Airplane mode still exists because U.S. rules distinguish cellular transmission from other uses of a phone. The FAA tells operators to instruct passengers to turn off cellular phones, disable cellular transmission, or use airplane mode while airborne in U.S. airspace. Wi-Fi and Bluetooth may be available separately when the airline permits them, so airplane mode is not a blanket ban on every wireless feature.
What airplane mode is for
Airplane mode is a convenient way to disable a phone’s cellular radio. In the United States, the FAA’s active AC 91.21-1D says operators should tell passengers to turn off cellular phones, disable cellular transmission, or put cellular-capable devices in airplane mode while airborne in U.S. airspace.
The instruction reflects two related concerns: aviation safety rules address potential interference with aircraft navigation or communication systems, and a separate FCC rule restricts cellular telephone operation while airborne. The FAA circular cites 47 CFR § 22.925 for that cellular restriction. Airplane mode gives passengers a straightforward way to comply with the cellular instruction; the rule does not say that every phone interferes with every aircraft.
Why the rules involve both the FAA and FCC
The FAA’s role is aviation safety. Under 14 CFR § 91.21, aircraft operators determine which portable electronic devices may be used on their aircraft, based on whether they can be operated without interfering with safe operation. The FAA’s circular is guidance for operators on applying that framework; it is not a claim that all aircraft or devices have identical radio characteristics.

The FCC rule cited by the FAA addresses airborne cellular-phone operation. It does not name the phone setting “airplane mode” as the sole way to comply. The FAA lists alternatives: turn the phone off, disable cellular transmitting functions, or use airplane mode. That distinction is why “the FAA bans all phones” is misleading: portable devices can be permitted, while cellular transmission remains subject to a separate restriction.
Why airplane mode remained after portable-device rules were relaxed
In 2013, the FAA said airlines could expand portable-electronics use during all phases of flight after assessing their aircraft and implementing procedures. That change eased broad restrictions on activities such as reading or playing games; it did not remove the separate cellular guidance. In its 2013 announcement, FAA Administrator Michael Huerta said devices should remain in airplane mode for cellular use, while passengers could use an airline-provided Wi-Fi network or Bluetooth accessories where offered and permitted.

The same announcement said a committee had found that most commercial airplanes could tolerate radio interference from portable electronic devices. “Most” is important: the finding supported airline-by-airline assessment, not a guarantee about every aircraft, device, or transmission. The FAA also said that in some low-visibility situations—about one percent of flights, according to that 2013 announcement—some landing systems might not have been proven to tolerate interference, so passengers could be asked to turn devices off. That is a historical figure, not a current rate.
Airplane mode does not necessarily turn off Wi-Fi and Bluetooth forever
Airplane mode is not always an all-radios-off setting. Apple’s iPhone travel instructions say that enabling Airplane Mode initially turns off cellular, Wi-Fi, and Bluetooth. Users can then turn Wi-Fi and Bluetooth back on while Airplane Mode remains enabled, if the airline allows it. Other devices may behave differently, so follow the instructions for your phone as well as the crew’s directions.

Onboard Wi-Fi and Bluetooth are distinct from a phone’s cellular connection. An airline may provide Wi-Fi or permit Bluetooth accessories such as headphones, but permission depends on the carrier and its procedures. Do not assume airplane mode guarantees that a phone is transmitting nothing once Wi-Fi or Bluetooth has been re-enabled, or that a particular kind of voice call is allowed.
Is airplane mode still related to the 5G and altimeter issue?
They are separate aviation-radio issues. The 2022–2023 U.S. debate concerned whether certain C-band 5G signals could affect aircraft radio altimeters, which measure height above ground and supply information to other safety systems. The FAA’s 5G and Aviation Safety page, last updated December 17, 2024, says mitigations and equipment retrofits have enabled safe coexistence in the United States until at least January 1, 2028.

That mitigation horizon is not an expiration date for airplane mode. The altimeter issue concerns ground-network signals and aircraft equipment; passenger cellular use is covered by the separate rules described in the FAA’s portable-device guidance.

- Follow the crew’s instruction. Airline procedures can vary by carrier, aircraft, route, and available onboard systems.
- If asked to use airplane mode, enable it or disable cellular transmission as directed. This addresses the cellular function covered by the U.S. guidance.
- Turn Wi-Fi or Bluetooth back on only if the airline permits it. On iPhone, Apple documents that these radios can be re-enabled while Airplane Mode stays on; check your device’s settings and the airline’s rules.
The FAA and FCC sources described here establish the U.S. framework. They do not establish one worldwide rule, and airlines in different countries may have different requirements and onboard systems. For any particular flight, the airline’s instructions and the crew’s directions are the practical guide.
