An SSL/TLS handshake error means a client and server failed to finish negotiating the security needed for a protected connection. It is a symptom, not a diagnosis: the cause may be a certificate problem, incompatible TLS settings, or an interruption somewhere between the client and server. The wording of the error and which devices or networks are affected help narrow it down.
What happens during an SSL/TLS handshake?
Before a browser or other client can exchange application data securely with a server, the two endpoints negotiate connection parameters, including a TLS version and cryptographic algorithms. The client also checks the server certificate according to its configuration. If that negotiation or required validation cannot be completed—or the connection closes before it finishes—the secure connection is not established. curl’s TLS certificate documentation and the TLS 1.3 specification, RFC 8446, describe these parts of the process.
“SSL” remains common in browser messages and everyday searches, but TLS is the protocol used for current secure connections. The phrase “SSL handshake error” does not reveal whether the problem is on your device, the website, or an intermediary such as a proxy or firewall.
What does the handshake error itself tell you?
In RFC 8446, the TLS alert handshake_failure means the sender could not negotiate acceptable security parameters from the available options. Other alerts can identify a more specific issue, such as an expired or unsupported certificate, an unknown certificate authority, or an unsupported protocol version. A fatal alert ends the connection; the RFC says, “Upon transmission or receipt of a fatal alert message, both parties MUST immediately close the connection.” RFC 8446

A browser may show only a generic message, or the connection may end before the other party sends a useful alert. Treat the error as evidence that setup failed, not proof of a particular cause.
Common causes of an SSL/TLS handshake failure
Certificate is not active or does not cover the hostname
A newly added domain may fail if its certificate has not yet been issued or deployed. A certificate can also be valid for one hostname but not the exact address opened, such as a particular subdomain. Check the certificate’s status and hostname coverage. Cloudflare notes that Universal SSL coverage has a subdomain-depth limitation, so confirm the actual certificate and product configuration for the hostname in question: Cloudflare Universal SSL limitations.

Certificate trust or chain problem
The client may not trust the certificate issuer, or the server may fail to send an intermediate certificate needed to build a trusted chain. Site operators should inspect the chain served by the server; users may need to consider whether their device’s trust store is current. RFC 8446 describes certificate-related alerts, and curl’s certificate documentation explains certificate verification.
No compatible TLS version or cipher suite
The client and server need an acceptable set of security parameters in common. A mismatch in supported TLS versions or cipher suites can prevent agreement. curl advises using TLS 1.2 or later and avoiding older SSL/TLS versions; do not enable obsolete protocols as a casual workaround. Check the versions and cipher settings supported by both endpoints before changing them. curl’s TLS cipher documentation

Client certificate or service access policy
Some services require a client certificate or enforce another authentication policy during connection setup. If the error occurs only when accessing a particular service, check its authentication requirements and the corresponding client and server logs. RFC 8446
Firewall, proxy, or other network interruption
A firewall, proxy, or other network-path component can interrupt or alter a connection, or it may close before the handshake completes. Compare results from another network and inspect relevant logs before changing TLS settings. How to narrow down the cause
- Record the details. Note the exact error text, browser or client, destination hostname, and time. Error wording can differ between browsers and may point to different stages of the failure. Cloudflare lists browser error examples.
- Check how widespread it is. Where appropriate, try another site, device, or network. If a single site fails for many users, investigate its certificate and server configuration. If only one device or network is affected, focus first on that client or connection path. This comparison helps distinguish among the documented certificate, configuration, and network causes.
- If you manage the site, verify the certificate. Confirm that it is active, covers the exact hostname, and is served with a complete certificate chain.
- Check TLS compatibility. Compare client and server protocol versions and cipher settings against supported secure configurations. Identify a specific compatibility problem before changing settings; avoid weakening security simply to make an error disappear.
- Use diagnostic tools when needed.
curland OpenSSL’ss_clientcan expose connection and certificate-verification details. Interpret their output alongside the exact destination and server logs: a command-line failure is useful evidence, but does not necessarily identify the root cause by itself. See curl’s certificate documentation and OpenSSL’ss_clientmanual. Options and output can vary by software version and TLS backend. - Check managed services. If the site uses a CDN or managed host, review certificate status and TLS configuration there. If the cause remains unclear, provide support with the exact error and relevant diagnostic output; Cloudflare also recommends supplying packet captures when the cause has not been identified. What common browser messages mean—and do not mean
Cloudflare documents examples including Chrome’s “ERR_SSL_PROTOCOL_ERROR,” Firefox’s “Secure Connection Failed” and “PR_END_OF_FILE_ERROR,” and Safari’s message that it “couldn’t establish a secure connection to the server.” These messages all indicate that a secure connection was not established, but they do not establish the same cause. For “How do I fix ERR_SSL_PROTOCOL_ERROR?”, start with the scope checks and certificate, compatibility, and network branches above rather than assuming the browser message names the cause.
