Device Admin Apps vs. Device Owner Apps: What’s the Difference?

Device admin is a user-enabled Android role; device owner is a DPC mode provisioned for whole-device management. Profile owner manages a work profile.

They are different Android management models, not two names for the same permission. A device-admin app asks the user to enable a limited set of policies. A device owner is a device policy controller (DPC) assigned during managed-device provisioning, with broader authority over a fully managed device. For work-only management on a personal phone, the relevant mode is usually profile owner.

Device admin vs. device owner at a glance

How is it activated? The app is installed, then the user is prompted to enable its administrator role. Its policies are inactive unless enabled. A DPC is assigned device-owner status during managed-device provisioning, a process limited to an unprovisioned device.
What can it manage? Policies declared by its device-admin receiver, subject to Android-version limitations. Device-wide policy on a fully managed device; Android describes this as the most powerful DPC mode.
Can the user change the role? The user enables it and must unregister the administrator before uninstalling the app. Android’s API reference says a device owner cannot be modified by the user.
Typical setting Some legacy security, email, or remote-wipe use cases. Organization-owned devices managed as fully managed, dedicated, or shared devices.

Android’s device administration overview explains the user-enabled API model. Device-owner mode is part of Android’s device-management guidance; its authority depends on the Android release, APIs, and configuration in use.

What a device-admin app does

A device-admin app declares the policies it requests in a device-admin receiver configuration. Android shows those declared policies when the user is asked to activate the administrator. If the user declines, the app remains installed but does not enforce those policies. Examples in Android documentation include email clients, security apps that can remotely wipe a device, and device-management services.

This is a narrower, user-enabled model. It is not equivalent to enrolling a device in an organization’s full-management setup, and available policies can differ by Android version. See the Android device administration overview for the API’s model and examples.

What device-owner mode means

A device owner is a DPC role established as part of managed-device provisioning. Android’s managed-device provisioning reference describes a device owner as having full control over the device and says the user cannot modify that role. In practice, “full control” describes the mode’s administrative scope, not a promise that every policy behaves identically on every Android release or manufacturer build.

This mode is intended for whole-device management, such as an organization-owned device configured for a dedicated task or shared use. It is distinct from simply granting an installed app administrator privileges in Settings.

Where profile owner and work profiles fit

Profile-owner mode manages a user or work profile rather than the entire personal side of a device. A work profile keeps work apps and data separate from personal apps and data, while the personal profile remains under the user’s control. Android says a DPC can run in profile-owner mode on personal devices or device-owner mode on fully managed devices. The modes do not have identical capabilities; the device-control guidance distinguishes features by management mode.

For a personal phone where an employer needs to manage work apps and information without managing the whole device, work-profile management is generally the closer fit. For a device the organization manages end to end, device-owner mode is the relevant model. Android’s work profiles guide explains the separation between work and personal data.

Why older device-admin advice may no longer apply

Android 9 deprecated several device-admin policies for DPCs, including disabling the camera, disabling keyguard features, password expiration, and password limits. Those policies continued to function in Android 9, but Android’s enterprise release notes say that from Android 10, calls to the listed deprecated policies by a device admin throw SecurityException. The change did not remove the entire device-admin API: the same guidance said policies such as wipe data, force lock, and reset password remained available at that time. Which model should you use?

  • For an app that needs a limited, user-approved administrator capability: device admin may match the use case, but verify that the required policy is supported on the target Android versions.
  • For whole-device organizational management: use a DPC in device-owner mode, provisioned as a managed device.
  • For work management on a personal device: use a work profile with the DPC as profile owner when that scope meets the organization’s needs.

Developers implementing enrollment should account for Android’s current provisioning flow: ACTION_PROVISION_MANAGED_DEVICE was deprecated at API level 31. DPCs targeting Android 12 and later need to implement ACTION_GET_PROVISIONING_MODE and ACTION_ADMIN_POLICY_COMPLIANCE; the older action remains relevant for pre-Android 12 support.
