OTT streaming is video delivered to your device over the public internet instead of through a traditional cable or satellite TV distribution path. When you press play, an app requests pieces of a video from the service as you watch; the player can switch between available quality versions as your connection or device conditions change.
What “over the top” means
“Over the top” describes the route the video takes to reach you: it travels over the public internet to an app on a connected device rather than arriving through a conventional cable or satellite TV system. The term describes a delivery method, not a particular subscription, kind of program, or device.
OTT can deliver both on-demand programs and live programming. The underlying internet delivery approach can be used for either, although features such as pausing, rewinding, catch-up viewing, and live delay depend on the specific service and its implementation.
How OTT streaming works, step by step
- The provider prepares the video. A service encodes a program into versions that may differ in resolution, bitrate, codec, or other properties. The exact set of versions and encoding choices varies by provider.
- The video is divided into segments. The service makes the program available as short, time-based media segments. A manifest or playlist describes the available segments and versions.
- The app requests what it needs. When you choose a title, the app requests its manifest and then requests media segments over HTTP. It does not normally need to download the entire program before playback starts.
- Delivery infrastructure sends the segments. Services can use content delivery networks (CDNs) and caches to distribute video. Roku’s developer overview provides one example of content delivered from a CDN to a Roku device; providers’ actual delivery arrangements differ.
- The player selects, decodes, and plays the video. The app chooses a compatible version, decodes the incoming media, and continues requesting segments while you watch. Receiving media while consuming it is what distinguishes streaming from downloading a complete file and watching it afterward.
How streaming adjusts to your internet connection
Many streaming systems offer multiple encoded versions of the same program. The player can use observed network throughput and device capabilities to choose among them. If conditions change, it may switch to another available version. That adaptive bitrate behavior can balance picture quality against the risk of playback stalls; it does not guarantee that buffering will never happen.

There is no single broadband-speed minimum or data-per-hour figure that applies to every OTT service. The amount of data used and the connection needed depend on the service, the version being played, its encoding and codec, the device, and the duration of viewing. Check the chosen service’s published requirements if you need a specific estimate.
HLS, MPEG-DASH, and CMAF in plain language
- HLS (HTTP Live Streaming) is a format specified in IETF RFC 8216 for continuous and long-form video over the internet. It describes playlist and media-file formats.
- MPEG-DASH is a suite of standards for multimedia streaming using existing HTTP infrastructure, including servers and CDNs. MPEG describes it as supporting both on-demand and live streaming.
- CMAF (Common Media Application Format) defines segmented media objects. Apple’s documentation describes how compatible HLS and MPEG-DASH presentations can share the same CMAF addressable objects, which can support efficient caching across platforms.
These are delivery technologies, not consumer subscriptions. For most viewers, the service’s app and the playback device handle the protocol details. A provider may use different formats or infrastructure from another provider.

OTT on-demand versus live streaming
On-demand playback starts with a stored program selected by the viewer. Live playback follows an event that is still happening. Both can use internet delivery and segmented media, but the experience is not necessarily identical: available pause, rewind, catch-up, and delay behavior varies by service. There is no universal OTT live-stream delay.
What devices can play OTT video?
OTT playback can work on a supported connected TV, phone, tablet, computer, game console, or external streaming media player. Compatibility depends on both the service and the device.

You do not have to buy a dedicated player if you already have a compatible TV or another supported device. A streaming media player for TV is an optional way to add app access to a television that lacks the service you want. Before buying one, check that the exact model supports the service in your country, connects to your TV, and supports the resolution you need.
