How Claude Code Rate Limits and Token Usage Work

Claude Code limits depend on whether you use a subscription, Anthropic API, or cloud provider. Here’s how to check usage, understand 429s, and manage API spend.

Start by identifying how Claude Code is signed in: a Claude subscription, an Anthropic Console/API key, or a cloud provider such as Amazon Bedrock or Google Cloud. The limit you encounter depends on that route. Subscription usage allowances, API throughput limits, monthly spend caps, and cloud-provider billing are separate controls—not one universal token cap.

Which Claude Code account are you using?

Claude Code can use different billing and access routes. Check your sign-in or configuration before diagnosing a limit, because each route has a different source of truth.

Anthropic describes these setup and provider routes in its Claude Code third-party integrations documentation. A limit shown for one route should not be assumed to apply to another.

How subscription usage limits work

On a Pro, Max, Team, or Enterprise subscription, /usage shows plan usage rather than an API invoice or an API requests-per-minute quota. The allowance depends on the plan or seat tier, model, and actual work, so a fixed number of requests or guaranteed coding hours does not apply to every subscriber.

Anthropic says Team and Enterprise member seat allowances use rolling five-hour and weekly windows. Those allowances are shared with Claude chat and Cowork, rather than reserved for Claude Code alone. The current amount available to a particular account is best checked in Claude Code or the account interface; see Anthropic’s Claude Code cost and usage documentation.

How Anthropic API rate limits work

With Console/API authentication, throughput limits apply at the organization level and vary by model class and usage tier. Anthropic measures Messages API throughput in three dimensions:

  • RPM: requests per minute.
  • ITPM: input tokens per minute.
  • OTPM: output tokens per minute.

The organization’s current tier and settings determine its applicable values. Newer or low-history organizations may have lower limits than standard published tier values, so use the Claude Console’s Rate limits page for account-specific limits instead of relying on a generic number. Anthropic’s API rate-limit documentation explains the dimensions and policy.

Limits replenish over time, not only at a minute boundary

Anthropic describes API limits as token buckets whose capacity is replenished continuously up to a maximum. A nominal 60 RPM limit can therefore behave approximately like one request per second; a burst can be throttled even when the average across a longer interval appears below the limit. A sudden traffic ramp can also trigger an acceleration-limit error.

Standard rate-limit responses use HTTP 429 and include a retry-after value. Response headers also report limit, remaining capacity, and reset information. When handling a 429, honor the retry interval and inspect the headers rather than assuming the problem is a monthly spend cap.

Cached input can affect ITPM

For most Claude models, cached input tokens do not count toward the API’s ITPM limit. Anthropic documents an exception for Claude Haiku 3.5, where cache-read input tokens do count. Because this is model-specific API policy, check the current rate-limit documentation for the model in use before relying on cache behavior to increase throughput.

How to check Claude Code token usage and cost

Run /usage in Claude Code

The command’s display depends on the access route. For API users, the Session section reports session token counts and a local dollar estimate. For subscription users, it shows plan-usage bars and a usage breakdown instead; those are not API billing figures.

Subscription usage summaries are approximate local session-history data. They do not include use from other devices or claude.ai, and when a plan-usage request is rate-limited the command may show a last-known snapshot. API session totals reset after /clear. Use the billing console for the bill

For Anthropic API use, Claude Code calculates its displayed dollar total locally from token counts and list pricing, unless an administrator has configured contract rates through managed settings. Anthropic explicitly treats that number as an estimate, not the billing source of truth. Check the Claude Console Usage page for authoritative API billing; administrators can also set workspace spend limits there.

For Bedrock, Google Cloud, or another cloud-provider route, check that provider’s billing console: the usage is billed to the provider account, not as Anthropic Console API usage.

How to set a Claude Code API budget guardrail

In print mode, claude -p --max-budget-usd <amount> sets a client-side API spend cap based on Claude Code’s cost estimate. It is a useful guardrail, but because the estimate can differ from the final bill, it is not a guarantee of the exact amount charged. For authoritative billing, use the Claude Console Usage page. The option is documented in Anthropic’s CLI reference.

What Anthropic’s published cost estimates do—and do not—mean

Anthropic’s Claude Code cost documentation, checked in 2026, gives enterprise-deployment estimates of around $13 per developer per active day and $150–250 per developer per month; it also says 90% of users in enterprise deployments are below $30 per active day. The page notes that individual costs vary widely. These are broad deployment estimates, not subscription prices or a forecast for a particular developer, and the cited page does not state a separate study methodology.
