WA Student Assistance Payment explained: Roger Cook’s 2024 school cash offer, claim routes and current status

Roger Cook’s “download the app to get cash” message referred to the WA Student Assistance Payment, a $103 million Western Australian program announced in 2024—not a new August 2026 payment. Contemporary reports put the rate at $150 for each eligible primary-school child and $250 for each eligible secondary-school child. ServiceWA was promoted, but families could also claim through the Department of Education online or by mail.

The original report was published on April 7, 2024, and applications opened on April 15, 2024. The available reporting does not establish that the original application window remains open in 2026.

What the WA Student Assistance Payment was

The payment was a cost-of-living measure paid per eligible child, rather than one flat amount per household. It was intended to help with school-related costs. The 2024 reporting said families did not have to prove that the money was spent on school expenses, and the payment was not means-tested.

Coverage identified children in kindergarten, primary school, secondary school and home education among the groups the scheme was designed to cover. Precise residency, enrolment and claimant-authority rules should be checked against the Department of Education’s program material rather than inferred from the broad media descriptions.

The headline’s unqualified “$250” wording could therefore mislead families with primary-school children. The later report specifying $150 and $250 is the safer description.

“Cash” meant a deposit into a nominated bank account, not physical notes.

When applications opened

Applications opened on Monday, April 15, 2024, the first day of Term Two. Cook’s April 7 appeal asked parents to prepare ServiceWA in advance. The 2024 report said an app claim could reach a bank account in approximately one week; that was a reported estimate, not a guaranteed processing time.

ServiceWA was not compulsory

ServiceWA was presented as the government’s main digital channel, but it was not the only way to claim. The Department of Education also offered online and postal alternatives through its alternative claim methods page. Check that page for any current replacement, archived-form or unclaimed-payment advice before relying on an old form.

Digital route reported in 2024

  1. Download ServiceWA from the official Apple App Store or Google Play listing.
  2. Create or sign in to the required account.
  3. Link it to the relevant Commonwealth Digital ID/myGovID.
  4. Complete identity verification.
  5. Gather each child’s WA Student Number and school details.
  6. Enter the nominated bank-account information.
  7. Submit the claim after applications opened and keep the confirmation.

The reported information checklist included the child’s name, date of birth, school, year level and WA Student Number. The Student Number was described as an eight-digit number that could appear on school reports, NAPLAN results or some secondary-school SmartRiders. If it was unavailable, contacting the child’s school or the Department was safer than guessing.

Parents setting up myGovID were reported as potentially needing identity documents such as a driver’s licence, Medicare card, passport or birth certificate. Document combinations and verification levels can change, so use the current myGovID instructions for any live service rather than treating the 2024 list as a permanent requirement.

Non-app route

The alternative process avoided ServiceWA and its app-based identity setup. Families could submit a claim online directly through the Department of Education or use a mail-in method, according to contemporary coverage. Paper processing could be slower and depended on obtaining the correct form and mailing it to the specified address.

Why the process drew criticism

To use the promoted digital route, a parent could face a chain of steps involving ServiceWA, a Digital ID, myGovID, identity-document checks, student-number matching and bank-account entry. Opposition politicians described the experience as “clunky” and argued that families were not adequately told about direct online and postal options. Those descriptions are political criticisms, not independent findings.

The identity and student-number checks were intended to connect the claimant, child and payment account. Incorrect bank details could delay a deposit. Parents with limited internet access, identity-document problems or verification failures had a practical reason to use the Department’s alternative route instead.

What the reported numbers mean

On April 7, the report said nearly 50,000 families had downloaded ServiceWA in preparation. A later April 15 report said about 3,000 of an estimated 300,000 eligible households had applied before 7am. These figures measure different stages—app preparation versus submitted applications—and cannot be compared as a success rate.

Special situations parents should check

  • Several children: the payment was calculated per eligible child, so each child’s details were needed.
  • Home education: the category was included in broad eligibility reporting, but documentation and rate should be confirmed with the Department.
  • Separated parents or carers: confirm who was authorised to claim and how duplicate claims were prevented under the official rules.
  • No WA Student Number: ask the school or Department rather than entering an unverified number.
  • No myGovID: the alternative online or postal route meant app registration was not the only option.
  • Privacy questions: review the current service’s privacy information before submitting identity and student details.
  • Late claims: the available reports here do not establish the original closing date or whether late applications were accepted.

Can parents still claim it in 2026?

Historic program: the Roger Cook announcement concerned applications opening on April 15, 2024. The available reporting does not show that the original payment is still open in August 2026.

Do not treat an old article or an app advertisement as proof that a claim window exists. Check the current Western Australian Government or Department of Education assistance pages, and contact the child’s school or the Department if you believe a 2024 payment was approved but never received. Confirm any new scheme’s amount, eligibility and closing date before sharing or applying.
