No-code platforms aim to let people build applications entirely through visual interfaces and prebuilt components. Low-code platforms are also visual, but they leave room for custom code and sometimes depend on it. Microsoft puts it this way: “The primary difference is that low-code development requires some custom coding, whereas no-code development doesn’t require any coding.” That is a vendor’s formulation (Microsoft Power Apps guidance), but it matches the general consensus. The labels are applied inconsistently across vendors, so judge a platform by the work it lets your team do.

No-code: accessibility at the cost of flexibility
Visual blocks and templates help nontechnical users build simpler applications quickly. The trade-off is that rigid templates can constrain later changes. “No-code” is not a guarantee of fit: test it against the app’s real requirements, not the demo.
Low-code: a visual start with an escape hatch
Microsoft describes low-code as serving professional developers and citizen developers alike, with some technical aptitude or coding help potentially needed for custom work. Forrester’s 2019 commentary explains why the category exists: integration, custom UI and reporting needs often make code necessary even when a project starts on a visual platform. In its words, “The term ‘low-code’ acknowledges this reality, which is why we selected it for this category of development platforms back in 2014” (Forrester, April 5, 2019).

What neither approach removes
- Security and governance. Microsoft notes security can become a concern without comprehensive governance.
- Maintenance. Applications still need ongoing upkeep and an owner after launch.
How to choose
- List the real requirements: custom screens, business logic, reports, and the systems it must connect to.
- Identify the builders and supporters. A team of domain experts with no developer access points toward no-code; developer involvement opens up low-code.
- Test the hardest requirement first. Integrations and reporting are where visual-only tools most often hit limits.
- Assign governance and ownership before launch: approval, security review, and who maintains it.
- Confirm current features and plan limits with the vendor. No neutral, vendor-by-vendor comparison of features, pricing, certifications or integrations is established here, so no platform is ranked.
There is no universal winner. Microsoft frames the choice around requirements, talent, budget, launch timing and organizational capacity.
Mixing both: fusion development
Microsoft Learn describes fusion development as professional developers working alongside citizen or low-code developers, citing Gartner’s definition of “distributed and multidisciplinary digital business teams that blend technology and other types of domain expertise” (Microsoft Learn). It suits cases where domain experts know the workflow and technical staff handle architecture, integrations, security or support. It describes an approach, not a governance model every organization shares.
Market and adoption figures, with context
- Market size: Forrester estimated the combined low-code and digital process automation market at $13.2 billion by the end of 2023 and forecast about $50 billion by 2028, roughly 33% annual growth (Forrester, 2023). The 2028 number is a forecast.
- Developer survey scope: Forrester’s 2024 global study covered more than 2,000 developers in North America, Europe and APAC (report summary).
- Usage: In a 2024 Forrester Consulting study commissioned by Microsoft, 89% of surveyed developers had spent at least some time on a low-code platform in the prior 12 months, and 79% used low-code, no-code or digital process automation solutions (study page). Because Microsoft commissioned it, treat it as context, not independent proof of outcomes.
- Citizen development: A 2025 Microsoft blog cites Forrester Consulting research that 78% of development leaders said their firms empower non-IT employees through a citizen developer strategy or planned to within 12 months (Microsoft Power Platform Blog, April 14, 2025).
None of these figures show that a given company will save money or ship faster.
