Turning off data roaming stops cellular data roaming on that line, but it does not necessarily prevent charges for calls, texts, voicemail, Wi-Fi Calling, or ship and aircraft networks.
Check what your carrier will charge at your destination
Roaming costs depend on your carrier, plan, destination, and the service you use. Some plans include roaming in certain places; others charge separately for data, calls, texts, or voicemail. Before departure, check your carrier’s current destination-specific guidance and confirm:
- Whether your plan includes service in each country or territory on your itinerary.
- Whether a travel pass or add-on is available, what it costs, and what action triggers it.
- How data, outgoing and incoming calls, SMS, voicemail, and Wi-Fi Calling are billed.
- What happens when a data allowance is used up, and whether the pass renews or ends automatically.
Do not assume that receiving a message or making a short call is free just because data is included. Carrier terms differ, so use your own carrier’s rules rather than another provider’s examples.
Choose how you want to stay connected
The best option depends on whether you need your regular number, how much data you expect to use, and whether your phone supports another SIM.

A router or hotspot supplies a connection; it does not itself provide mobile service or prevent a home SIM from roaming. If your phone stays connected to cellular service, manage that line separately.
Set up a travel SIM or eSIM safely
A travel SIM or eSIM can keep data use off your home carrier’s roaming allowance, but only if your device and plan support it and the correct line is selected.

- Check compatibility. Confirm that your phone supports the SIM type and destination network, and that it is unlocked if required. Verify coverage, allowance, validity period, hotspot rules, and whether the plan includes calls or texts.
- Install and activate using the provider’s directions. Activation and billing triggers differ by provider, so check when the plan starts and whether installing it alone begins the validity period.
- Select the intended data line. On dual-SIM phones, choose the travel SIM or eSIM for mobile data. Keep data roaming off on the home line if you do not want it supplying data.
- Check settings after arrival. Confirm the selected data line and its roaming setting. Menu labels and steps vary by device and software version; follow the manufacturer’s current instructions.
Apple’s instructions for iPhone and iPad explain where to find data-roaming controls and how to manage cellular lines. For a single SIM or eSIM, the path is Settings > Cellular (or Cellular Data) > Cellular Data Options. With dual SIM, select the line first, then open its options. Turn off cellular data roaming—or block cellular connections
Data roaming is cellular internet access on a network outside your provider’s coverage. Turning it off on a line prevents that line from using cellular data roaming, but it is not a universal charge shield: voice calls, SMS, voicemail, Wi-Fi Calling, and other carrier rules may be billed separately.

On an iPhone, Apple’s current instructions use Settings > Cellular (or Cellular Data) > Cellular Data Options > Data Roaming. If the phone has multiple lines, select the line you want to manage first. Names and menu locations can vary by region, model, and software version; consult your device maker’s current support page if these labels differ.
Background activity can also use mobile data when you are not actively browsing. Rogers identifies background app refresh, Wi-Fi Assist, cloud backups, and push email as possible sources. Consider disabling automatic activity that you do not need while travelling, and check your phone’s data-use controls.

If you want to prevent all cellular connections, turn on airplane mode. You can then turn Wi-Fi back on if you want internet access without cellular service. While airplane mode remains on, normal cellular calls and SMS are unavailable. If you enable Wi-Fi Calling, check its billing rules first.

Wi-Fi Calling uses a Wi-Fi connection, but billing can still depend on your carrier and the number you call or text. For example, Rogers says that calls or texts through Wi-Fi Calling to non-Canadian numbers while abroad can trigger its Roam Like Home daily fee, and calls to a destination outside the country being visited may incur long-distance fees. Verizon says Wi-Fi Calling to countries other than the United States is billed at international long-distance rates. These are carrier-specific examples, not universal rules. Watch for special cases in the EU, on ships, and on aircraft
Travelling between EU countries
When travelling from one EU country to another in circumstances covered by EU rules, domestic prices generally apply, subject to fair-use limits and plan conditions. Check your plan and the current guidance before travel; the rule does not mean every network or destination is covered in every circumstance. The European Commission explains EU roaming policy and provides consumer guidance on roaming costs.
Ships and aircraft
Ships and aircraft can offer non-terrestrial mobile networks with different charging rules from ordinary land networks. EU consumer guidance warns that these connections may cost extra; the European Commission says users should receive information when connecting to a non-terrestrial network. If you have not confirmed the network and charges, use flight mode or disable roaming rather than relying on assumptions about your land-based plan. A simple pre-departure checklist
- Check your carrier’s current terms for every destination and confirm the treatment of data, calls, texts, voicemail, and Wi-Fi Calling.
- Choose a carrier pass, travel SIM or eSIM, local prepaid SIM, or Wi-Fi-only approach based on coverage, total trip needs, device compatibility, and whether you need your home number reachable.
- If using another SIM, verify that your phone is unlocked and compatible, then select it as the data line.
- Turn off data roaming on any line that should not supply roaming data; consider limiting background data and backups.
- Use airplane mode with Wi-Fi re-enabled if you want to prevent cellular connections, bearing in mind that ordinary cellular calls and SMS will not work.
- On a ship or aircraft, keep cellular service disabled unless you have checked the network and its charges.
