A task queue should control eligibility, routing, dispatch, resource limits, and failure recovery, not only the order in which work arrived. In practice that means priority classes, rate limits, worker concurrency and prefetch, scheduled start times or deadlines, bounded retries, acknowledgment and redelivery rules, timeouts, and per-class monitoring. Each is a policy with a cost, and none is a portable guarantee across brokers. Examples below draw mainly on Celery and RabbitMQ documentation.
Why FIFO alone breaks down
First-in-first-out answers one question: which waiting message is next? Real systems also need to know whether a task may run yet, which workers may run it, how fast the downstream service can absorb it, what happens if the worker dies, and when to give up. Even FIFO does not mean tasks finish in order. With several workers, prefetched batches, retries and requeues, a task that arrived later can finish first.

Priority: useful, but not an execution-order promise
Celery’s Routing Tasks guide says that with RabbitMQ, “higher priority numbers denote higher priority: a task with priority=9 will generally be delivered ahead of a task with priority=0.” The word is delivered. Broker delivery order is not a guarantee of when workers start or finish tasks, because prefetch, multiple consumers and requeues all reshape what you observe.
Starvation
RabbitMQ’s documentation on priority support states of quorum queues: “Quorum queues implement strict priority with no such interleaving: a sustained stream of higher-priority messages will delay lower-priority ones indefinitely.” Classic and quorum priority queues behave differently, and priority support has resource costs, so check your RabbitMQ version and queue type. If lower classes must make progress, add an explicit mechanism: reserved worker capacity, weighted service, aging, or bounded bursts of high-priority work.

Transport differences
Celery’s RabbitMQ guide treats higher numbers as higher priority. Its Redis transport uses the reverse, with zero highest. Redis emulates priorities with multiple lists and consolidates levels by default, so it is only approximate compared with broker-native priority.
Priorities or separate queues?
- Use priorities when relative urgency varies inside one workload and you understand your broker’s behavior.
- Use separate queues or worker pools when classes need their own capacity, scaling or failure isolation: CPU-heavy against latency-sensitive jobs, for example.
- The two combine. Celery’s FAQ notes that routing high-priority tasks to different workers often works better in real deployments than per-message priority.
Start with a few named classes tied to service objectives, not arbitrary per-message ranks.

Capacity: concurrency, prefetch and fairness
Set concurrency and prefetch from task duration and worker resources. A worker that reserves many long jobs can leave other workers idle or delay short jobs queued behind its reservation. Celery’s task documentation says the prefork pool’s fair scheduling strategy became the default in Celery 4.0. Other pool types may not behave the same way, so check your pool and version rather than assuming.
Rate limits and scheduling
Apply rate limits where a downstream API, database or tenant has a quota; Celery supports them per task. Keep two ideas apart: “do not start before this time” and “start by this deadline.” They need different handling.

- Celery notes that a rate limit can delay a task beyond its ETA.
- Far-future ETA or countdown tasks can sit in worker memory. For large, distant schedules, use a scheduler built for the purpose instead of loading workers with future jobs.
- With the Redis transport, if countdown/ETA work exceeds the visibility timeout, the message can be redelivered before its intended run time. Configure the timeout and scheduling together.
Retries and timeouts
Retry only failures likely to be transient. Cap the number of attempts (Celery’s max_retries defaults to 3 in its task guide), increase the delay between attempts, and add jitter so many failed tasks do not retry in lockstep. Celery documents exponential backoff and jitter options for this. Without them, a retry wave can hit a recovering service and knock it over again.
Give network calls their own explicit timeouts. Celery cautions that hard task time limits kill the worker process running the task, so prefer I/O-level timeouts where you can.

Acknowledgment, crashes and redelivery
Decide when a task counts as taken: before execution (a crash loses the task) or after (a crash causes a rerun). Late acknowledgment and requeue-on-worker-loss improve recovery, but they allow repeated execution. Celery warns that requeue on worker loss can cause message loops. RabbitMQ documents that messages left unacknowledged past the consumer timeout are returned to the queue for redelivery.
The practical consequence: when correctness depends on side effects such as charging a card or sending an email, make handlers idempotent or deduplicate the effect with a key.

Dead-letter and expiry policy
Decide up front what happens when retries run out or work goes stale: discard, dead-letter, or hold for manual review. The Celery and RabbitMQ documents describe expiration, retry and redelivery mechanisms but prescribe no universal policy, so this is a design choice for your workload. A dead-letter destination nobody watches is just slow data loss.
What to measure
Queue depth alone cannot tell you whether the policies work. Track these per priority or workload class:
- Age of the oldest waiting task and wait-time percentiles
- Execution duration
- Retry, failure and redelivery counts
- Completion rate
This is an operational recommendation drawn from the control goals above, not a vendor-published benchmark. No source reviewed offers a reliable industry statistic on these settings, so treat any universal number as suspect and tune against your own service objectives.
Before you copy a configuration
The Celery pages referenced here come from the project’s main documentation, which may reflect a development version (the FAQ identifies itself as 5.7.0a1). Confirm your Celery version, broker transport, RabbitMQ version and queue type, worker pool and acknowledgment settings first.
