A drone sighting is a reason to assess and respond—not proof of hostile intent. The official guidance available addresses unauthorized or hostile UAS activity generally; it does not establish a separate defense standard for autonomous attacks.
What changes when a drone is autonomous?
Autonomy may affect how an aircraft is operated, but the cited U.S. guidance does not set out a distinct protective standard for autonomous attacks on infrastructure. Operators should therefore plan for unauthorized or potentially hostile UAS activity without assuming that a drone’s apparent behavior proves it is autonomous or malicious.
DHS and CISA identify possible UAS-related risks including surveillance or reconnaissance, payload carriage, intellectual-property theft, disruption, and harassment. These are threat categories, not probabilities of an attack or evidence that a particular sighting is hostile. The agencies also note that UAS can evade detection and create security challenges for critical infrastructure.
CISA/DHS summarized the limits of any single measure in its February 2017 fact sheet, Unmanned Aircraft Systems: Addressing Critical Infrastructure Security Challenges: “Although no single solution will fully mitigate this risk, there are several measures that can be taken to address UAS-related security challenges.”

What should an operator do about unauthorized drones?
Build a site-specific process that connects observation, assessment, protective action, and reporting. CISA recommends air-domain awareness, incident-plan updates, partnerships with federal, state, and local authorities, and FAA coordination where flight restrictions may be appropriate. Adapt those recommendations to the facility’s jurisdiction, surroundings, and emergency command structure.
- Map the air domain. Document the facility boundary, sensitive assets, surrounding airspace, likely approach areas, and relevant local emergency contacts. Identify who is responsible for assessing a sighting and who has authority to take action.
- Set a staff reporting procedure. Tell employees how to report a sighting, whom to contact, what details to record, and how to protect people while the report is assessed. A clear process reduces the chance that an unverified observation is treated as a confirmed attack.
- Update emergency and incident-action plans. Include UAS scenarios and rehearse coordination with federal, state, local, and tribal partners as applicable. Specify how reports move to the incident lead and how decisions are communicated to staff.
- Assess detection as part of the response system. Decide what site coverage and alerting workflow are needed, how detections will be validated, and which trained responders will receive alerts. Account for nuisance alerts and possible effects on communications or navigation equipment.
- Coordinate reporting and follow-up. CISA recommends reporting potential threats to local law enforcement. Preserve observations and incident records for follow-up, and use relevant agency channels in coordination with the authorities responsible for the site.
- Resolve authority before considering mitigation. Establish the legal authority, responsible operator, FAA coordination, and incident-command process before considering any capability that interferes with or takes control of an aircraft.

What can drone detection systems tell you?
FAA describes detection systems ranging from commercial off-the-shelf equipment to custom integrated systems. They may use radar, radio-frequency (RF), electro-optical, or acoustic sensors, either individually or in combinations that provide primary detection and secondary validation.
The most important operational limitation is that a detection system cannot determine a drone operator’s intent or the threat level posed by a UAS. Treat an alert as information for trained staff to assess and escalate—not as an automatic hostile classification. A detection process should connect alerts to a human review and a defined reporting path.

FAA’s airport guidance also identifies legal considerations, airspace case processing, and possible electromagnetic interference with communications and navigation equipment. These factors matter when evaluating a site’s operating environment; airport-specific coordination instructions should not be mistaken for a universal permit process for all infrastructure facilities.
Questions to ask when assessing detection

The FAA and CISA material cited here does not provide comparative accuracy, price, or performance rankings for detection products. Operators should not infer that one sensor or system guarantees complete coverage or eliminates risk.

When do drone flight restrictions apply?
FAA states that drones are prohibited from flying over designated national-security-sensitive facilities from the ground up to 400 feet above ground level. Its examples include military bases, national landmarks, and certain critical infrastructure such as nuclear power plants. The restriction applies to designated locations; it does not mean every power plant, bridge, port, pipeline, or other infrastructure site automatically has the same restriction.
Check whether the particular facility is covered before treating a restriction as applicable. CISA recommends coordinating with the FAA where restrictions may be appropriate. The relevant site, jurisdiction, and airspace determine what applies.

Why facility owners should not treat counter-UAS as ordinary equipment
Detection and mitigation are different. In FAA terminology, mitigation can include disrupting, disabling, or destroying a UAS; seizing control of it; or providing alternate flight instructions. These actions can affect aircraft and airspace, so they are not ordinary facility-owner responses.
FAA says it does not support counter-UAS use by entities other than federal departments—Defense, Homeland Security, Justice, and Energy—with explicit statutory authority. Its guidance directs non-federal public and private entities to an interagency advisory on applicable federal laws. Exact authority depends on the responsible entity, facility, and applicable law; site decisions call for coordination with authorized federal agencies, aviation officials, law enforcement, and legal counsel. Do not treat jammers, takeover equipment, or other active countermeasures as routine purchases or actions for facility staff.
Which agencies and guidance should be part of the plan?

- FAA: UAS Detection, Mitigation, and Response on Airports, last updated June 23, 2025, explains detection limitations, mitigation distinctions, and airport-specific considerations. Critical Infrastructure and Public Venues, last updated February 22, 2023, addresses restrictions at designated sites. FAA’s Counter UAS (C-UAS) page, dated August 17, 2020, points to the interagency advisory on applicable federal law. FAA’s Public Safety page, last updated March 26, 2026, describes public-safety roles and related resources.
For airports, FAA advises operators planning detection to begin coordination with their FAA Airports District Office or Regional Office. That is airport-specific guidance, not a universal approval pathway for every type of facility.
No current attack-rate statistic for autonomous drone attacks on critical infrastructure is established by these cited materials. The FAA sales figure reproduced in the 2017 DHS/CISA fact sheet—an estimate of 2.5 million combined hobbyist and commercial UAS sales in 2016 rising to 7 million by 2020—was a historical forecast, not an observed current count, attack rate, or autonomous-system estimate.
