Assume a third-party AI comparison tool may send your prompt to the model provider it uses—and that the provider may handle the data under its own terms. Before submitting sensitive material, remove what the task does not need, check the intermediary’s and provider’s current policies, and confirm that your account settings and contract cover the exact route and feature. For confidential or regulated organizational data, use only an approved service and configuration.
Why a comparison tool creates more than one data-handling point
A comparison interface can act as an intermediary between you and one or more model providers. It may forward your prompt to the provider you select, route it automatically, or use a fallback. The service’s own privacy policy does not answer how every downstream provider handles the prompt.
OpenRouter’s privacy policy, for example, says inputs are transmitted to the model provider selected by the user or through automatic routing, and that provider practices differ; some may retain or use inputs and outputs for training or improvement. OpenRouter says it does not use inputs or outputs for its own model training. It also describes persistent file uploads separately from ordinary inference inputs: uploaded files may remain stored until deleted or the account is closed. A “not used for training” statement addresses only one use. It does not, by itself, establish how long prompts are logged, who can access them, whether subprocessors receive them, how deletion works, or whether uploaded files follow separate rules. Check each of those points for the service and route you will actually use.

What to check before submitting a prompt
- Classify the material. Treat credentials, authentication tokens, health or financial information, customer and employee records, unreleased plans, source code, and legally protected material as sensitive unless your organization’s policy says otherwise.
- Minimize and transform it. Remove names, identifiers, secrets, and surrounding records that are irrelevant to the task. Use placeholders such as
[CUSTOMER]or a made-up example that preserves the structure needed for the question. Check whether remaining details could still identify someone or reveal a secret indirectly. Replacing names alone does not necessarily anonymize personal data: the UK Information Commissioner’s Office says data protection law still applies to pseudonymized personal data. Its current guidance page notes that it is under review following changes made by the UK Data (Use and Access) Act. ICO AI data protection guidance - Trace the route. Find out which service receives the prompt, whether it goes to one model or several, whether routing is automatic, and whether a fallback can change the destination. A model label alone may not tell you which endpoint receives a request.
- Read both policy layers. Review the intermediary’s privacy policy and terms, then the current data practices of each provider that may receive the prompt. Look for training and improvement uses, logging and retention, personnel access, subprocessors, region, deletion, and separate rules for uploaded files, images, audio, or other modalities.
- Verify the actual account settings. Confirm that a privacy control is available on your plan, enabled for the workspace, and applicable to the endpoint and feature in use. Save evidence of the selected settings when appropriate. Do not assume a control covers more than its stated scope.
- Escalate organizational data. For regulated, client-confidential, employee, or trade-secret information, follow your organization’s procurement, privacy, security, and legal review. An individual consumer account should not be assumed to have enterprise terms.
- Choose a fallback. If the tool cannot establish acceptable terms and controls, use a synthetic prompt, an approved provider directly, or a locally hosted model if it fits your organization’s risk and capability.
Minimization is a practical baseline, not a guarantee that a service is safe or that a particular use is lawful. The FTC advises businesses to collect only the information they need and protect and dispose of it securely; the ICO likewise describes data minimization as not using more data than necessary for the purpose. Compare services on concrete privacy dimensions
There is no single privacy score in the cited sources that makes comparison tools directly comparable. Ask the same questions of each service and record what its policy, settings, or contract actually establishes.

The examples show why scope matters. OpenRouter’s policy distinguishes its own handling from downstream providers’ practices. OpenAI’s API documentation says Modified Abuse Monitoring and Zero Data Retention require approval and notes that some endpoints and features can still store application state. What organizations should decide before staff use a tool
Set rules before employees encounter a comparison tool and have a sensitive prompt ready to paste. Document the intended purpose, allowed data classes, service and provider routes, retention and deletion expectations, access, contract terms, and incident handling. NIST SP 800-63-4 includes privacy-assessment requirements for AI and machine learning used in digital identity systems. That scope is specific: the identity guidance should not be treated as a universal legal requirement for every AI use case. NIST Digital Identity Risk Management
In the United States, the FTC has warned that model-as-a-service users may disclose sensitive or confidential material, including internal documents and customer data, and says providers should honor privacy commitments and clearly disclose material data uses. Why model privacy risks are not the same as prompt exposure
The ICO discusses model inversion and membership inference: in some circumstances, model outputs can help infer information about people represented in training data. Such risks depend on the model and data context; they are not proof that a particular comparison service exposes prompts submitted by its users. The ICO’s guidance cites an example in which human reviewers matched reconstructed face images to individuals in training data with 95% accuracy. That result illustrates a possible privacy attack; it is not the probability that a prompt sent through a comparison tool will be exposed. ICO AI data protection guidance
The FTC’s chair, Lina M. Khan, wrote in a January 2024 FTC post: “There is no AI exemption from the laws on the books.” The point is that applicable privacy commitments and laws still matter; it does not establish that every comparison service handles data in the same way.
