Reduce privacy risks by collecting less video, limiting who can view it, securing accounts and storage, and using AI analytics only when they serve a specific, necessary purpose. For organisations, that also means documenting the lawful basis, assessing high-risk processing, informing affected people, and reviewing the system over time. The right legal requirements depend on where the cameras operate: the ICO guidance below concerns the UK, while the FTC recommendations are US consumer guidance.
What AI changes about camera privacy
A conventional camera records images; AI-enabled systems can also analyse them to recognise or re-identify people, infer information about their activities, and track patterns of behaviour. When connected to databases or used at scale, tools such as facial recognition and automatic number plate recognition can make surveillance more intrusive, particularly when people do not know their data is being processed. The National Institute of Standards and Technology (NIST) warns that AI can create new re-identification risks: predictive systems may reveal more about a person than the original recording did and amplify behavioural tracking. NIST Privacy Framework
Biometric analysis, including facial recognition, adds concerns about sensitive inferences, database exposure, errors, bias, and discrimination. For example, identifying someone at a healthcare facility, religious service, or political or union meeting can reveal sensitive information about them. For organisations: justify the system before deployment
Start with the specific security problem the cameras are meant to address. Surveillance should support a defined purpose, not become a default solution. Consider whether less intrusive measures could meet the same need, then assess each proposed feature—such as AI analytics, live viewing, cloud storage, and footage sharing—against that purpose. For systems covered by UK data-protection law, identify and document a lawful basis. The ICO says a data protection impact assessment (DPIA) is required for processing likely to result in high risk, and notes that this will apply in most surveillance cases because of the inherent privacy risks. Use the assessment to describe the system’s actual operation, including any AI or machine-learning functions and, where relevant, audio recording, live streaming, or cloud storage. Make sure affected people receive clear information about the surveillance and have an appropriate route to raise concerns or exercise applicable rights.
Minimise what cameras capture and how long they keep it
Set cameras to capture only what the stated purpose requires. Narrow the field of view, use location or privacy masking where available, and set recording schedules that avoid unnecessary collection. Set a purpose-based retention period
Keep footage for the shortest period that meets the purpose, then delete it. Do not choose a longer period simply because the system permits it or the footage might be useful someday. A specific investigation may justify preserving relevant material for longer; routine footage should not be kept indefinitely by default. ICO guidance on video surveillance
Turn audio off unless there is a specific need
Audio can reveal more than video alone. The ICO says operators should not normally record public conversations and should switch audio recording off by default. If audio is genuinely needed, document why and consider less intrusive alternatives. ICO guidance on video surveillance

Secure camera devices, accounts, and footage
Security controls matter whether the system is in a home or an organisation. Restrict viewing to authorised people, protect both live feeds and stored recordings, and review who has access. The ICO also recommends considering encryption where necessary, the security of cloud providers, and international data-transfer implications for organisational systems. - Replace default or reused passwords with a unique, strong password.
- Keep the camera and its app updated.
- Enable two-factor authentication (2FA) when available, and check the camera’s encryption settings.
- If viewing footage in a browser, check that the connection uses HTTPS.
- Limit remote viewing if you do not need it; consider a camera that can disable remote access.
- Give each viewer only the permissions they need, and remove access when it is no longer needed.

For organisational systems
Limit access by role and maintain audit trails so the organisation can review who accessed footage. Plan how to retrieve recordings for applicable data-rights requests and how to redact other people when footage must be disclosed. Govern AI features and biometric analytics
If a system uses face recognition or another biometric method, do not treat its output as automatically accurate or neutral. Assess false matches, accuracy, and possible unequal effects; define how staff should handle uncertain results; and monitor performance in use. The FTC says that failing to assess foreseeable harms, address known risks, consider third-party access, train staff, or monitor biometric systems may be relevant when it assesses potentially unfair practices. Review vendors and their access to footage as part of the threat model, not just the camera’s physical security. A 2023 FTC update described a court order resolving allegations about Ring’s handling of customer video and security. The order required a privacy and security program, safeguards for human video review, and multi-factor authentication for employee and customer accounts. - Can you disable or limit AI analytics?
- Does video processing happen on the device or in the cloud, and what do the provider’s retention and use terms allow?
- Are live and stored recordings encrypted?
- Can you use unique accounts, multi-factor authentication, and role-based viewing permissions?
- Can you disable remote access and audio?
- Can you restrict the field of view, mask private areas, and set recording schedules?
- Can you set a retention period and reliably delete footage?
- Can the system log access, export footage, and redact third parties?
- For AI features, does the provider explain accuracy testing, false-positive handling, and ongoing monitoring?
- Are notices, vendor access, and the organisation’s governance process clear?
