How Telescope Time-Allocation Committees Evaluate Observing Proposals

Telescope proposal reviewers weigh scientific promise alongside facility fit, technical feasibility, and the case for requested time. The review process varies by observatory, and a high ranking does not guarantee every observation will be scheduled.

Telescope time-allocation committees assess whether a proposal asks an important scientific question, whether the requested facility and instrument can answer it, and whether the observations and time requested are technically feasible and proportionate. A strong scientific ranking is not always a promise that every requested observation will be scheduled: technical review, available time, and operational constraints can affect the final allocation.

What reviewers judge in an observing proposal

There is no single rubric shared by every observatory. Official guidance from the National Radio Astronomy Observatory (NRAO), the European Southern Observatory (ESO), and ALMA nevertheless points to recurring tests: scientific value, suitability of the facility, feasibility, and a credible case for the resources requested.

Scientific merit and potential impact

Reviewers ask whether the investigation could advance knowledge and whether its value justifies using scarce observing time. ESO lists scientific merit and contribution to knowledge first among its criteria; NRAO and ALMA also emphasize scientific value. Merit need not mean a guaranteed result: NRAO guidance says that a well-reasoned unconventional project may be worth supporting for its discovery potential. NRAO’s review-system description, ESO’s review guidelines, and the ALMA Proposers’ Guide describe these criteria.

Some facilities state more specific impact tests. In NASA’s account of JWST Cycle 2, reviewers graded proposals on impact within the subfield, impact beyond it, and suitability for the observatory. That is a Webb-specific rubric, not a universal scoring formula. NASA’s Cycle 2 account quotes STScI’s Christine Chen describing those three criteria.

Why this facility and why new observations

A proposal should connect its scientific question to a measurement, then explain why the requested telescope and instrument can make that measurement. Hubble guidance, for example, says proposals should demonstrate that Hubble is the best instrument for the requested data, considering capabilities such as sensitivity, resolution, instrumentation, and wavelength range. NRAO guidance also encourages reviewers to consider whether relevant data already exist in an archive. The case is strongest when the facility’s capabilities are tied to specific requirements of the science, rather than described as “unique” without explanation. NASA’s Hubble science-operations overview and NRAO’s proposal-review policy explain these considerations.

Technical feasibility and proportionate resource requests

Reviewers and observatory staff consider whether the proposed setup, observing mode, targets, sensitivity, and requested time can realistically deliver the data needed. NRAO generally conducts a staff feasibility review; ESO says the Observatory evaluates technical feasibility; ALMA evaluates feasibility and whether the observations suit the scientific goals. NRAO’s reviewer guide summarizes the balance: “Scientific merit is most important, but a good scientific goal is (of course) not worth much if an observation is technically infeasible!” NRAO’s Proposal Referees’ Guide provides that guidance.

Time is part of the scientific case, not just a technical input. NRAO uses the example that a goal might be a worthwhile use of four hours but less compelling if it requires 80 hours; those figures illustrate the policy’s proportionality question and are not a universal cutoff. ESO’s criteria include sufficient resources and an adequate strategy for complete, timely data analysis. ALMA applies additional tests to Large Programs, including strategic impact, value-added data products, publication planning, team and computing resources, and scheduling feasibility. Those extra expectations are specific to the relevant proposal classes. NRAO, ESO, and the ALMA Proposers’ Guide set out these points.

Previous observations and program-specific criteria

ESO includes the scientific outcome of previous ESO observations among its criteria and gives special consideration to proposals that continue or complete previously accepted programs. That makes a clear account of earlier results and what remains to be done relevant where a proposal builds on prior time. Other program types may have additional requirements: for example, ALMA’s Large Program criteria address team organization, computing resources, and a publication plan. These are not stated as universal tests for every proposal.

How review becomes an allocation

A common pattern is individual assessment followed by some form of combined ranking, recommendation, or allocation decision, but the mechanics depend on the observatory, proposal class, and cycle. The examples below are scoped to the published guidance cited; procedures can change.

NRAO Most proposals receive a staff feasibility review and individual scientific reviews, normally targeting at least four reviewers per proposal and five for Large proposals. Scores are normalized within science panels; panels reach consensus and rank proposals. The Telescope Allocation Committee considers merged rankings alongside technical, scheduling, and programmatic constraints. The Director may adjust recommended priority or time for programmatic reasons. NRAO priority grades indicate likelihood and timing window for scheduling, not that observations are already complete. ESO, Period 118 guidance Panels are grouped by scientific category, and some proposals use distributed peer review. The cited P118 guidance assigns a primary reviewer and up to five secondary reviewers; reviewers pre-grade and comment, followed by discussion for proposals not triaged. About 70% of proposals are assigned to distributed review in P118, a cycle-specific figure. Triaged proposals are generally not considered for scheduling, though reviewers can rescue proposals during discussion. The cited percentage and process describe Period 118, not a permanent ESO rule. Hubble Scientific panels rank proposals and recommend allocations; panel chairs form the Time Allocation Committee (TAC), which recommends the annual observing program. The STScI director makes the final decision. Selected investigators then submit a Phase II proposal with implementation and scheduling details. NASA’s Hubble science-operations overview.
JWST, Cycle 2 example Very small proposals were graded asynchronously by external panelists; larger programs went to discussion panels. Those panels triaged using submitted grades, discussed surviving proposals’ strengths and weaknesses, then regraded and reranked. The TAC’s recommendations were advisory to the STScI director. ALMA, 2025 Proposers’ Guide Regular programs use distributed review. Large Programs are reviewed by the ALMA Proposal Review Committee (APRC), with committee members and external science assessors. The observing queue is based primarily on scientific ranking but also reflects configuration schedules, weather, regional shares, and constraints on Large Programs and very long baseline interferometry (VLBI). Why a high score does not guarantee every requested observation

Scientific ranking, an allocation recommendation, a final decision, and the observing schedule are related but distinct stages. A proposal may rank well while its feasible time, priority, or schedule is affected by technical findings, programmatic decisions, or operating constraints. Hubble’s process includes a director’s final decision and a later Phase II submission; ALMA’s queue also has to account for weather and configuration availability. A favorable panel discussion is therefore evidence of scientific support, not a guarantee that every requested visit, hour, or observing condition will be delivered.

Competition helps explain why ranking matters. NASA’s undated Hubble Science Operations overview says that requests in a typical year amount to five to six times the available annual observing time; that is a general overview figure, not a dated cycle result. For JWST Cycle 2, NASA and STScI reported 1,600 proposals requesting more than 35,000 hours against 5,000 available hours. That is a Cycle 2 statistic, not a rate for other cycles or observatories. How to make the proposal’s case easy to evaluate

The practical goal is to make the chain from question to requested time inspectable. Use the call’s current instructions and anonymization rules; review criteria and process details vary by facility and cycle.

  1. State the scientific question and the result that would answer it. Make clear what new understanding the observations could produce and why that result matters.
  2. Name the measurement required. Explain which signal, wavelength, resolution, sensitivity, cadence, or other data property the question depends on.
  3. Connect that requirement to the requested facility and instrument. Explain why their capabilities fit the measurement, and address whether suitable existing data are available where relevant.
  4. Show that the observing plan can work. Make the setup, targets, observing mode, and time request consistent with the stated goal; account for the time blocks and overheads that make up the request.
  5. Explain what happens after data collection. Present an analysis strategy and, for proposal classes that require it, the team, computing, data-product, or publication resources needed to complete the work.
  6. Address continuation and scheduling context. If the project builds on previous observations, explain their scientific outcome and what the new time adds. Identify constraints relevant to the facility and call without treating a preferred schedule as guaranteed.
