Crypto Sanctions Screening: Centralized Exchanges vs. Blockchain Analytics

Exchanges screen customer and transaction information in their own services; blockchain analytics add on-chain address and transaction context. Neither replaces a tailored sanctions program or legal review.

Centralized exchanges screen customer and transaction information within their services; blockchain analytics add a view of on-chain addresses, transaction histories, and related exposures. They are complementary sources of evidence, not substitutes for a risk-based compliance program, legal analysis, or human review.

What does each screening approach show?

The distinction is about the evidence each source can contribute. An exchange can match customer information and activity in its own service context. Analytics can add information about on-chain activity that may be relevant to a customer or transaction. A useful review considers both the match and the context; neither an alert nor the absence of one is a complete legal conclusion.

What do U.S. sanctions rules require?

OFAC obligations are not limited to fiat transactions

The U.S. Treasury’s Office of Foreign Assets Control (OFAC) says relevant sanctions obligations apply whether a transaction uses virtual currency or traditional fiat currency. Its guidance calls for a tailored, risk-based sanctions compliance program and says there is no single solution suitable for every circumstance. The guidance applies to U.S. persons and others subject to OFAC jurisdiction; other countries have their own sanctions laws and requirements.

Screening is an ongoing process

OFAC’s 2021 guidance describes checking customer information at onboarding, screening transactions, accounting for misspellings and name or jurisdiction variations through fuzzy matching where appropriate, and keeping screening current through ongoing and risk-based rescreening. It also discusses historical lookbacks and says virtual-currency companies may consider blockchain analytics as part of their controls.

These steps are not a guarantee that a business has met every obligation. The appropriate scope and operation of controls depend on the business, its customers, services, exposure, and applicable law.

What blockchain analytics add—and what to check

Blockchain analytics can help a compliance team investigate whether a transaction involves an address or identifying information associated with a sanctioned person or jurisdiction. New York State Department of Financial Services (NYDFS) emphasized analytics for customer due diligence, transaction monitoring, and sanctions screening in its April 28, 2022 letter. That letter addresses virtual-currency entities licensed under 23 NYCRR Part 200 or chartered as limited purpose trust companies under New York Banking Law; it should not be read as a rule for every exchange or U.S. business.

Analytics are most useful as an additional source of investigative evidence. Before relying on a tool, a compliance team should understand its supported blockchains and data, how it attributes addresses, what transaction context it provides, how frequently relevant data is updated, and how analysts investigate and document alerts. These are practical evaluation questions, not performance claims about any particular vendor.

OFAC’s own Sanctions List Search has a specific limitation: its ID field does not use fuzzy logic for digital-currency addresses and returns exact address matches. This describes that search field only; it does not establish how every commercial analytics product works.

How should a screening alert be handled?

  1. Identify the evidence source. Record whether the alert came from customer or transaction screening, an on-chain address match, or both. Keep the underlying name, address, transaction, and list information available for review.
  2. Check the match and context. Assess spelling or identifier variations, the transaction history and relevant customer information, and whether the alert relates to a current designation or another applicable sanctions restriction.
  3. Escalate uncertainty. Route unresolved matches and possible sanctions exposure to trained compliance staff and, where needed, qualified legal counsel. A tool score should not stand in for that assessment.
  4. Apply the appropriate disposition. If a person subject to OFAC jurisdiction determines that they hold virtual currency required to be blocked, they must deny access and follow applicable holding and reporting rules. OFAC FAQ 646 states that the report is due within 10 business days and annually thereafter while the asset remains blocked.
  5. Document and improve controls. Preserve the rationale and actions taken, and use findings from alerts and lookbacks to assess whether screening coverage and procedures remain appropriate to the business’s risks.

Why a clean list match is not the end of the inquiry

Not every sanctions question is resolved by checking whether a name or address appears on the Specially Designated Nationals (SDN) List. OFAC FAQ 1250, dated May 1, 2026, says Iranian digital asset exchanges that meet the cited regulatory definition are blocked under the relevant authority whether or not they appear on the SDN List. That is a specific Iran-related example, not a rule to generalize to unrelated sanctions programs.

OFAC FAQ 1021 also states that Russia-related prohibitions can extend to virtual-currency transactions and urges risk-based vigilance against circumvention. The applicable prohibition depends on the relevant sanctions authority and facts; a list check alone may not answer it.

How do UK recommendations fit in?

A 2022 joint statement hosted by the UK Financial Conduct Authority recommends screening customers and transactions against relevant, updated sanctions lists and rescreening effectively. It also says teams using analytics should understand how to apply the tools’ capabilities to higher-risk wallet addresses. This is UK-context guidance, not an extension of OFAC’s jurisdiction or a universal rule for exchanges elsewhere.

What the available official guidance does not prove

  • It does not establish a universal detection rate, false-positive rate, or accuracy ranking for blockchain analytics vendors.
  • It does not show that every analytics tool covers the same chains, data, address attributions, or transaction context.
  • It does not establish that an exchange’s internal screening or an external analytics product alone guarantees compliance.

Those limits matter when comparing systems: assess the tool’s documented capabilities and fit for the business, then treat its findings as evidence within a broader control and review process.
