No checklist can guarantee a small business will make it through a recession, and the available evidence does not establish that one is underway. You can still improve your readiness: understand when cash will arrive and leave, protect the work that earns revenue, and plan for changes in customer demand before they become urgent.
1. Make cash flow visible before it gets tight
Keep your bookkeeping current, then use it to look forward—not just to explain what happened last month. The U.S. Small Business Administration says a balance sheet helps a business track capital and provide cash-flow projections. Use your own records to map expected receipts against payroll, rent, supplier bills, taxes, debt payments, and other obligations.

Build a practical forecast for the period that fits your business and update it regularly. A weekly view may be useful when cash turns over quickly; a monthly view may suit a slower cycle. Neither horizon is a universal rule. Note which receipts or costs are uncertain, and consider what happens if customers pay later, sales soften, or a major expense arrives sooner than expected.

In the Federal Reserve Banks’ 2025 Report on Employer Firms, based on the 2024 Small Business Credit Survey, 75% of surveyed firms cited rising costs of goods, services, and/or wages as a financial challenge; 56% cited paying operating expenses, and 51% cited uneven cash flows. These are reported challenges among survey respondents, not a recession forecast or a prediction for your business. Read the report.

2. Review costs without cutting the capacity to earn
List costs by purpose, timing, and whether they recur. For each proposed cut or new commitment, weigh its near-term cash effect against its likely effect on sales, service, quality, and the ability to operate. A recurring subscription that is no longer used may be an easier decision than a cost that keeps a key product available or helps customers complete a purchase.
Before making a cut, ask:
- How much cash does this save, and when does the saving begin?
- Is there a one-time cancellation, transition, or replacement cost?
- Could the change reduce revenue, customer retention, or service capacity?
- Can the expense be reduced, delayed, or renegotiated instead of removed?
There is no universal cost category every business should cut first. A decision that makes sense for a firm with seasonal sales or high inventory needs may not work for a service business with different cash timing.

3. Track what customers need and what is changing
Revisit who buys from you, what they value, and what alternatives they can choose. Look for changes in order size, repeat purchases, inquiries, cancellations, payment timing, and requests for lower-cost options. Those signals can help distinguish a temporary fluctuation from a shift in demand, though no single signal proves what will happen next.
The SBA’s market-research guidance suggests examining demand, market size, economic indicators, customer location, market saturation, and prices for alternatives. Apply those questions to your own customers and local market rather than relying on broad headlines. See the SBA’s market research and competitive analysis guidance.

Historical evidence is a useful caution against focusing only on access to credit: a Federal Reserve Bank of New York analysis of small firms’ weak performance during the 2007–09 downturn found weak consumer demand was more pressing than constrained credit supply. That finding describes that recession; it does not establish a rule for future downturns. Read the analysis.
4. Recheck pricing and your position against alternatives
Compare what you offer with the alternatives customers actually consider. Review the value customers receive, competitor prices, supplier costs, and any changes in what buyers are willing to pay. The SBA’s market-research guidance supports researching these factors, but it does not prescribe a price increase, discount, or margin target for every business.

Before changing a price, consider how the decision affects both customer value and cash flow. A discount may bring in orders but reduce the cash available per sale; a price increase may help cover higher costs but change demand. Check the likely effect against your own costs, customer feedback, and competitive position rather than assuming one approach fits every downturn.
5. Get financing-ready before cash is urgent
Include existing debt obligations and possible financing needs in your cash forecast. If a shortfall appears, compare options by timing, total cost, repayment burden, flexibility, and the effect on your tolerance for risk. Borrowing is not automatically suitable: a payment obligation can add pressure if sales or collections weaken.

The Federal Reserve Banks’ 2026 Report on Employer Firms, based on the 2025 Small Business Credit Survey, says revenue and employment growth expectations declined to their lowest levels since the 2020 survey. It also identifies rising costs as the leading financial challenge and reaching customers and growing sales as the top operational challenge among surveyed firms. These are survey findings, not evidence that a recession is underway. The report also found operating expenses were a common financing need in its survey context; that does not mean a loan is the right response for every firm. Read the 2026 report.
6. Plan for interruptions and find advice suited to your business
Identify the disruptions most relevant to your operation, such as a supplier delay, equipment failure, staff absence, loss of access to a work site, or a sudden shift in customer demand. Write down who makes decisions, which tasks must continue, what alternatives are available, and how you will communicate with employees, suppliers, and customers. Revisit the plan and practice the response where practical.
The SBA’s emergency guidance recommends assessing risks, creating a plan tailored to the business, and practicing it. Its guidance is about disasters and emergencies, so treat it as a source of continuity-planning ideas—not as a promise of recession assistance. See the SBA’s emergency preparedness guidance.
