React Native can provide the app interface and a bridge to native functionality, but the system-facing VPN work belongs to platform-specific code: typically an Android service or an Apple VPN provider. “Two programs” is a useful way to picture the JavaScript/native split, not a promise that every implementation has exactly two processes or binaries.
What React Native does—and what it does not
React Native native modules expose platform-native functionality to JavaScript. A module may live in the app’s platform project or be distributed as a package. This lets JavaScript request native actions and receive state, but it does not turn platform APIs into JavaScript code. React Native’s native-module documentation describes that boundary.

For a VPN app, the JavaScript layer can drive product screens and call native methods. The operating system’s VPN integration, including establishing a VPN interface and processing packets or flows, is handled by the platform-specific VPN component. That component may run within a service or extension lifecycle; the exact process and lifecycle depend on the platform and implementation.
How the Android VPN path works
Android’s documented mechanism is a service that extends VpnService. The service requests authorization from the system, establishes a local VPN interface, and exchanges packets between that interface and a remote VPN gateway. Android describes the app’s role as connecting system networking for a user or work profile to a VPN gateway. Android’s VPN guide covers the mechanism.

- Request authorization: The native service prepares the VPN connection through Android’s VPN APIs and obtains the user’s system authorization.
- Establish the interface: The service creates the local VPN interface through which the device’s selected traffic is routed.
- Exchange traffic: Native code transfers outgoing packets toward the VPN gateway and incoming packets back through the interface.
- Expose controls and status: The React Native layer can invoke native methods and present the resulting connection state; it is not a replacement for the service doing the network work.
Apple offers different VPN models
Apple’s Network Extension framework does not describe one universal custom-VPN mechanism. The appropriate model depends on the protocol and whether the implementation handles packets, individual flows, or a supported built-in protocol. Apple’s Network Extension overview outlines the available mechanisms and platform-specific considerations.
Personal VPN
Personal VPN uses supported built-in VPN protocols. It is a choice for those protocols, not a general substitute for implementing an arbitrary custom packet tunnel.

Packet tunnel provider
A packet tunnel provider implements a custom packet-oriented VPN protocol. Its native provider handles packets, making this model distinct from a flow-oriented app proxy. Apple documents the provider in its packet tunnel provider reference.
App proxy provider
An app proxy provider implements a custom, flow-oriented protocol, handling TCP connections or UDP conversations rather than the packet-oriented tunnel model. Apple’s app proxy provider reference describes this approach.

How to choose the native side of the app
Start with the target operating system and the VPN protocol or traffic model, then select the platform mechanism that fits. Android’s service-based path and Apple’s Personal VPN, packet tunnel, and app proxy options are not interchangeable implementations of one cross-platform API.
- On Android, plan for system authorization, service lifecycle, interface setup, and packet exchange.
- On Apple platforms, determine whether the requirements fit a built-in Personal VPN protocol, a custom packet tunnel, or a flow-oriented app proxy, and account for the relevant platform restrictions.
- Use React Native native modules as the interface between JavaScript controls and the native VPN component. Pass only the controls and status the UI needs; keep platform-specific networking work in the appropriate native service or provider.
The React Native native-module documentation cited here does not establish a target React Native version or provide version-specific setup steps. Those details should be chosen for the app’s supported React Native release and platform targets.
