system when its integrity is in doubt. |
| Only a disputed indicator with no matching local evidence | Preserve records and request more details while checking clock, IP ownership, NAT, and related hosts. | A precise mismatch may indicate an attribution error, but it must be demonstrated rather than assumed. |
| Regulated data, unclear scope, or material business interruption | Engage qualified incident-response or forensic help. | Specialists can preserve evidence, examine neighboring systems, and coordinate legal or regulatory obligations. |
Self-remediation versus professional response
The right choice depends on more than cost. Compare the two approaches against the operational risks of your incident.
| Decision axis | Self-remediation | Professional incident response |
|---|---|---|
| Containment speed | Fast when you control the VPS and know which traffic to block; slower if the scope is uncertain. | Can bring dedicated triage and provider coordination, but onboarding may add delay. |
| Evidence quality | Good when staff know how to preserve volatile state and chain of custody; easy to damage evidence accidentally. | Stronger process for forensic acquisition, hashing, and documentation. |
| Scope confidence | Limited by your visibility into related hosts, credentials, accounts, and persistence. | Broader review of neighboring systems, identity providers, and shared secrets. |
| Recovery assurance | Depends on the team proving the entry point and validating the rebuild or cleanup. | Independent verification and monitored recovery can reduce the chance of recurrence. |
| Reporting burden | You must assemble the UTC timeline, evidence, and remediation narrative yourself. | A qualified team can produce a structured report and support provider or legal communications. |
Escalate when persistence is suspected, the compromise may extend beyond one VPS, regulated information may be involved, or downtime has significant operational consequences. NIST’s Computer Security Incident Handling Guide (SP 800-61 Rev. 2, 2012) organizes response into preparation; detection and analysis; containment, eradication, and recovery; and post-incident activity. Its central rationale is that an incident-response capability is necessary to detect incidents quickly, limit loss, mitigate exploited weaknesses, and restore services.
What to send your hosting provider
Reply through the provider’s case thread or designated abuse channel. Be concise, specific, and honest about what is confirmed, disproved, and still under investigation. Include:
- The case number and every affected IP address.
- A UTC-normalized timeline with the original time zone noted.
- The activity reported, including source and target IPs or domains, ports, protocols, and the relevant interval.
- Evidence reviewed: authentication, process, firewall, DNS, web, mail, container, and flow logs as applicable.
- Containment actions, their times, and whether the traffic stopped afterward.
- Eradication and recovery actions, including credential rotation, patching, removal of persistence, rebuild details, and monitoring.
- Whether related accounts, hosts, credentials, and services were checked.
- Any remaining uncertainty and a request for additional indicators, timestamps, or sample logs needed to close the case.
If you dispute the report, identify the exact indicator that fails to match and attach the counter-evidence. For example, explain that the cited destination was not contacted during the stated interval, that the source IP was not assigned to your VPS at that time, or that the protocol and port differ from the service you operate. Avoid blanket statements such as “the server is clean” until post-remediation monitoring supports them.

When and where to escalate
Your hosting provider remains the first operational contact because it controls the network resource and can supply additional telemetry or apply filtering. DigitalOcean, for example, provides a SOC abuse form for people reporting or suffering abuse hosted on its platform; its law-enforcement guidance says policy violations may be handled through ordinary abuse procedures, including contacting the user or suspending a site.

For incidents involving unauthorized access attempts, denial-of-service disruption, or abuse or misuse of systems or data, CISA provides a reporting portal and routes for sharing indicators and malware information. Spamhaus documents a Submission Portal API for malicious IP addresses, domains, URLs, and emails. These channels supplement provider handling; they do not replace containment, evidence preservation, or remediation.
After the incident: prevent a repeat report
- Document the vulnerability, credential exposure, or configuration error that enabled the abuse.
- Keep an inventory of public IPs, services, owners, dependencies, and emergency contacts.
- Centralize authentication, process, firewall, DNS, web, mail, and flow logs with retention long enough to cover provider reporting delays.
- Alert on new privileged accounts, SSH keys, scheduled tasks, systemd units, containers, unusual outbound destinations, SMTP volume, and resource spikes.
- Use separate credentials and least privilege for administration, applications, automation, and backups.
- Test a rebuild from a known-good image and maintain a documented recovery procedure.
- Review the incident after services are restored, update controls, and record what evidence the provider needed to close the case.
The objective is not merely to make one abusive connection disappear. It is to establish why it occurred, prove that the access path is closed, and detect a recurrence before another network reports it.
Frequently Asked Questions
Does receiving an abuse report prove that my VPS is in a botnet?
No. It is an allegation that activity associated with your VPS may violate policy or law. Confirm it by matching the reported IPs, times, ports, protocols, and log extracts to your own evidence.
Should I immediately delete the VPS?
Not unless active harm requires emergency shutdown. Preserve the notice, volatile state, and relevant logs first when safe. Rebuild after evidence collection when system integrity or persistence cannot be established.
What if my logs do not match the provider’s report?
Check IP assignment, NAT, clock and time-zone conversion, and the exact source, target, port, and protocol. Explain the mismatch with counter-evidence and ask the provider for additional timestamps or samples.
When should I hire an incident-response specialist?
Use qualified help when privileged compromise or persistence is suspected, the scope may include other systems or regulated data, or business interruption is material.
