No. The Oculus Quest 2—now commonly called Meta Quest 2—is a standalone VR headset, so you can use its apps and games without a computer. A PC is optional if you want to play PC VR games through Meta Quest Link or stream Steam games to the headset.
What you can do without a PC
Quest 2 runs standalone: install and use supported headset apps and games directly on the device. Meta’s Quick start guide describes Meta VR devices as standalone and requiring no PC. You do not need a gaming computer just to set up and use the headset for standalone VR.
When you would connect Quest 2 to a PC
A computer becomes relevant only if you choose a PC VR workflow. In that case, the computer runs the VR software and the headset acts as the display and input device. The connection does not turn a PC into a general requirement for Quest 2.
Meta Quest Link over USB-C
Meta’s Hardware Setup guidance lists Quest 2 for Link and describes a USB-C data-cable connection. Meta recommends a cable that supports 5 GB/s or higher for this setup. That is guidance for optional wired PC VR; it is not a cable requirement for standalone play. Not every USB-C cable necessarily meets the recommendation.

Air Link over Wi-Fi
Air Link is another optional PC VR connection method. Meta lists it as a Wi-Fi option in its device comparison. It still involves a PC; wireless connection removes the cable, not the computer.
Steam Link for streaming Steam games
Steam Link is a separate optional route for streaming Steam games to Quest 2. The Meta Store listing requires a computer running Steam and SteamVR, and lists supported Windows versions, GPU requirements, and a compatible wireless network. Check that listing for its current requirements before relying on Steam Link; it is not needed for standalone Quest apps.

Bottom line on buying a PC or cable
Do not buy a PC solely to use Quest 2 as a standalone headset. Consider a PC only if you specifically want PC VR software or streamed Steam games. Buy a USB-C Link cable only if you choose a wired Link setup; the cable is optional, and Meta’s documented recommendation is 5 GB/s or higher.
