Companies may have to hire people back after cutting jobs for AI—but the clearest rehire warning is a Gartner forecast about customer service, not evidence that half of all employers are already reversing layoffs. Gartner predicts that by 2027, half of companies that attribute customer-service headcount reductions to AI will rehire staff for similar functions under different job titles. Broader surveys show a more mixed picture: some AI-related cuts, but also retraining, gradual attrition, redeployment and hiring to help implement AI.
What Gartner’s rehire forecast actually says
Gartner’s February 2026 forecast concerns companies that attribute customer-service headcount reductions to AI. It predicts that by 2027, 50% of that group will rehire staff for similar functions under different job titles. This is a prediction, not a count of companies that have already rehired, and it should not be applied to employers across all industries.
The underlying survey, conducted in October 2025, covered 321 customer service and support leaders. Twenty percent said their organizations had actually reduced agent staffing because of AI. Gartner analyst Kathy Ross said that broader economic conditions influenced many recent workforce reductions, so an employer’s AI attribution does not mean automation was the sole cause.
A separate Gartner release, based on a worldwide survey of 321 customer-service leaders conducted September–October 2025, provides context on other workforce responses. It reported that 31% had implemented or planned AI-related frontline reductions through Q1 2027. That is not the same measure as the 20% who reported completed AI-driven staffing cuts. The survey also found that 63% were reducing frontline headcount gradually through attrition, 85% were adding duties to agent roles, and 75% were moving agents into entirely new roles. These are distinct responses, not interchangeable estimates of layoffs or rehiring. Gartner’s February forecast and April role-redesign findings describe a customer-service workforce in transition, not a universal pattern.

What other evidence says about AI-related job cuts
Surveys from different populations and with different questions point to limited reported layoffs alongside substantial adjustment. Their figures should not be combined into a single rate: some ask employers about AI-attributed cuts, while others ask workers why they were laid off or HR leaders about organizational decisions.

The New York Fed’s August 2026 business-survey analysis also found that about 15% of AI-using service firms had hired fewer people than they would have without AI, while 13% had hired more workers to help use it. Just over a third of AI-using service firms and more than 20% of AI-using manufacturers reported retraining employees. Gallup cautions that workers may not be told when AI contributes to a restructuring or cost-cutting decision, so its 1% figure is not a definitive audit of AI’s influence. Gallup’s Q1 2026 findings also describe an association between AI use and layoff risk, particularly for technology workers; that association does not establish that AI use itself causes or prevents layoffs.

Why cutting roles for AI can create a need for people again
Automation can handle routine work without replacing all the judgment, service and operational knowledge wrapped into a job. Gartner’s forecast reflects the possibility that companies will find limits to AI in customer service as customer expectations and service needs change. Gartner’s Kathy Ross said organizations may need to reinvest in human talent to sustain service quality and growth; analyst Emily Potosky said AI is not mature enough to replace the expertise, empathy and judgment human agents provide in every situation.
- Complex cases still need judgment. An AI system may handle routine requests while unusual, sensitive or ambiguous cases require a person.
- Service quality can expose a gap. If customers cannot get useful help from automated channels, a company may need human agents to maintain the experience it promises.
- Work can shift rather than disappear. Employees may take on AI oversight, verification, escalation handling or new duties as systems are introduced.
- Demand and capability needs can change. Growth, new uses for AI or the need to operate it responsibly may lead to hiring even after some tasks have been automated.
These are plausible operational mechanisms, not measured explanations for every rehire. The available evidence does not establish how often each one leads to rehiring or provide a universal rate for reversed AI-related cuts.

Why productivity claims do not automatically mean jobs disappear
A company may expect AI to improve productivity before it has demonstrated gains at scale. The Federal Reserve Bank of Atlanta’s Working Paper 2026-4, based on a survey of nearly 750 corporate executives, reports positive but varying labor-productivity gains and says perceived gains exceed measured gains. It finds little evidence of near-term aggregate employment declines, while larger firms anticipate AI-driven reductions and smaller firms expect modest employment gains. It also describes a shift away from routine clerical work and toward skilled technical roles. The paper’s authors note that their views are not necessarily those of the Federal Reserve System. In The Conference Board’s March 2026 survey, 60% of organizations were still experimenting with AI, while 11% reported more advanced integration. That distinction matters: announced plans or early pilots are not the same as proven productivity gains that let a company sustainably remove human capacity. EY’s survey likewise found that, among AI-investing organizations that reported productivity gains, other uses of those gains were more common than reducing headcount: 47% reported reinvesting in existing AI capabilities, 42% in new AI capabilities, 41% in cybersecurity, 39% in research and development, and 38% in employee upskilling or reskilling. Those are survey responses, not a census of employers.

Layoffs are only one way companies adjust to AI
Employer responses differ in how quickly they reduce headcount and whether they preserve or build skills needed to use AI. The New York Fed’s August 2026 survey and Gartner’s customer-service findings show that cuts sit alongside several alternatives.

The New York Fed describes retraining in AI literacy and tools, automating routine tasks, prompt engineering, job-specific applications and responsible use—including verification, awareness of bias and data security. That is evidence of investment in changing work, not proof that retraining will prevent every future layoff.

What workers and managers should take from the evidence
For workers
Do not treat an employer’s AI announcement as proof that a specific job is about to disappear, or Gartner’s forecast as a promise that a cut role will return. The survey evidence points to work changing through retraining, new duties, transfers and attrition as well as layoffs. Skills in applying AI to a specific job, checking its output and handling work that requires human judgment may be relevant where employers are redesigning roles, but the surveys do not establish a guarantee of job security.
For managers
A headcount reduction is not the same thing as a productivity gain that holds up in service delivery. The evidence supports weighing the expected labor savings against customer experience, human judgment, institutional capability and the skills needed to use AI responsibly. Gartner’s prediction is a reason to consider whether work has truly been eliminated or merely moved—not proof that keeping every role is always the right decision.
For readers evaluating layoff claims
Check who is making the claim, what group was surveyed, whether the figure is an observed action or a forecast, and what period it covers. Employer attribution, worker-reported cause, planned reductions and completed layoffs are different measures; a percentage from one should not be used as a direct comparison with another.
