On April 15, 2024, the U.S. Commerce Department announced non-binding preliminary terms for up to $6.4 billion in direct funding. After due diligence, the department announced a final award of up to $4.745 billion on December 20, 2024. The award supports a Central Texas program that Samsung expects to invest more than $37 billion in, with all planned facilities currently expected by NIST to be operational by 2030.
The two numbers behind the headline

The April figure came from the Commerce Department’s preliminary announcement (Commerce, April 15, 2024). It was not a completed grant payment. The December figure is the current official award (Commerce, December 20, 2024). Public sources reviewed here do not provide a single explanation for why the preliminary ceiling was higher, so the change should not be described as a cancellation or penalty.
What Samsung’s final award supports
Taylor: two logic fabs and an R&D fab
The final project description covers two leading-edge logic fabs in Taylor, Texas, plus a dedicated research-and-development fab. Samsung plans to develop 2nm process capability there and use the R&D site to investigate process generations several nodes ahead of those currently in production. “2nm” is a process-generation label, not a claim that every feature measures exactly two nanometers.
Austin: expansion and modernization
Samsung will also expand and modernize its existing Austin semiconductor campus. Taylor is the location of the principal new facilities; the project is not one large fab complex entirely in Austin. The award description also includes continued production of fully depleted silicon-on-insulator (FD-SOI) technologies used in applications including aerospace, defense and automotive systems. NIST’s current project pages describe the Taylor and Austin scopes separately (NIST Taylor; NIST Austin).

How large is the private investment?
The April preliminary announcement said Samsung could invest more than $40 billion in Central Texas. The final Commerce announcement refers to more than $37 billion in expected Samsung investment. Those figures describe Samsung’s private capital program, not the federal award; the project is therefore much larger than the $4.745 billion public-funding component.
The program may also qualify for the separate federal Investment Tax Credit, which can cover up to 25% of qualified semiconductor-manufacturing capital expenditures. That tax provision is distinct from the CHIPS Incentives Program’s direct funding and should not be added to the $4.745 billion award.
Project timeline and what each milestone means
- November 2021: Samsung announced the Taylor site with an initial minimum investment of $17 billion (Samsung announcement).
- First half of 2022: The original Taylor announcement targeted groundbreaking in this period.
- April 15, 2024: Commerce announced preliminary terms for up to $6.4 billion.
- December 20, 2024: Commerce announced the final award of up to $4.745 billion after due diligence.
- 2026: Samsung’s latest company update says it aims to establish the Taylor fab and use extreme-ultraviolet (EUV) technology for 2nm production capability in the United States (Samsung, June 10, 2026).
- By the end of 2026: Yonhap reported that Samsung planned to begin construction of a second Taylor fab. That is a reported company plan, not a Commerce guarantee (Yonhap, July 30, 2026).
- 2030: NIST currently lists all facilities as expected to be operational by this year (NIST project page).
“Establish,” “begin construction,” “start production,” “mass production” and “operational” describe different stages. The available updates do not establish that every planned fab was already in commercial production in 2026.

Jobs and Central Texas economic impact
Federal project estimates
NIST’s final project page lists more than 3,500 manufacturing jobs and about 12,000 construction jobs—more than 15,000 jobs in total—and $45 million in CHIPS workforce funding. The April preliminary announcement used a broader estimate of at least 21,500 jobs and referenced up to $40 million for workforce development. These are projections attached to different project stages, not a count of positions already filled.

Samsung-reported activity
Samsung reported that its Austin and Taylor campuses contributed $10.9 billion to the Central Texas economy in 2025 and supported 4,492 direct jobs plus nearly 9,000 indirect jobs. The figures are company-reported and cover the two campuses; they are not the same measure as the federal expansion projections (Samsung economic-impact update).
Samsung separately said 2024 Taylor construction activity injected $8.6 billion into the local economy and supported 8,868 direct and 9,768 indirect construction jobs (Samsung Taylor facility page). Those numbers should be read as the company’s economic-impact reporting, not as an independently verified total for the CHIPS-funded facilities.

Why Washington backed the project
Commerce presented the award as part of the CHIPS and Science Act’s effort to increase U.S. production of leading-edge logic chips, strengthen supply-chain resilience and reduce dependence on overseas manufacturing. The department also cited technology leadership, advanced semiconductor research, workforce development and capacity relevant to national-security and industrial applications.
Those are policy objectives, not guarantees of output, customer demand or profitability. A technically capable fab still has to qualify processes, recruit specialized workers, secure infrastructure and attract enough business to run at efficient utilization.
What “up to $4.745 billion” means
The money comes through the Commerce Department’s CHIPS Incentives Program as direct federal funding, not a conventional commercial loan. “Up to” indicates a maximum available under the agreement rather than an unconditional lump-sum payment delivered immediately. Disbursement is tied to the award’s terms, milestones and compliance requirements.

NIST says CHIPS recipients must follow restrictions and reporting obligations covering stock buybacks, national-security guardrails, limits on sharing certain intellectual property, and financial and programmatic performance. For Samsung, NIST says the company agreed not to conduct stock buybacks for five years, subject to specified exceptions (NIST Samsung Taylor project).

TSMC Arizona received up to $6.6 billion in direct CHIPS funding in November 2024 (Commerce TSMC award). Samsung’s final $4.745 billion is smaller than both TSMC’s final award and Samsung’s own preliminary ceiling. Grant size alone does not determine a project’s significance: private capital, process technology, expected capacity, workforce, construction schedule and whether the facilities serve logic, memory, mature-node or specialty demand all matter.
Samsung’s Texas award is primarily a leading-edge logic and R&D expansion, although Samsung as a company also operates in advanced memory. The award does not establish guaranteed customer volumes, full utilization or a guaranteed role as a U.S. supplier of any particular category of AI chip.

What remains uncertain
- Whether construction and equipment installation will meet the current 2030 all-facilities expectation.
- How quickly planned 2nm processes move from qualification to sustained commercial production.
- Whether Samsung secures enough customers and volume to operate the planned logic capacity efficiently.
- Whether Central Texas can supply the specialized workforce, electricity, water and supporting infrastructure required at the project’s full scale.
- How the projected job totals will translate into permanent employment as construction work winds down.
The official record establishes a final award and a large planned Texas manufacturing and research program. It does not establish that every facility is already operating or that the investment will automatically deliver the policy outcomes Washington seeks.
The Bottom Line
Bottom line: $6.4 billion was Samsung’s April 2024 preliminary CHIPS funding figure. The finalized December 2024 award was up to $4.745 billion for a Central Texas program expected to involve more than $37 billion in Samsung investment, with Taylor fabs, an R&D facility, Austin upgrades and an all-facilities operational target of 2030.
