A Google ranking drop does not automatically mean your site has a penalty. A manual action is a site-specific policy enforcement decision shown in Google Search Console’s Manual Actions report. An algorithm update changes Google’s ranking systems more broadly and is not aimed at a particular site. Check the report first; then compare your Search Console data with Google’s update timeline and investigate other possible causes.
Algorithm update or manual action: the key differences
| What to compare | Algorithm update | Manual action |
|---|---|---|
| What it is | A change to Google’s ranking systems. Core updates are broad and are not designed to target specific sites or individual pages. Google Search Central’s core updates guide | A policy enforcement action that Google may issue after detecting practices that violate its Search spam policies through automated systems and, as needed, human review. | Direct evidence | There is no site-specific “update hit” notice that proves an update caused a decline. Compare performance patterns with the public update timeline and rule out other causes. | The direct evidence is an entry in the property’s Manual Actions report in Search Console. |
| Likely scope | Visibility can shift as Google reassesses results across the web; affected pages, queries, or search surfaces may vary. | The report identifies the policy issue and affected scope. Google says spam-policy violations can result in lower rankings or omission from results. Google Search Essentials |
| What timing establishes | A drop during a public update is a reason to investigate, not proof of causation. | The report establishes that Google issued an action; a traffic chart alone does not. |
Google describes core updates as broad changes: “These changes are broad in nature, and don’t target specific sites or individual web pages.” A site can lose visibility when systems reassess the wider results without having violated a policy. Conversely, not seeing a manual action does not establish that an update caused the decline.
How to diagnose a drop in Google traffic
-
Check Search Console’s Manual Actions report
Open the relevant property in Search Console and review the Manual Actions report. If an action appears, read the specific issue and affected scope. Address the documented policy problem, then follow the report’s reconsideration process where applicable. Do not infer a manual action from a traffic decline or an SEO tool’s “penalty” label.
-
Check Google’s ranking update timeline
Review the Search Status Dashboard ranking history for the update’s start and completion dates. The dashboard is Google’s public record for notable ranking updates, and its timestamps are displayed in US/Pacific time. A matching date is a clue, not a diagnosis.

Compare equivalent periods after rollout
For a core update, Google recommends waiting at least one full week after it finishes before analyzing results. Compare the week after completion with a week before rollout began, then identify the pages and queries with the largest changes. Avoid comparing mismatched periods, such as a high-demand week with a quieter seasonal one.
-
Segment the performance data
In Search Console, examine changes by page, query, country, device, search appearance, and search type. Separate Web Search, Images, Video, and News where relevant. A drop limited to one query group, country, device, or search surface is different evidence from a broad decline across the property.
-
Rule out other explanations
Google’s guide to debugging drops in Search traffic recommends checking for data anomalies, crawling or indexing problems, security issues, changing search demand, seasonality, and URL moves or migrations. Use Google Trends to see whether interest in affected topics changed across the web.
-
Choose a proportionate response
Google advises against drastic changes for small position fluctuations. For sustained, large declines, assess the site overall and the affected pages against its people-first content guidance. Avoid quick fixes; deleting content should be a last resort.

What a traffic chart can—and cannot—tell you
Performance data can show when visibility changed and where the change is concentrated, but it cannot identify the cause on its own. Google notes that results change as user expectations evolve and the open web gains new and updated content. Technical availability, demand, security, migrations, and reporting changes can also affect the picture.
Google’s examples of a position change from 2 to 4 and from 4 to 29 illustrate small and large drops; they are not thresholds that prove an update or a manual action. Google does not provide a numerical traffic-loss cutoff that establishes causation.

After improvements, Google says changes may take from a few days to several months to affect results; it does not promise a visible ranking improvement. For automated spam systems, Google says it may take months to learn that a site complies with spam policies. These timelines are not guarantees of recovery.
