To simulcast an internet radio station on YouTube, send the station’s program audio from an encoder to a broadcast created in YouTube Live Control Room. Verify that the channel can livestream, route clean audio into the encoder, add a visual if you want one, test the actual signal, and check the preview before starting. In India, settle music and other rights for YouTube use before you broadcast: a terrestrial-radio permission should not be assumed to cover an online simulcast.
What you need before you start
This workflow is for an existing internet radio station sending its program output to YouTube, whether you use a static image, simple graphics, or live studio video. YouTube’s encoder workflow sends a produced program to the platform; it is not the same as opening a phone camera to start a livestream. How you get audio from your station’s playout system into the encoder depends on that system and your computer’s audio routing. YouTube does not prescribe one universal signal path.
- A YouTube channel that is eligible to livestream.
- An encoder-capable computer or other encoder, with the station’s program audio available as an input.
- A stable internet connection with sufficient outbound upload capacity for the whole encoded stream.
- Any visual source you want to accompany the audio. A dedicated hardware encoder, mixer, or microphone is not a universal requirement.
- Online-use permissions for the music and any other material in the broadcast, covering the intended uses and territories.
YouTube Help’s current livestream start guide says the channel must be verified, must not have had live-streaming restrictions in the previous 90 days, and the person livestreaming must be at least 16. These are platform eligibility requirements; check the current guidance and your channel’s status before scheduling a broadcast.
Set up the YouTube broadcast and encoder
- Confirm eligibility and prepare the channel. Sign in to the channel that will host the stream. Check its verification and live-streaming status, and make sure the person operating the broadcast meets YouTube’s age requirement. Decide whether the broadcast will be public, unlisted, or private, and whether it should start immediately or be scheduled.
- Create the broadcast in YouTube Live Control Room. Start a new live stream or schedule one, then select the encoder workflow. Keep the Live Control Room open so you can use the stream details and monitor the incoming signal.
- Route the station program into the encoder. Select the audio input carrying the station’s actual program output, not an unused microphone or a silent desktop source. If you want a presenter, studio camera, image, or visualizer, add it as a separate source. YouTube lists microphones, mixers, and hardware encoders as possible equipment for more involved setups, not as mandatory purchases. If the playout system already supplies clean audio to the computer, extra equipment may not be needed. A USB audio interface is a conditional option when you need to connect external studio audio to the streaming computer.
- Enter YouTube’s stream details in the encoder. Copy the stream key and server information shown in Live Control Room into the matching encoder fields. Treat the key like a password: someone who obtains it may be able to send a feed to your broadcast. Do not publish it in a screenshot, public chat, or shared setup document; reset it in YouTube if it is exposed.
- Set the encoder for a stable stream. YouTube’s encoder guidance lists RTMP/RTMPS as ingestion protocols, H.264, HEVC, and AV1 as supported video codecs, and AAC or MP3 audio for RTMP/RTMPS. It recommends CBR encoding, a two-second keyframe interval, and says not to exceed four seconds. Its recommended stereo audio bitrate is 128 kbps. Use settings supported by your encoder and connection; these are YouTube recommendations, not a guarantee that a particular connection or encoder will perform well.
- Choose video settings for the visual, not for the radio audio. If the stream uses a still image or simple graphic, there is little benefit in selecting a high video resolution simply because the station audio is clear. Choose a resolution and video bitrate your visual source and stable upload can support. If you add moving studio video, account for its outgoing bitrate too. The supplied YouTube guidance specifies no single video bitrate suitable for every resolution and scene, so use the current encoder recommendations for the resolution you select rather than guessing from the audio bitrate.
- Send a representative test and inspect the preview. Start the encoder feed and wait for the preview in Live Control Room. Test with the same audio routing, visuals, and movement you expect during the real broadcast. Listen for clipping, silence, hum, or a delayed or duplicated feed, and check the stream-health indicators. Before promoting the stream, confirm that the preview is correct and that the channel’s watch page opens as expected.
- Start the broadcast and monitor it. Use Live Control Room to start the live event when the feed is ready. Keep an operator available to watch stream health and audio quality, especially during the first broadcast and after any encoder, routing, or network change.
Plan upload capacity and reliability
Measure the connection’s outbound upload performance; download speed alone does not tell you whether it can sustain a live feed. YouTube recommends keeping upload capacity at least 20% above the total outgoing stream bitrate. Include audio, video, and any other stream data in that total, and leave room for normal fluctuations rather than targeting a connection’s best-ever speed. A faster-looking speed test does not remove the need for a full-length test using the actual broadcast setup.

For an audio-led stream, the visual can be modest while the audio remains the part listeners care about most. Avoid changing several variables at once when diagnosing a problem: first verify the program feed and input selection, then inspect encoder output and network health. Re-test after each material change.
Clear music and broadcast rights for YouTube
Technical access to Live Control Room does not grant permission to broadcast the station’s content. YouTube’s livestream terms put responsibility on the provider to have the rights necessary for worldwide exploitation of the live content, including music rights from artists, record labels, publishers, and other royalty participants, and to comply with applicable laws and territorial requirements. This is a contractual requirement, not a determination that any particular Indian license is sufficient.

Check the underlying musical and literary works
IPRS describes licenses for public performance and communication to the public by broadcasting or streaming works it controls, and lists internet interactive and non-interactive licensing categories. Its guidance says platforms using music, including online streaming services, need a license in respect of IPRS repertoire and/or must pay the relevant author royalty share. This concerns the repertoire IPRS controls; it does not establish that a station’s particular agreement covers every work, YouTube use, or every territory.
Check the sound recordings separately
PPL India describes a radio broadcast license for its repertoire on terrestrial private or public FM and community radio. Its FAQ says it does not issue sound-recording licenses for digital-platform use and directs users to individual labels for that usage. Do not treat a terrestrial-radio permission as proof that YouTube simulcasting is cleared. Check the contracts and obtain confirmation from the relevant labels or rightsholders for the recordings you play.

Review other rights and territories
The Copyright Office’s published Copyright Act text addresses broadcast reproduction rights and performers’ rights, including rights related to broadcasting and communication to the public. If the station relays another broadcaster’s program, includes a live performance, or uses material beyond its own cleared recordings, establish the permissions that apply to those elements too.
YouTube’s terms refer to worldwide rights and territorial requirements, while a YouTube stream may be available outside India. Review whether each permission covers live streaming, any later availability as an archive or replay, and the countries where viewers may access it. If the station’s agreements do not clearly answer those questions, obtain written clarification from the rightsholders and advice from an India-qualified copyright professional before launch. The relevant answer depends on the station’s catalogue, contracts, uses, and intended territories; general licensing-category descriptions cannot resolve that for a particular station.

Common problems and how to fix them
- Live Control Room does not accept the stream: Recheck that you selected the encoder workflow and copied the current server details and stream key into the correct encoder fields. Make sure the channel meets YouTube’s eligibility requirements. If the key may have been exposed, reset it and update the encoder.
- The preview is black, frozen, or missing a visual: Confirm the encoder is sending a video source if the selected workflow requires one, and check that the intended scene or image is active. For an audio-led stream, a simple, static visual can be easier to verify than a complex scene.
- The stream is silent or carries the wrong audio: Verify which input the encoder is capturing and whether the station playout is reaching that input. Check local monitoring, encoder audio meters, mute states, and whether another application has taken control of the device. Test with actual program audio before going live.
- Audio clips, distorts, or is too quiet: Check levels upstream in the playout system and in the encoder. Reduce excessive input gain rather than trying to fix clipping by changing the YouTube destination settings. Listen to the outgoing preview, not only to local studio monitoring.
- The stream buffers or drops frames: Compare the total outgoing bitrate with stable upload capacity, including YouTube’s recommended 20% headroom. Reduce the video load or other competing network use, check the wired or wireless link, and repeat a representative test. Do not infer upload capacity from download speed.
- YouTube interrupts or restricts the broadcast: Review the channel’s live-stream status and any platform notice. A technically correct encoder setup does not cure a policy or rights issue. Check the relevant content and licensing before restarting.
- A rightsholder claim appears despite a radio license: Do not assume the existing terrestrial license includes digital simulcasting or all territories. Identify the recording and underlying work involved, then check the relevant agreements and contact the rightsholder or licensing body for the scope of the permission.
