What Is Universal Second Factor (U2F)?

Universal Second Factor (U2F) uses an origin-specific hardware key to add cryptographic proof of possession to a password-based login. Learn how it works and where its protections end.

Universal Second Factor (U2F) is an earlier FIDO protocol for adding a cryptographic hardware key as a second factor to a password-based login. You register a compatible authenticator—often a USB security key or NFC device—with a service, then activate it during sign-in. U2F uses a different cryptographic key for each website origin, helping stop a key enrolled for one site from being used to authenticate to an imitation site.

How U2F works

U2F adds proof that you possess a registered authenticator to a login that already uses a password. The browser mediates communication between the website and authenticator; the service does not receive the authenticator’s private key. The FIDO Alliance describes the protocol in its U2F overview.

  1. Register the authenticator: After you establish the account, the service asks the browser to enroll a key for its origin. The authenticator creates a key pair and returns a public key and key handle. The service associates these with your account.
  2. Respond to a login challenge: During sign-in, the service sends a challenge and the key handle to the browser. The browser passes the request and origin information to the authenticator.
  3. Activate the key: You provide a physical user-presence signal, such as touching or pressing the key. The authenticator signs the relevant data, and the service verifies the signature using the public key it stored at registration.

The origin-specific key and origin check are central to U2F’s phishing resistance: a conforming authenticator will not sign a request for a different origin using the credential created for the legitimate service.

What U2F protects—and what it does not

Protection from credential reuse across origins

Because each service origin has a distinct key, a credential for one website cannot simply be replayed at another. A copied password alone also does not provide the physical second factor. These protections depend on a conforming browser and authenticator flow.

User presence is not the same as user verification

Touching a key signals that someone is physically present to activate it. That is not necessarily proof of who the person is: user presence should not be confused with a PIN, biometric check, or other user-verification method.

Limits around enrollment and compromised devices

U2F does not cover every threat. The FIDO overview describes a malicious intermediary present during enrollment that can register its own key on its origin while the legitimate service still sees only password authentication. Compromised client software may also misuse or relay authenticator requests in situations the protocol does not prevent.

It does not confirm transaction details

U2F is a login second factor, not a trusted display for approving a payment or other transaction. The FIDO Security Reference notes that U2F lacks secure display and transaction confirmation.

How U2F relates to WebAuthn, CTAP1, and CTAP2

U2F belongs to an earlier generation of FIDO authentication. Its functionality is associated with CTAP1, previously called U2F. WebAuthn replaced the U2F JavaScript API, while retaining backward compatibility and adding functionality. CTAP is the protocol used for communication between a browser or platform and a FIDO authenticator. CTAP2 supports broader passwordless, second-factor, and multi-factor authentication use cases; those capabilities should not be attributed to U2F itself.

The Government of Canada’s multi-factor authentication guideline says that several U2F specifications have been superseded while U2F authenticators are still supported. The FIDO specifications index lists the U2F 1.2 public snapshot as approved July 11, 2017, alongside newer FIDO2 materials. That date is a specification-history milestone, not an adoption statistic. For the current CTAP version, consult the FIDO specifications index; version references in the government guideline are dated.

What to check before choosing a U2F key

U2F-compatible hardware keys commonly connect over USB or NFC. Compatibility is not universal: check the account service’s current authentication options and the specific key’s capabilities before buying or enrolling one.

  • Service support: Confirm the service accepts U2F or the compatible FIDO authentication flow you intend to use.
  • Connector: Match the key’s connector, such as USB-A or USB-C, to the devices where you will use it.
  • Transport: Check whether USB, NFC, or both are supported by the key and accepted by the service and device.
  • Required features: U2F support alone does not mean a key supports every WebAuthn or passkey feature. Verify the capabilities you specifically need.
