The backstop clock is a way to write a policy intervention into a stress-test model as a timed event with four inputs: a trigger, a lag, a coverage amount and an object. Once those inputs are defined, the model can ask whether the policy arrives before forced selling has run its course. The framework comes from Feng Yu’s September 17, 2026 post, “The Twenty-Day Window: Pricing the Policy Residual,” a secondary post marked as AI-assisted and reviewed by its author. Treat the clock as the author’s proposed modeling idea, not an accepted market-risk standard. The post’s account of March 2020, and its claim that policy shut the liquidation window, goes further than the Federal Reserve’s own statements.
The four inputs of the clock
The author represents a backstop as a function of the form f(trigger_t, lag_t, coverage, object). Each input answers a different question about the intervention, and each has to be defined in measurable terms before it can enter a model.
| Input | Question it answers | What must be defined before coding |
|---|---|---|
| Trigger | What market state activates the policy? | A named observable event and a threshold, measured on a stated series and date. |
| Lag | How long from activation to effective intervention? | The start event, the end event, and whether the count uses calendar or trading days. |
| Coverage | How much of the relevant flow does the policy absorb? | A measurable unit (dollars of notional, for example), an upper bound if one exists, and the denominator it is compared against. |
| Object | Which market mechanism is the policy meant to affect? | A single mechanism label, such as price or flow, with the reason the policy is assigned to it. |
The author’s point is that these four inputs describe the policy’s timing and reach separately from the stress scenario. A policy can have a short lag and small coverage, or a long lag and large coverage, and those combinations produce different clocks even when the announcement is the same.
Writing the clock in code
The clock is simplest to code as a record that holds the policy’s parameters, plus a function that compares the policy’s effective date with the end of a modeled cascade. The sketch below is illustrative. It shows the data structure and the comparison, and it does not contain calibrated values.

lag_unit: str # "calendar" or "trading"
lag_days: int # lag from trigger to effective intervention
coverage_unit: str # for example "USD_notional"
coverage_cap: float # stated bound; use float("inf") only if none is justified
object_type: str # "price" or "flow", per the mechanism assigned
def policy_arrives_first(clock: PolicyClock, cascade_end_day: int) -> bool:
# cascade_end_day is counted from the same trigger, in the same lag_unit
return clock.lag_days <= cascade_end_day
Even this small version forces decisions a reader should see. The lag and the cascade end must be counted in the same unit from the same start event. If the cascade end is measured in trading days and the lag in calendar days, the comparison is wrong without any error appearing in the code.
- Set the trigger as an event the data can reproduce, not a description of a bad day.
- Count lag and cascade duration in one declared unit, and convert with an explicit calendar before comparing.
- Store coverage with its unit and cap, so a dollar figure is never compared with a share of volume without conversion.
- Keep the object label as an assumption field, not as a result the code produces.
What the March 2020 record establishes
The Federal Open Market Committee’s statements from March 2020 supply dates and stated policy actions. They are the only parts of the historical sequence that this framework can treat as documented facts.

| Date | Official action (FOMC statement) | Stated coverage | Where it maps in the clock |
|---|---|---|---|
| March 15, 2020 | Target range for the federal funds rate lowered to 0 to 0.25%. | At least $500 billion in Treasury securities and at least $200 billion in agency mortgage-backed securities, “over coming months.” | A fixed, stated coverage figure with an open time horizon. |
| March 23, 2020 | Committee said it would purchase Treasury securities and agency MBS “in the amounts needed” to support smooth market functioning; the directive was effective that day. | Open-ended. No dollar amount is stated in the quoted language. | A coverage input defined by need rather than by a fixed number. |
The domestic policy directive of March 23 reads: “The Committee directs the Desk to increase the System Open Market Account holdings of Treasury securities and agency mortgage-backed securities (MBS) in the amounts needed to support the smooth functioning of markets for Treasury securities and agency MBS.”
The two announcements are eight calendar days apart. The gap between them matters for the clock because the first announcement gave a fixed coverage figure and the second gave an open-ended one. A model that codes both as the same coverage parameter would be discarding that difference.

What the record does not establish
The official statements do not show that a particular policy caused the market bottom, stopped a margin cascade, or closed a twenty-day liquidation window. Those are the author’s hypotheses. They need independent evidence before a model treats them as inputs.
- The claim that the March 23 action halted a liquidation cascade is an interpretation of the author’s, not a finding in the Federal Reserve’s statements.
- “Twenty days” is presented in the post as a window length. Whether it is an empirical calibration, and on what data, is not shown in the material reviewed for this article, so readers should treat it as the author’s figure.
- The post’s detailed price-path assertions and its account of margin and dealer mechanisms should be checked against market data before they are used as parameters.
Keep three kinds of variables separate
Most errors in this kind of model come from mixing three categories that look alike in a spreadsheet: what a policy said, what the market did, and what the model assumes. Each needs its own field, source and uncertainty.

| Category | Example in this framework | Source to cite | Failure if mixed with the others |
|---|---|---|---|
| Policy announcement | Date and stated coverage of an FOMC action. | The FOMC statement or directive. | A stated intention is read as an executed purchase amount. |
| Observed market outcome | Index level or price on a given date. | A named market-data series with its revision policy. | A post-event bottom is treated as proof that the policy caused it. |
| Model assumption | Cascade duration, dealer hedging response, or the value of the object parameter. | The modeler’s stated assumption and its sensitivity range. | An assumed cascade is confirmed by the outcome it was used to explain. |
Defining the window’s endpoints
The window in the title is only as precise as its start and end. A useful implementation fixes both events before looking at outcomes. The start might be the first day a stated threshold is breached on a named series. The end might be the first day that series stays above a second threshold for a stated number of sessions. Both definitions have to be written into the code, because a reader who cannot reproduce the endpoints cannot test the window.

If the model uses the S&P 500 to set triggers or to judge outcomes, the series needs to be described precisely. The Federal Reserve Bank of St. Louis describes its S&P 500 series (SP500, accessed October 7, 2026) as a daily close and attributes the underlying index to S&P Dow Jones Indices LLC. Three limits follow from that description.

- The series is a price index. It excludes dividends, so a backtest using it measures price change, not total return. Any backtest should say which one it uses.
- The series is subject to revision, so the vintage used should be recorded with the results.
- A daily close is a single observation per day. Intraday forced selling that occurred and reversed within a session will not appear in it.
Comparing the price and flow objects
The author distinguishes two object types, which this article calls price and flow. The comparison below uses the axes that follow from the author’s distinctions. The post does not evaluate whether either instrument type works in practice, so the cells describe what must be tested, not what has been shown.
| Axis | Price object | Flow object |
|---|---|---|
| Mechanism the policy is meant to affect | Asset prices and the valuation levels that trigger collateral calls. | Quantities being sold or bought, such as dealer inventories and forced sales. |
| Speed at which an effect could appear | Not established in the source; test as a lag parameter. | Not established in the source; test as a lag parameter. |
| Coverage measure | Notional or market value of positions the policy is meant to support. | Volume of the relevant flow absorbed, in the same unit as the forced-selling estimate. |
| How the model tests a cascade effect | Compare the cascade path with and without the policy’s price effect switched on. | Compare the cumulative forced-selling total with and without the flow absorbed by the policy. |
Sensitivity checks before trusting a result
A clock that produces a clean answer under one set of inputs has not been tested. Run the following before reporting any output as informative.
- Vary the lag across a range, and record the point at which the policy stops arriving before the cascade ends.
- Vary the coverage cap and the denominator separately, so a conclusion does not depend on one unit choice.
- Re-run with the trigger threshold moved on either side of the original value, and check whether the start date changes.
- Run the same model with the object label swapped, and state whether the conclusion changes.
- Repeat the test with price and total-return versions of the index, and with the data vintage recorded.
Report the output as a range under the tested assumptions. Describe it as a model output, not as a realized market result, unless the model has been checked against documented observations of the same period.
Quick Recap
- Stating the trigger, lag, coverage and object as separate, documented inputs.
- Showing the results for each sensitivity run, not only the preferred one.
- Attributing the author’s causal claims to the author in every sentence that repeats them.
