Not by simply taking over election offices or changing votes. The Constitution gives states the initial role in setting congressional election procedures and gives Congress—not the President acting alone—the power to change those rules by law. A president can still use political pressure, executive priorities, legislation advocacy and litigation to influence the election environment. Those efforts are not, by themselves, proof that ballots or results have been manipulated.
What Trump meant by “cheat like hell”
The Washington Post reported on September 11, 2026, that Trump used the phrase while leading a pledge-style exchange with supporters at a Republican midterm convention in Dallas. CBS News also reported on the remark. Its political setting matters: rhetoric, even inflammatory rhetoric, does not by itself establish a specific operational plan or show that election administration changed.
Who sets the rules and runs elections?
The Elections Clause of the Constitution says that the “Times, Places and Manner” of congressional elections are prescribed in each state, while Congress may “by Law make or alter such Regulations.” The Library of Congress’s Constitution Annotated explains that states set congressional-election procedures subject to congressional regulation. Congress’s authority can cover the mechanics of elections, including registration, supervision, voter protection, fraud prevention, counting and returns.
In practice, state law primarily determines how elections are conducted, and states may delegate much of the work to local governments. Federal law also binds state and local officials. The U.S. Election Assistance Commission (EAC) describes that federal-state framework in its overview of federal election laws, published December 23, 2025.

That is not the same as saying the federal government has no role. But the constitutional authority to alter congressional election rules described in the Elections Clause belongs to Congress. The sources cited here do not establish an independent presidential power to take over state or local election mechanics. Any claim that an executive action can change those mechanics depends on the action’s specific legal authority; a broad constitutional overview cannot resolve every possible emergency or enforcement dispute.
What a president can do—and what that does not prove
A president can advocate for election legislation, set priorities for federal executive agencies, apply political pressure and bring or defend federal litigation. Federal actions can affect the environment in which elections are administered, and disputes about the extent of federal authority can become consequential. But influence over policy or institutions is different from direct operational control over ballots and counts.

For a particular claim, identify the actor, the action and its legal footing. A proposal, agency inquiry or lawsuit may be significant without changing a state’s procedures. A court ruling may block or permit a particular step without settling every other effort. And none of those stages, on its own, demonstrates that votes were changed or a result was rigged.
What was known about federal efforts as of September 15, 2026
The Associated Press reported on September 15 that the Supreme Court had blocked one Trump administration effort to make a substantial, fast overhaul of mail-voting processes. AP also said other efforts to assert federal control or influence over the midterms remained in varying stages. Its account described federal efforts to obtain voter data and a Department of Homeland Security inquiry regarding noncitizen voters, alongside allegations about the quality and legality of those actions.

That is a dated account of a developing legal and administrative situation, not a complete survey of court dockets or a finding that votes were altered. It supports saying that federal efforts were contested and ongoing as of September 15; it does not establish that the President had acquired unilateral control of election administration, that ballots had been changed, or that a count had been manipulated. The status of each case or action can change, so a claim about its present status needs a later verified ruling or report.

What safeguards election offices use
The EAC’s Election Security page, published July 30, 2026, lists common measures including locks, tamper-evident seals, security cameras, testing before and after elections, audits, and physical and cybersecurity access controls. Its voter information page says voting equipment is tested and certified against accuracy standards, audits compare paper ballots with machine counts, and trained officials take part in multiple parts of the election process.

These are layered checks, not a guarantee that error or attack is impossible. Procedures differ among state and local jurisdictions; no single list describes what every election office does in exactly the same way. A specific claim about a state’s equipment, audit or chain-of-custody procedure should be checked against that state’s election office and current local rules.
For funding context, the EAC says Congress appropriated $45 million for election security in fiscal year 2026 for states and territories to improve election administration and security. The EAC’s grant award requires a 20% match. Those figures describe a funding program, not the likelihood of interference or a measure of its impact.

How to judge claims that a midterm was “rigged”
Separate the claim into its specific parts before accepting or rejecting it:
- Who acted? A state legislature, local election official, Congress, a federal agency, the President or a court may have different powers and responsibilities.
- What kind of action occurred? Rulemaking, administration under existing law, advocacy, pressure, litigation and direct interference are not interchangeable.
- What evidence stage has been reached? A statement or proposal is not an implemented change; an attempted action is not a court finding; a court dispute is not proof of altered votes.
- What was the scope and date? Distinguish a general policy from a documented event in a particular jurisdiction, and describe whether a ruling is temporary, final, appealed or later changed.
No directly comparable statistic in the cited sources establishes the likelihood that a President could alter a midterm result. The evidence supports neither a confident prediction that Trump will rig the 2026 midterms nor the claim that interference is impossible. It supports a more precise conclusion: presidential influence and federal disputes are real, but a claim that votes or results were manipulated requires evidence of that specific outcome.
