Before AI Can Manage a Network, Someone Has to Make the Network Visible

AI can manage a network only as well as it can perceive the network’s condition—and only if its actions are checked. Network visibility means giving management tools a usable view of network state and behavior through telemetry: measurements generated by devices and network processes, exported, collected, and interpreted. That is the instrumentation behind automation, not a promise that an AI model can safely run a network on its own.

What network visibility means

The IETF defines network visibility as the ability of management tools to see a network’s state and behavior. Its RFC 9232, Network Telemetry Framework, treats telemetry as an end-to-end process, not a synonym for packet capture. It covers information about devices and the forwarding, control, and management planes, plus the processes that generate, encode, export, collect, and consume that information.

What is collected depends on the operational question. A team diagnosing latency may need flow behavior and infrastructure measurements; a security team may need signals relevant to suspicious activity; service assurance may need to validate a path across network segments. The framework describes categories and techniques but does not prescribe a specific technology or require every deployment to collect every kind of data.

Visibility can also stop at organizational boundaries. A service may depend on an ISP or public-cloud network that the operator does not administer. Those segments may be less directly observable, making end-to-end path validation, external performance signals, or synthetic tests useful complements to telemetry from managed equipment. The aim is a sufficiently informative operational view, not universal access to every packet or user action.

Why telemetry has to come before AI-driven action

Telemetry is an input to management, not management itself. Measurements can help an application identify a fault, assess service quality, or detect a security concern. But an AI system cannot make a grounded decision from conditions it cannot observe, and a measurement without context can mislead: a metric’s meaning depends on where, when, and how it was collected.

A useful automation loop therefore connects observation to an action and then checks the result. ETSI’s ENI architecture describes gathering data, optionally passing it through an API, normalizing and analyzing it, forming an actionable decision, sending that decision back to the network, and monitoring the outcome. ITU-T Recommendation Y.3177 likewise describes continuous network monitoring that informs AI/ML-based resource adaptation and fault recovery.

These standards documents describe architectures and intended capabilities; they do not establish that every deployed network or AI agent implements such a loop. In practice, if a change is made without reliable feedback, the system may not know whether it improved service, had no effect, or created a new problem. Feedback makes an automated action measurable and gives operators a basis for adjusting policy or intervening.

What operators say they need to see

Dimensional Research’s 2025 survey, as published by Broadcom in its State of Network Operations, 2026 report, asked respondents which visibility or observability capabilities they needed to support AI operations. The results show a range of priorities rather than a single universal checklist.

The report says 98% selected at least one visibility or observability capability. These are respondent selections from Dimensional Research’s 2025 survey, not population-wide estimates or evidence that a particular product performs better. The reviewed report extract does not state the sample size or methodology.

How to judge whether visibility is useful for automation

The right question is not simply how much data a system collects. Operators need to know whether observations cover the parts of the service that matter, arrive at a useful cadence, can be interpreted consistently, and support controlled action.

  • Coverage: Check whether relevant devices and forwarding, control, and management planes are represented, along with applicable on-premises, cloud, and external network segments.
  • Timeliness and detail: Match collection cadence and granularity to the task. Flow behavior, infrastructure metrics, path-level checks, and periodic versus real-time collection answer different questions.
  • Context and interoperability: Data from multiple vendors and domains needs consistent normalization and enough context to be meaningful. ETSI’s ongoing work on multi-domain automation reflects that interoperability remains an important part of the problem.
  • Feedback: Make sure observations can be tied to a proposed or executed action and that the result is monitored against an operational goal.
  • Governance: Define permitted use, access, retention, and audit requirements before enabling automated decisions.

Network telemetry is not the same as AI-agent oversight

Infrastructure telemetry describes network conditions. Agent oversight addresses a different question: what did the AI management agent do, what was it allowed to do, and how can a supervisor stop or correct it? A network can have extensive monitoring while still lacking adequate records or controls for the agent making changes.

A document by Q. Ma, D. Ceccarelli, Q. Wu, and L. M. Contreras, published by the IETF on 19 July 2026, proposes architecture and requirements for observability, control, and intervention for network management agents. It identifies risks including hallucination and unreliable execution, particularly across multi-vendor environments. This remains an Internet-Draft in progress, not an adopted RFC or finished standard.

ETSI’s work also signals that network management is moving toward agent-based management, predictive cross-domain assurance, and digital twins. Its work programme describes goals and studies, including the May 2026 study ZSM Framework from Automation to Autonomy; those goals should not be read as proof that fully autonomous operation is already achieved. Likewise, ETSI ENI’s listing of GS ENI 059 V4.1.1 (September 2026), an AI agent interface and protocol specification for next-generation mobile communications, is evidence of standards activity rather than proof of universal deployment.

Visibility must respect privacy

More collection is not automatically better. RFC 9232 warns that large-scale data collection can threaten privacy and says its framework is not intended for identifiable end-user data or for characterizing individual behavior without consent. Network operations teams should therefore limit collection to a defined purpose, restrict access, set retention rules, and avoid treating user-level surveillance as a prerequisite for network automation.

Visibility is operational instrumentation: enough reliable information to understand network behavior and evaluate decisions. AI adds value only when that information is interpreted in context, actions remain within appropriate controls, and the system can show what happened after a change.
