Cellular to Wi-Fi means a device or service shifts its connection from a cellular network to a Wi-Fi network. The term can apply to voice and data; it is broader than Wi-Fi Calling, which specifically means making or receiving calls over Wi-Fi.
What “cellular to Wi-Fi” means
CITRA’s glossary defines “cellular to Wi-Fi authentication” as “The ability for dual-mode smartphones to move freely between cellular and Wi-Fi connectivity for voice and data applications.” In practical terms, a device capable of using both network types may use one or the other as conditions and service settings allow. Cellular networks connect devices through a mobile operator’s radio network. Wi-Fi connects a device to a local wireless network, which may provide internet access. “Cellular to Wi-Fi” describes a change in the access network carrying a connection; it does not, by itself, identify a particular phone feature or guarantee that a live session will continue without interruption.
How it differs from Wi-Fi Calling
Wi-Fi Calling is one specific use of Wi-Fi: a supported carrier service routes phone calls over Wi-Fi. By contrast, the broader cellular-to-Wi-Fi concept can include voice or data applications. Apple’s guidance says that when Wi-Fi Calling is available, calls go through Wi-Fi. Apple support

What happens during a switch
Authentication is part of gaining access to a network. Network selection and handover determine which connection carries a service or session. CITRA links the glossary term to 802.11u, but that reference should not be taken to mean that 802.11u alone ensures a seamless handover for an active call. CITRA glossary
Whether a device switches depends on factors such as its capabilities, carrier support, user settings, cellular coverage, and whether usable Wi-Fi is available. Preference settings can also affect which network is chosen when both are reachable.

When switching may occur
Wi-Fi Calling when Wi-Fi is available
In Apple’s documented iPad configuration, a call uses Wi-Fi when Wi-Fi Calling is available. If Wi-Fi is lost during the call, it switches automatically to the carrier’s cellular network using VoLTE if VoLTE is available and turned on. This is a supported example, not a universal behavior for every device or operator; Apple directs users to their carrier to confirm availability. Apple support
Cellular-preferred behavior
GSMA TS.22 version 6.0 describes cellular-preferred behavior: use cellular when both networks are available, and use Wi-Fi Calling when cellular is unavailable or poor. It also describes seamless handover from cellular to Wi-Fi when cellular coverage becomes poor under the specified conditions. These are requirements and behaviors tied to the document’s conditions, not a promise that every phone, carrier, or call will switch seamlessly. GSMA TS.22 v6.0

Operator and phone support
The GSMA’s March 2025 Voice over Wi-Fi white paper discusses transfer to Wi-Fi when cellular coverage is poor, conditional on operator service and smartphone support. Actual availability and behavior therefore depend on the service and device in use. GSMA Voice over Wi-Fi white paper

What the term does not promise
- It does not mean Wi-Fi is always preferred or provides better service than cellular; selection can depend on user preference and network conditions.
- It does not guarantee an uninterrupted transition in either direction for every call or data session.
- It does not mean Wi-Fi Calling is enabled or supported. Device capability, carrier availability, and settings matter.
