Developer Mode switches the console to Dev Home for app development and testing, where some Store or Xbox Live services may be unavailable. To play normally again, choose Leave developer mode in Dev Home; the console restarts in Retail Mode.
What changes between Developer Mode and Retail Mode?
The two modes provide different console environments. Retail Mode is for retail games and services; Developer Mode is for deploying and testing apps. Microsoft’s Xbox UWP FAQ says Store or Live access may be unavailable in Developer Mode, so a missing service or game may simply mean the console is in the development environment.

How to tell which mode your Xbox is in
- Press the controller’s Home button.
- If it opens Dev Home, the console is in Developer Mode. Microsoft’s FAQ puts it simply: “If this takes you to Dev Home, you’re in Developer Mode.”
- If you see the retail Home experience and Gold/Live content, you are in Retail Mode.
How to return to Retail Mode
In Dev Home, choose Leave developer mode. Microsoft says this restarts the console in Retail Mode. You can then use the retail environment to play games and access retail services.
What happens to games, apps, and saves?
Microsoft says leaving the Developer Program does not remove installed games and apps. Saved games are retained in the cloud profile when you were online while playing. If a game or service seems unavailable, first check which mode is active rather than assuming the installation or save is gone.

Developer Mode is not the same as an Xbox services sandbox
These terms refer to separate settings. Console mode determines whether the Xbox is in the development environment or the retail environment. An Xbox services sandbox instead isolates certain title-service data and configuration while developers test changes.
Microsoft’s GDK sandbox overview, last updated April 22, 2026, says Xbox One and later consoles default to the RETAIL sandbox. In development sandboxes, achievements, leaderboards, stats, and service configuration are isolated; social information such as friends and followers is not. Achievements do not carry between sandboxes, and users in different sandboxes cannot play multiplayer together. Developers can switch back to RETAIL to test the retail environment, update system apps, or play other games. Changing a sandbox is not the same as leaving Developer Mode.

What developers need to know
Deploying from Visual Studio
For Xbox app deployment, Microsoft says the console must be in Developer Mode and a user must be signed in. A wired connection is recommended for best deployment performance, but the FAQ does not state that Ethernet is required. Microsoft also notes, in an Xbox One-specific Visual Studio FAQ answer, “You cannot connect to your Xbox One when it is in Retail Mode.”
Development and publishing limits in Microsoft’s UWP FAQ
Microsoft’s FAQ, last updated January 14, 2026, says x86 app development and x86 Store submissions are no longer supported. It also says UWP-based games are no longer accepted in the Xbox Store and directs game creators to ID@Xbox. This is guidance about the FAQ’s UWP development and publishing context, not a complete account of every Xbox developer program or publishing route.

Scope of Microsoft’s Xbox One activation terms
Microsoft’s Xbox One Developer Mode activation agreement, last updated December 23, 2021, describes activating a retail Xbox One as a test development console, including for demonstrating applications. It also warns that a Devkit may receive updates unavailable to ordinary retail consoles, and that those updates could temporarily diminish or remove functionality. These agreement terms are specifically for Xbox One; they should not be treated as universal activation guidance for Xbox Series X|S.
The same agreement states a limit of three Xbox One consoles at a time for an individual or company. That is a program term in the Xbox One agreement, not a general limit established here for every Xbox model or developer arrangement.
