iCloud Photos Not Syncing or Downloading on Windows 10? Try These Fixes

Seeing thumbnails in iCloud Photos does not necessarily mean downloading has failed. Current iCloud for Windows commonly shows optimized previews first and downloads the full-resolution file when you open it. If an individual item will not open, new photos never appear, or the status icon remains stuck, work through the checks below before rebuilding the local library.

First determine whether downloading is actually stuck

Open File Explorer and select iCloud Photos in the navigation pane. If it is not listed there, open Pictures, then iCloud Photos. Double-click one thumbnail and watch the status icon beside the filename. Also check the iCloud icon in the Windows notification area; click Show hidden icons if it is not visible.

  • Thumbnail or optimized copy: The item is visible but the full-resolution data is not stored locally yet. Opening it requests the complete download.
  • Genuine stall: Several files fail to open, the status does not change, and the iCloud notification icon shows no progress after a reasonable wait.
  • Still uploading: A photo taken on an iPhone, iPad or Mac cannot appear on the PC until that device has uploaded it to iCloud Photos.
  • Format problem: HEIC photos, HEVC videos or Live Photos may download but fail to open when Windows lacks the required codecs.

Large libraries can populate gradually. Do not treat every preview as a failed download.

1. Verify the Apple Account and Photos setting

  1. Open iCloud for Windows.
  2. Confirm that the displayed Apple Account is the one used by your iPhone, iPad, Mac and iCloud.com.
  3. Make sure Photos or iCloud Photos is enabled, then select Apply if Windows prompts you.
  4. On each Apple device, verify that iCloud Photos is enabled in the device’s current Apple Account iCloud settings.

The PC can download only items already in iCloud Photos. Microsoft notes that photos stored in iCloud but not physically on an iPhone may need to be accessed through iCloud for Windows rather than imported directly from the phone: Microsoft’s import guidance.

2. Read the iCloud download status

In File Explorer, open an affected thumbnail and inspect the icon beside its name. Then check the iCloud icon in the notification area for upload or download activity. If the icon reports an error, leave the PC online and retry after noting the message. Apple documents these status indicators and the current thumbnail/full-download behavior in its iCloud for Windows guide.

3. Update iCloud for Windows

  1. Open the Microsoft Store.
  2. Search for iCloud.
  3. Install an available update. Store wording and buttons vary by Windows build.
  4. Restart Windows, reopen iCloud for Windows and test an individual photo.

4. Check your Windows 10 build

  1. Press Windows key + R.
  2. Type winver and press Enter.
  3. Record the Windows version and OS build shown.

Windows 10 is listed as supported, but Apple says its older-Windows warning scenario requires build 18363 or later for full iCloud Photos capability. Meeting that threshold is a compatibility prerequisite, not a guaranteed repair. See Apple’s Windows requirements and troubleshooting page.

5. Install HEIF and HEVC support for media that will not open

Prioritize this step when JPEG files work but HEIC photos do not, videos fail, Live Photos behave oddly, or downloaded items appear but cannot be opened. Apple recommends installing the HEVC decoder and HEIF plugin from the Microsoft Store for applicable older Windows 10 configurations. If your Windows edition lacks required media features or Windows Media Player, Apple also documents the Media Feature Pack requirement: installation and media requirements.

Codecs affect viewing and handling; they do not fix an incorrect Apple Account, an outage or a corrupted local sync database.

6. Check the connection and Apple’s service status

Confirm that the PC has a stable internet connection, then check Apple’s System Status page for iCloud Photos or account outages. Apple recommends these checks when iCloud for Windows cannot connect to its server: Apple support guidance. If you sign out, first ensure you know the Apple Account password and can receive the two-factor authentication code on a trusted device. Do not repeatedly sign out when you cannot complete verification.

7. Download urgent files from iCloud.com

  1. Open icloud.com/photos in a browser.
  2. Sign in to the same Apple Account.
  3. Select the required photos or videos.
  4. Select the download button and save the files.

This is a practical fallback for selected items, not a repair for the desktop client. Large selections may be packaged or delivered in batches, and browser downloads are less convenient for an entire library. Apple’s documented procedure is at Download and view iCloud Photos on a Windows computer.

8. Rebuild the local iCloud Photos library

Use this official reset when the local library is visibly incomplete or corrupted and the photos are confirmed in iCloud.com or on another Apple device.

  1. Open iCloud for Windows and confirm the correct Apple Account.
  2. Deselect iCloud Photos and, if enabled, Shared Albums.
  3. Select Done, then Apply.
  4. When prompted, choose Delete from PC.
  5. Wait for the local iCloud Photos content to disappear.
  6. Reopen iCloud for Windows and select iCloud Photos and Shared Albums again.
  7. Select Done, then Apply, and allow the library to re-sync.

Safety: Apple’s Delete from PC reset removes the local copies from this computer but leaves the originals in iCloud and on your other Apple devices. It is different from deleting individual files in the synced folder. Verify the cloud copies first, ensure enough disk space for anything you want available offline, and expect thumbnails to return before full files are downloaded on demand. Version-specific and special cases

Current versus older iCloud for Windows behavior

With iCloud for Windows 11.1 and later, optimized versions download automatically after setup and opening an item downloads the full version. In iCloud for Windows 10 and earlier, new photos and videos used an older Downloads location, and the notification-area Download Photos command could download by year. An old tutorial may therefore describe controls that are absent from your current release.

Shared Photo Library

Apple identifies iCloud for Windows 14 or later as providing automatic Shared Photo Library changes. If shared-library updates are missing, check the installed iCloud version before assuming the account is broken.

Live Photos and Windows edits

Older iCloud for Windows 7.x installations could show separate still-image and video files for a Live Photo; newer versions handle them differently. An edit made in Windows does not automatically appear on Apple devices or iCloud.com. To add the edited result to iCloud Photos, upload it as a new file using Apple’s upload instructions.

Do not delete synced files casually

In iCloud for Windows 14.2 or later, moving or deleting a photo through Microsoft Photos can propagate that change to iCloud and other devices. Keep a separate backup and use the official reset dialog rather than manually deleting the iCloud Photos folder.

Which fix fits the symptom?

When to contact Apple

Contact Apple Support if the photos are missing from iCloud.com and every Apple device, authentication repeatedly fails, iCloud cannot install or crashes, or synchronization still fails after updating, addressing codecs and completing the clean re-sync. Also escalate unusual cases involving a managed work PC, restricted network or security software that you cannot change.

Final checklist

  1. Check whether the item is a normal thumbnail or a true failed download.
  2. Inspect the iCloud notification-area status.
  3. Verify the Apple Account and Photos setting on every relevant device.
  4. Update iCloud for Windows.
  5. Check winver and the build-18363 compatibility threshold.
  6. Install HEIF/HEVC support for affected media.
  7. Check your connection and Apple’s System Status.
  8. Use iCloud.com for urgent downloads.
  9. Only then perform the official Delete from PC re-sync.

If an Apple device cannot upload because iCloud storage is full, review storage at Apple’s account and storage management page. Buying additional iCloud+ storage helps only when capacity is the actual cause; it will not by itself repair a Windows download stall.
