MPEG-TS, short for MPEG Transport Stream, is a systems format that packages and signals compressed audio and video streams; it is not a video or audio codec. Defined by ISO/IEC 13818-1, it is designed for multiplexing media in transmission environments where errors may occur and can carry multiple programs with independent time bases.
What MPEG-TS does
Think of MPEG-TS as the outer layer that organizes encoded media for delivery. A video or audio codec compresses the media itself; the transport stream carries those compressed streams together with information used to identify and manage the components.

The MPEG-2 Systems layer supports synchronization, interleaving, decoder-buffer initialization and management, time identification, and multiplexing and signaling of system components. The exact codecs inside a transport stream depend on the application; MPEG-TS does not itself specify that every stream must use a particular video or audio codec. ISO/IEC 13818-1 defines this systems layer, separate from the compression layer. ISO’s current listing identifies the 2025 tenth edition, published in August 2025, as the current published edition.
MPEG-TS and MPEG-PS: what is the difference?
MPEG-PS means MPEG Program Stream. ISO describes both formats as ways to multiplex audio and video, but distinguishes them by program organization and the transmission conditions they suit.

This is a suitability distinction, not a guarantee: the standard’s description does not say that choosing Transport Stream provides error correction or makes every transmission reliable. See the ISO/IEC 13818-1 abstract.
What is an MPEG-TS file?
An MPEG-TS file is a stored instance of the transport-stream format. The file may contain one or more programs and their multiplexed media components. The extension or container label alone does not tell you which codecs the file uses; that depends on the streams carried inside and the profile or application for which it was made.

Where MPEG-TS is used
Web media byte streams
The W3C Media Source Extensions byte-stream registry defines an MPEG-2 TS byte-stream format. In that context, a TS initialization segment consists of one Program Association Table (PAT) and one Program Map Table (PMT). These tables are part of the format’s signaling, helping describe the programs and component streams in the multiplex. W3C’s MPEG-2 TS byte-stream definition applies to this web-media context.
DVB broadcasting
DVB broadcast specifications are another application of MPEG-2 Transport Stream. In ETSI’s DVB specification TS 101 154 V2.2.1, PAT and PMT repetition with a maximum interval of 100 ms is recommended for that broadcast context. This is a DVB-specific recommendation, not a universal timing rule for every transport stream. ETSI TS 101 154 V2.2.1.

- MPEG-TS is a systems and transport format, not a codec.
- Its systems layer organizes, synchronizes, and signals compressed media components.
- It can carry multiple programs with independent time bases; MPEG-PS is described for one program with a common time base.
