To check whether DevTools itself works when your computer has no internet, disconnect or block the computer’s network and test it separately: the browser’s Offline setting simulates page connectivity, but does not establish system-wide network isolation.
Choose the offline check that matches your question

Simulate an offline page in Chrome
- Open the page and DevTools before reloading. Chrome’s Network panel records activity while DevTools is open, so opening it first helps capture the test. Request totals include only requests logged since DevTools was opened. See Chrome’s Network panel guide, last updated July 26, 2024.
- Select Network. Open the network throttling menu and choose Offline. Chrome describes this as simulating a completely offline network experience; a warning icon appears next to Network when the setting is active. See Chrome’s Network features reference.
- Reload the page or use it as a visitor would. Note which content remains available, which requests fail, and whether resources appear to be served locally. Select a request to inspect details such as its headers, payload, response, initiator, and timing where available. Request detail varies by request.
- Restore the network setting. Turn off Offline after testing so later browsing is not accidentally left in the simulated state.
Offline is not the same as Disable cache
In Chrome’s Network panel, Disable cache turns off browser caching to model a first-time visit. It does not simulate a lost connection; choose Offline for that test. The controls answer different questions, as described in Chrome’s Network features reference.
Exporting a HAR file
If you export a HAR file to share or troubleshoot the captured requests, check whether it contains sensitive information. Chrome’s documentation says its sanitized export excludes sensitive headers by default and provides an option to include sensitive data. See Chrome’s Network features reference.
Check whether DevTools itself works without internet
Chrome’s Offline control tests page behavior under simulated disconnection. It is not documented as a way to isolate all browser traffic or all operating-system network activity. For the stronger, practical meaning of “works fully offline,” disconnect the computer from the network or block its network access separately, then open DevTools and exercise local functions such as Elements, Sources, and Console. This is an operational check, not a vendor guarantee that every extension, background service, or network path has been isolated.

Use Firefox for request inspection or local secure-origin testing
Inspect page requests in Network Monitor
Firefox’s Network Monitor records HTTP requests and their details while the Toolbox is open, even if another Toolbox panel is selected. Open the Toolbox before exercising the page, then review the Network Monitor activity. This documents request capture; it is not, by itself, proof that DevTools or the computer is completely offline. Test local files with Local Mode
Firefox Local Mode maps a local folder to a custom HTTPS origin, allowing local-file testing without starting a separate HTTP server. Mozilla’s documentation identifies the feature as shipped in Firefox 153 and says its mappings work only while DevTools are open. Use it when a local page needs secure-origin behavior; do not treat the mapping as evidence that all browser features or machine network traffic have been tested.
