The key is identifying the license’s origin, installing the same Windows edition, and ensuring the old PC no longer uses a transferred entitlement.
First, identify what kind of Windows license you have
“Digital license” describes how Windows activates; it does not prove that the license is transferable. Check the purchase history and how Windows arrived on the old computer.

Microsoft’s Windows 11 license terms distinguish preinstalled software from standalone software. Standalone software may be transferred to another device you own if it is removed from the previous device and is not used on both devices at once.
Check activation and edition on the old PC
- Open Start > Settings > System > Activation.
- Record whether the installation is Windows 11 Home or Windows 11 Pro.
- Note the activation message: Windows may report that it is activated, activated with a digital license, or activated with a digital license linked to your Microsoft account.
A Home license activates Home, not Pro. The destination edition must match the transferable license; a product key is required to activate Pro on a device running Home. See Microsoft’s activation overview.

Prepare the old PC before moving Windows
- Sign in with an administrator account and add the Microsoft account you intend to use for reactivation.
- Return to Settings > System > Activation and confirm that the digital license is linked to that account.
- Save the Microsoft Store confirmation, retail key, boxed-license card, retailer record or other proof of purchase.
- Back up personal files before wiping, selling or rebuilding the old PC.
- If Windows arrived with the computer, treat it as OEM unless your documentation proves it was a separate retail purchase.
Linking an OEM license to a Microsoft account helps Microsoft locate it after hardware changes; it does not make that license portable.
Install and activate Windows 11 on the new PC
- Install Windows 11 using the same edition as the transferable license.
- When setup requests a key, enter the valid retail key, or choose the option to continue without a key if you will use a linked digital license.
- Connect the new PC to the internet.
- Sign in with the Microsoft account associated with the old digital license, if applicable.
- Open Settings > System > Activation.
- If activation has not completed, select Troubleshoot.
- Choose I changed hardware on this device recently.
- Sign in when prompted, select the old device from the list, check This is the device I’m using right now, and select Activate.
Microsoft documents this process in its hardware-change reactivation guide. The troubleshooter can reactivate an eligible entitlement; it does not override OEM restrictions.
Use the product-key route when appropriate
If you have a standalone retail key, or the account link is unavailable, open Settings > System > Activation > Change product key and enter the 25-character key. A key may still fail if it belongs to another edition, is already in use, is OEM and being used on a different device, or was blocked by Microsoft.
Microsoft lists errors including 0xC004C008, 0xC004C770 and 0x803FA071 for keys already used elsewhere or beyond applicable license limits. Generic installation keys can select an edition but do not provide a transferable license.

What happens to the old PC?
There is not always a single “deactivate” button. For a retail transfer, stop using the transferred license on the old computer and remove Windows or reinstall it under a different valid license before continuing to use that machine. Wipe the old PC before selling or giving it away. Do not advertise the transferred retail license as included with the old computer.
Simply signing out of your Microsoft account or deleting a device entry does not by itself prove that the license has been removed.
If activation fails, diagnose the cause
The edition is wrong
Check whether the new installation is Home or Pro. Error 0xC004F212 commonly indicates an edition mismatch. Install the edition covered by the license.
The wrong Microsoft account was used
Sign out and retry with the exact account linked on the old PC’s Activation page. If the old device is absent from the troubleshooter, the license may never have been linked, the device may have been removed, or the entitlement may not be transferable.

The license is OEM
If Windows came preinstalled or was sold as OEM/System Builder, failure on an unrelated new PC may be the expected licensing result, not a repairable activation error. Microsoft’s OEM transfer guidance ties that license to the original computer.
The old installation is still using the license
Finish the transfer by stopping use of the entitlement on the old PC. A retail license is for one licensed computer at a time.
The server cannot be reached
Error 0x8007267C indicates that the PC is offline or the activation server cannot currently be reached. Check connectivity and retry later. Other activation errors are described in Microsoft’s activation-error guide.

Replacing the motherboard in the same computer
Microsoft treats a motherboard replacement as a significant hardware change. Use the Activation Troubleshooter and the “I changed hardware on this device recently” option. If an OEM manufacturer replaces a defective motherboard, the original OEM activation should normally remain valid; a manufacturer-provided Certificate of Authenticity key may be needed if it does not reactivate.

Moving only an SSD
Physically moving or cloning a drive does not transfer licensing rights. Windows may require reactivation because activation is associated with the destination hardware.
Changing RAM, storage or a graphics card
These upgrades do not usually create the same activation event as a motherboard replacement, although Microsoft’s documented significant-change workflow is primarily aimed at major hardware changes.
The old PC is dead
A retail license may still be transferable, subject to proof and Microsoft’s activation records. An OEM license generally remains with the failed device; replacing the whole computer is not the same as repairing that computer.
Windows 10 was upgraded to Windows 11
The Windows 11 entitlement is digital, but its transfer rights follow the original Windows license. A retail Windows 10 license may be transferable; an OEM Windows 10 license generally is not.

The new PC already includes Windows 11
Leave its existing OEM activation in place unless you specifically need a separate retail Pro entitlement or another edition. Signing into the old account does not automatically replace the new PC’s license.
When buying a new license is actually necessary
Purchase Windows only after confirming that the existing entitlement is OEM, invalid, blocked, for the wrong edition, already in use elsewhere, or impossible to validate. Microsoft’s official Windows 11 Home page showed a $139.00 price at the time this article was prepared; prices and availability can change. On an unactivated PC, Microsoft also provides Settings > System > Activation > Go to Store.
For Pro, use Microsoft’s Windows 11 Pro store page; no current price is stated here. Avoid suspiciously cheap keys, activation bypasses and registry tools.
