Start by choosing a small number of priorities, then define the outcome, check that the plan is feasible, assign actions and owners, and review progress so you can adjust when circumstances change.
How do you set goals for your business?
Work through the decisions in order. A goal is not complete just because it sounds ambitious: it needs a result you can check, a plan the business can support, and a way to respond when progress differs from expectations.

- Choose a direction and a few priorities. Select goals that move the business toward its vision or address an important challenge or opportunity. Because time, money, and attention are limited, focus on the vital few rather than trying to improve everything at once. Involve the people who will carry out the plan or be affected by it. The NIST Baldrige Performance Excellence Program recommends connecting long-term aims to shorter-term actions and prioritizing what matters most.
- Describe the intended outcome. State what should change, for whom or in what part of the business, and by when. Avoid a broad intention such as “increase revenue” unless you define the result more precisely.
- Test whether the plan is feasible. Identify the work, skills, people, money, and time required. Consider external constraints that could interfere. If available capacity cannot support the target, revise the target, the deadline, or the resources and actions behind it.
- Choose measures that show meaningful progress. Use a small number of indicators tied to the outcome, with a clear definition, baseline, target, and owner where possible.
- Assign actions and milestones. Break a longer-term goal into nearer-term steps. Record who is accountable, what will be done, what resources are needed, and when each milestone is due.
- Set a review rhythm and decide what happens next. Choose when to examine the data and what decisions a review can trigger. Keep effective actions, change tactics when progress lags, or reassess the goal if conditions have changed.
What makes a business goal SMART?
SMART is a checklist for making an individual goal easier to understand and assess. The letters are commonly expanded as specific, measurable, achievable, relevant, and time-bound; some official guidance uses “attainable” instead of “achievable,” so there is no single universally authoritative wording.
- Specific: Name the result rather than a general aspiration.
- Measurable: Define evidence that will show whether the result has been reached.
- Achievable or attainable: Check the target against the business’s resources and constraints.
- Relevant: Connect it to a meaningful business priority.
- Time-bound: Give it a deadline or defined period.
For example, “get more customers” is difficult to act on or evaluate. Business.gov.au illustrates a more concrete objective: gain four new regular clients within two months, supported by a specified outreach action. That is an example of how to make a goal specific, not a recommended target for every business. See Set goals for your business.

SMART improves the wording and assessability of a goal; it does not establish that the target is strategically important or that the plan will work. Those questions still depend on priorities, feasibility, execution, and review.
How do you choose measures and KPIs?
A key performance indicator (KPI) is a measured value used to show progress toward an important target. Start with the outcome you want, then choose evidence that helps explain whether the actions are moving the business toward it. Do not track a metric merely because it is easy to collect.
Business Queensland gives examples including weekly sales against a monthly profit goal, returning-customer counts, referrals, complaint or return rates, campaign conversion, and milestones completed on time. These are possible measures, not a universal dashboard. The right choice depends on the goal. Its guidance on setting performance measures emphasizes choosing measures that relate to the objective.

Define each KPI so people can use it
- State exactly what is counted and how it is calculated.
- Record the current baseline and a target that reflects available capacity.
- Name an owner who can interpret the result and act on it.
- Set a reporting interval suited to the goal; a short-cycle operational measure may need more frequent attention than a long-term outcome.
- Specify what decision follows if the measure is on track, behind, or no longer relevant.
A metric without a clear definition can be interpreted differently across a team. A target without a baseline or a credible plan can create misleading confidence. The Business Queensland performance-measures guidance recommends connecting KPIs to goals and using them to inform action.

Which business-goal framework should you use?
Choose a framework for the problem it helps solve; none should be treated as a guarantee of business success. The available guidance describes these approaches but does not establish through comparative trials that one is best.
| Framework | Best fit | What it organizes |
|---|---|---|
| SMART goals | Clarifying one goal | A specific, measurable, feasible, relevant result with a timeframe |
| Objectives and Key Results (OKRs) | Connecting shared direction to measurable outcomes | An objective, measurable key results, and initiatives |
| Balanced scorecard | Viewing performance beyond financial results | Financial, customer, internal-process, and learning-and-growth perspectives |
| KPI or metrics scorecard | Monitoring selected measures | Measures and, commonly, current values, targets, status, and owners |
| 4DX | Keeping attention on a few important goals and actions | Highly important goals, lead actions, visible progress, and recurring accountability meetings |
Microsoft Learn describes OKRs, the balanced scorecard, KPI scorecards, and 4DX. A scorecard helps organize and monitor measures; it does not replace the prior decision about which goals deserve attention.

How do you turn a goal into an actionable plan?
Write down the work between the present and the intended result. For each goal, identify the actions, milestones, deadlines, required resources, and person accountable for moving the work forward. Share the plan with the people responsible for carrying it out so they understand both the outcome and their part in it.
For a long-term goal, milestones should show whether the business is making progress before the final deadline. A goal can have a promising headline and still be unworkable if nobody owns the next step or if the schedule ignores capacity. Business.gov.au’s goal-setting guidance recommends documenting actions and timelines and checking progress against the plan.

How often should you review business goals?
Set the review cadence when you set the goal, based on how quickly useful data becomes available and how soon the team needs to respond. Check relevant measures at planned milestones, and review sooner if progress suggests the target is unlikely to be met or if the business’s circumstances have changed.
A review should lead to a decision, not just a status update. If the plan is working, continue or build on it. If progress is weak, examine whether the actions, resources, or assumptions need to change. If a new constraint or opportunity makes the original target no longer relevant, reconsider the goal. NIST’s guidance is explicit: “Stay flexible. Circumstances or opportunities may require rapid change.” See the Baldrige approach to performance excellence and Business Queensland’s guidance on reviewing performance measures.
Example: make a customer-retention goal workable
A small retailer could define a hypothetical goal this way: “By the end of next quarter, increase the share of customers who return within 60 days from the current baseline to a target agreed by the team.” The specific target should come from the retailer’s baseline and capacity, not from a generic benchmark.
- Measure: Share of customers who make another purchase within 60 days, calculated consistently from the retailer’s chosen customer records.
- Owner: One person accountable for tracking the measure and coordinating the work.
- Actions: List the customer-retention actions the team will test and the resources each requires.
- Milestones: Decide when to check implementation and when enough data will be available to assess the outcome.
- Response: Agree in advance what the team will investigate or change if the measure falls behind or the underlying assumptions change.
This is an illustration of how to connect an outcome to a measure, owner, actions, and review; it is not a tested result or a promised effect.
Quick Recap
Common mistakes when setting business goals
- Setting too many priorities: Spreading limited resources across every possible improvement can dilute attention.
- Leaving the outcome vague: A phrase such as “grow the business” does not tell the team what success means or when to assess it.
- Choosing measures disconnected from the goal: A busy dashboard can obscure whether the intended outcome is improving.
- Ignoring baseline and capacity: Targets should account for current performance, available skills, time, and money.
- Leaving actions or ownership unstated: A target without accountable work and milestones is difficult to execute.
- Keeping the same plan after a missed target by default: Review the evidence and adjust actions or assumptions where needed.
- Expecting a framework to ensure success: SMART, OKRs, and scorecards structure planning; they cannot substitute for sound priorities and execution.
