actionqueue.dll Missing: Trace Windows Before Replacing the File

actionqueue.dll is a genuine Microsoft Windows component, and its absence usually points to a damaged, incomplete, quarantined, or mismatched Windows file rather than a missing game runtime. The safest fix for an actionqueue.dll error is to repair Windows with DISM and SFC, then repair the affected application if the problem is limited to one program.

What this file actually does

The internal description for actionqueue.dll is Unattend Action Queue Generator / Executor. It belongs to Microsoft Windows and is associated with unattended Windows setup and deployment tasks.

An unattended installation uses an answer file, commonly called unattend.xml, to automate Windows Setup and deployment decisions. The action queue component helps process actions generated during that type of setup. That does not mean the file is a general-purpose runtime that every game or desktop application should install separately.

Microsoft’s documentation explains how answer files control Windows Setup and deployment. The Windows event-provider information also associates the Microsoft-Windows-ActionQueue provider with the system copy of actionqueue.dll.

On a normal installation, the expected locations are:

  • 64-bit Windows component: %SystemRoot%System32ActionQueue.dll
  • 32-bit Windows component on 64-bit Windows: %SystemRoot%SysWOW64ActionQueue.dll

System32 is the expected directory for 64-bit system DLLs on 64-bit Windows. Despite its name, SysWOW64 contains 32-bit system files used by 32-bit applications. This is part of Windows’ WOW64 compatibility system, not an indication that the folder is unsafe or incorrectly named. Microsoft describes these rules in its documentation for the Windows file system redirector.

Public file records identify Microsoft as the publisher and list exports including GenerateActionQueue and ProcessActionQueue. They do not list the DllRegisterServer entry point used by self-registering COM DLLs. That distinction matters because registering this file manually is not a normal repair.

Causes of actionqueue.dll errors

The wording of the error gives useful clues, but it does not prove that the file itself is the only damaged item. A missing dependency, wrong architecture, corrupted Windows image, or broken application installation can produce similar symptoms.

An error that began after Windows Update, a feature upgrade, a failed installation, cleanup software, or antivirus activity is especially consistent with a damaged or removed Windows component. It is not proof of any one cause, so use the checks below before making changes.

Before repairing anything, identify the scope

First determine whether the problem is Windows-wide or limited to one application.

  1. Restart Windows once.
  2. Try opening a built-in program such as Settings, File Explorer, or Windows Security.
  3. Try the affected program again.
  4. Note whether the error appears during normal Windows use, only when launching one application, or only during an unattended deployment.

If several Windows components fail, begin with the Windows repair sequence. If Windows works normally and a single application shows the message, check that application before replacing any system file.

Check the expected file locations

Open File Explorer and enter each path in the address bar:

%SystemRoot%System32

On 64-bit Windows, also check:

%SystemRoot%SysWOW64

Look for ActionQueue.dll. Windows normally hides the .dll extension only if file-extension hiding is enabled, so verify the full name in the file’s Properties window.

Do not copy a file between these folders. A 32-bit DLL cannot satisfy a 64-bit process, and a 64-bit DLL cannot satisfy a 32-bit process. Windows servicing must restore the correct file for the installed operating system.

A file with the right name in an application folder is not automatically legitimate. Check its original path, Microsoft signature, file details, and whether the application placed it there intentionally.

Check the digital signature

To inspect a file:

  1. Right-click ActionQueue.dll.
  2. Select Properties.
  3. Open the Digital Signatures tab.
  4. Select the listed signature and choose Details.
  5. Confirm that Windows reports the signature as valid and that the signer is Microsoft.

A listed Microsoft-signed sample exists for this file, but a signature on one sample does not make every file named `ActionQueue.dll safe. An unsigned file, a signature that cannot be validated, or a copy outside the Windows directory deserves further investigation.

Do not rely on the file name alone. If you suspect malware, run Microsoft Defender rather than restoring or approving the file immediately.

Fix 1: Complete Windows Update and restart

A partially installed update can leave protected Windows components inconsistent. Finish pending updates before running repair commands.

Windows 11

  1. Open Start and select Settings.
  2. Select Windows Update.
  3. Choose Check for updates.
  4. Install all available updates.
  5. Restart when Windows requests it.
  6. Return to Settings → Windows Update and check again.
  7. Test the program that reported actionqueue.dll.

Windows 10

  1. Open Start → Settings.
  2. Select Update & Security.
  3. Select Windows Update.
  4. Choose Check for updates.
  5. Install the available updates.
  6. Restart Windows.
  7. Check for updates again and retest the affected program.

If Windows Update itself fails, continue with DISM and SFC. Do not download actionqueue.dll from a search result to get around the update problem.

Fix 2: Repair Windows with DISM, then SFC

This is the primary repair for a missing or damaged Windows copy of actionqueue.dll. Microsoft recommends running DISM before System File Checker because DISM repairs the component store that SFC uses as its source.

Run DISM from an elevated Command Prompt

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Press Enter.
  2. Wait for the operation to finish. Do not close the window because the progress may pause for a while.
  3. Restart Windows if DISM reports that the operation completed successfully.

Then run SFC:

sfc /scannow

Wait until verification reaches 100 percent. Restart the computer even if SFC says it repaired files, then test the original program again.

Microsoft’s System File Checker guidance covers this DISM-before-SFC sequence and the available result messages.

What the SFC result means

  • “Windows Resource Protection did not find any integrity violations.” The protected files checked by SFC were not damaged. The problem may be an application installation, architecture mismatch, dependency, or search-path issue.
  • “Windows Resource Protection found corrupt files and successfully repaired them.” Restart Windows and test again.
  • “Windows Resource Protection found corrupt files but was unable to fix some of them.” Run DISM again, restart, and run SFC again.
  • SFC cannot run or stops with an error. Make sure Command Prompt is elevated, complete pending updates, and retry after DISM.

If DISM says source files could not be found

DISM may need matching Windows installation media when Windows Update cannot provide the repair files.

Microsoft documents this form:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace C:RepairSourceWindows with a repair source that matches the installed Windows edition, language, architecture, and servicing level. The example path is not a universal source and should not be used unchanged unless it exists on your computer.

The important points are:

  1. Use installation media or another source that matches the installed Windows release.
  2. Mount or prepare the media according to Microsoft’s instructions.
  3. Identify the correct Windows source path.
  4. Run DISM with the correct /Source value and /LimitAccess.
  5. Run sfc /scannow after DISM completes.
  6. Restart and test.

Do not substitute a DLL downloaded from an unrelated computer or archive. If you cannot provide a matching repair source, use the supported Windows recovery options, including a repair or reinstall option appropriate for your situation.

If SFC still cannot repair the installation, Microsoft recommends reviewing the CBS log. To extract the SFC entries into a readable desktop file, run:

findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"

Fix 3: Repair or reinstall the affected application

If Windows works normally and only one program reports actionqueue.dll, the program may be damaged or may be using an incorrect DLL search path. There is no evidence that one particular game or application universally requires this Windows component.

Repair a Windows 11 application

  1. Open Start → Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected application.
  5. Select the application’s three-dot menu.
  6. Choose Advanced options.
  7. Select Repair.
  8. Start the application again.

If Repair does not solve the issue, use Reset only if you understand that it may remove the application’s local settings or data.

For a traditional desktop program:

  1. Open Start.
  2. Type Control Panel and open it.
  3. Select Programs → Programs and Features.
  4. Select the affected program.
  5. Choose Repair or Change, if available.
  6. Follow the installer prompts.
  7. Restart Windows and test again.

For a game or launcher, use its built-in Verify, Repair, or Verify integrity function if available. If that fails, uninstall and reinstall the application from its official source. Reinstalling the specific program remains the definitive fix when its own installation is broken.

Do not place ActionQueue.dll in the program’s folder simply because that folder produced the error. That can hide the original problem and may introduce a mismatched or malicious file.

Fix 4: Check antivirus quarantine

Security software may remove a damaged or suspicious file, including a file that originally belonged in a Windows directory. Do not disable security protection merely to install an unknown DLL.

In Windows Security:

  1. Open Start.
  2. Type Windows Security and open it.
  3. Select Virus & threat protection.
  4. Select Protection history.
  5. Review recent detections and quarantined items.
  6. Open a detection to inspect its original path and details.
  7. Restore it only if you have verified that it is the expected Microsoft file, its original path is a Windows system directory, and its signature is valid.
  8. Run a full Microsoft Defender scan afterward.

If the file was quarantined and Windows continues to report corruption, do not simply restore it repeatedly. Run DISM and SFC so Windows can obtain a clean, correctly matched component.

Fix 5: Check architecture and application compatibility

A 32-bit application normally uses 32-bit system components through the WOW64 compatibility layer. A 64-bit application requires 64-bit components. Manually copying a file into the opposite system directory does not convert its architecture.

To check an application’s architecture:

  1. Open Task Manager with Ctrl + Shift + Esc.
  2. Start the affected program until the error appears, if possible.
  3. Look for the process in Processes or Details.
  4. Right-click the column headings and enable Platform where available.
  5. Compare the process architecture with the Windows installation and expected system directory.

If the program is very old, check its official system requirements and compatibility settings. Right-click its shortcut or executable, select Properties, open Compatibility, and use the compatibility troubleshooter only when the program itself has compatibility problems.

Do not assume that an older version of actionqueue.dll will work on every Windows release. Public inventories list versions across multiple Windows generations, but those inventories are not a complete or current Microsoft release catalog. Windows servicing should select the correct build.

Fix 6: Check optional Windows components only when the error points there

actionqueue.dll is not normally repaired by randomly enabling Windows Features. Turning on unrelated features will not replace a damaged system DLL and can add unnecessary components.

If the error appears while using a program that explicitly requires an optional Windows component:

  1. Open Start.
  2. Type Windows Features.
  3. Select Turn Windows features on or off.
  4. Review the feature named by the application’s documentation.
  5. Enable only the required feature.
  6. Select OK.
  7. Restart Windows if prompted.
  8. Test the application.

If you are unsure which feature is required, check the application’s official documentation rather than enabling features by trial and error. For a standard Windows component error, return to DISM and SFC instead.

Fix 7: Update or reinstall drivers only when the symptoms indicate a driver problem

A graphics, storage, chipset, or deployment driver can cause an application to fail for reasons that look like a DLL problem. However, actionqueue.dll is a Windows component, not a driver, so driver replacement is not the first repair.

Use Device Manager only when the affected program also shows display failures, device errors, crashes during hardware access, or a device with a warning icon.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category for the suspected device.
  4. Right-click the device.
  5. Select Properties.
  6. Open the General tab and read Device status.
  7. Open the Driver tab.
  8. Select Update Driver.
  9. Choose Search automatically for drivers.
  10. Restart Windows and test again.

For a clean reinstall:

  1. In Device Manager, right-click the device.
  2. Select Uninstall device.
  3. Review the option to remove the driver package only when you understand the consequence.
  4. Select Uninstall.
  5. Restart Windows.
  6. Install the driver from the hardware manufacturer or Windows Update.

Fix 8: Use System Restore after a recent change

System Restore can help if actionqueue.dll began failing after an update, driver installation, cleanup operation, or incomplete setup.

  1. Press Win + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point created before the error began.
  4. Select Scan for affected programs if available.
  5. Review the programs, drivers, and updates that will be removed.
  6. Select Next → Finish.
  7. Allow Windows to restart.

You can also open Control Panel → Recovery → Open System Restore. System Restore normally does not remove personal files, but it can remove programs, drivers, and updates installed after the selected restore point. Microsoft’s System Restore guidance explains these effects.

If no suitable restore point exists, use Windows recovery or a supported repair installation instead.

Do not register or manually download this DLL

Running this command is not an appropriate repair:

regsvr32 ActionQueue.dll

regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. The documented exports for actionqueue.dll are action-queue functions, not the registration entry point expected by regsvr32. Registration is unrelated to restoring a missing protected Windows file.

Avoid random DLL download websites as well. A manually downloaded copy may have:

  • The wrong 32-bit or 64-bit architecture
  • The wrong Windows build
  • Missing dependencies
  • Incorrect language resources
  • A damaged or tampered signature
  • A file that belongs to malware
  • A location that causes DLL search-order problems

The safe sources are Windows Update, DISM, SFC, matching Microsoft installation media, Windows recovery, and the official installer for the application that is actually failing.

Microsoft documents manual replacement only as an advanced last resort using a known-good copy that matches the exact Windows version and architecture. For most users, component repair or recovery is safer and more reliable.

If the problem occurs during unattended deployment

When the error appears only while creating or deploying Windows images, do not treat it as an ordinary application launch failure.

Check:

  1. The Windows installation media.
  2. The answer file and its syntax.
  3. The Windows image edition and architecture.
  4. The Windows ADK and deployment tooling versions.
  5. Whether the media and answer file are intended for the same Windows release.
  6. Whether the deployment source is complete and readable.

Repairing a running installation may not correct a damaged deployment image. In that situation, rebuild or repair the image and validate the unattended setup configuration.

Is actionqueue.dll legitimate?

Yes. It is a Microsoft Windows component described as Unattend Action Queue Generator / Executor. A file with that name outside the Windows system directories is not automatically legitimate, so verify its path and Microsoft signature.

Is actionqueue.dll malware?

The name itself does not indicate malware. A malicious file can use a legitimate name, however. Check the location, digital signature, and Defender results. Do not restore a quarantined copy without verifying those details.

Should I download actionqueue.dll?

No. There is no need for a standalone download when Windows is the source of the component. Use Windows Update, DISM, SFC, matching installation media, or Windows recovery.

Should I copy the file into System32?

No. Do not copy a downloaded or borrowed DLL into System32 or SysWOW64. The wrong architecture or build can create a second error and conceal the original damage.

Why does the error mention a game or application?

The program may be loading a Windows dependency, using a broken installation, or searching an incorrect path. Repair the application if only it fails, but repair Windows first when several components show errors.

Is actionqueue.dll a Visual C++ runtime?

No verified evidence identifies it as a Visual C++ runtime. It is a Microsoft Windows component associated with unattended setup and deployment processing.

What if SFC repairs the file?

Restart Windows before testing again. If the same message returns, run DISM again, repeat SFC, and investigate the affected application or the Windows servicing history.

What if DISM and SFC do not fix it?

Use a matching repair source for DISM, review the CBS log, check Defender Protection History, and consider System Restore or Windows recovery. If the computer has multiple damaged files or suspicious behavior, use a supported Windows repair or reinstall path rather than replacing individual DLLs.
