The appointment was announced at the 2026 Female Founders Growth Summit at the bank’s Gogarburn offices in Edinburgh on 1 October 2026.
Who is Catriona Penny?
Penny has more than two decades of financial-services experience in Edinburgh and London, including roles at Lloyds Banking Group and Virgin Money. Most recently, she was Virgin Money’s senior director for growth and acquisition finance, working on lending of up to £10 million to high-growth, venture-capital-backed UK businesses. That figure describes her previous role; it is not a Royal Bank of Scotland lending limit or a statement of current terms.
The appointment coverage uses slightly different titles for her new position. Scottish Financial News calls her “Venture Banking Relationship Director at Royal Bank of Scotland,” while the Dundee and Angus Chamber report describes her as the bank’s venture banking director. What will the Scottish venture banking role do?
Penny’s stated focus is to help Scottish businesses that are high-growth, venture-backed, innovation-led or technology-led connect with and attract capital so they can expand and compete internationally. The coverage describes a UK-wide team that brings regional and sector expertise, with support from elsewhere in NatWest Group, including the Royal Bank Accelerator, and partnerships such as Amazon Web Services.

The reports do not specify a loan product, investment commitment, eligibility criteria or an individual client portfolio for Penny. The role is described in terms of specialist coverage and support rather than a published set of finance terms.

Why is the bank expanding coverage in Scotland?
The bank presents the appointment as a way to provide Scottish founders and investors with specialist support, building on its accelerator and university partnerships. Penny identified energy transition, life sciences, advanced manufacturing and digital technologies as areas of opportunity in Scotland.
Penny also said that “only one in five founders in Scotland” are female, and described supporting more women to start and scale businesses as an opportunity for the region. In June 2026, NatWest Group announced that Royal Bank of Scotland was offering lending against intellectual property to Scottish creative businesses and university spinouts. That is separate from Penny’s appointment: the announcement establishes the product’s existence and stated audience, but does not say that it falls within her personal remit.
