What we can offer is a shortlist of five providers that are credibly positioned for Pennsylvania use, the claims behind each, and a checklist to confirm them before you pay. Provider and streaming claims below were checked on 7 October 2026. This guide reports company statements and third-party coverage. It does not include speed or streaming tests run for this article, so treat every server and platform claim as dated.
Two different needs: a local IP and a private connection
Most Pennsylvania readers want one of two things. The first is a server in or near Pennsylvania, so that sites and services see a local address. The second is a provider that protects traffic on public or home networks and can handle streaming without constant interruptions. A single VPN may cover both, but you should check each need separately, because a provider can advertise a Philadelphia location and still block the streaming service you use, or support streaming well while listing no Pennsylvania server at all.

The five candidates
The five names below come from VPN Alert’s Pennsylvania guide, which lists NordVPN, Private Internet Access (PIA), PrivateVPN, Surfshark, and PureVPN as candidates. VPN Alert describes its writers as having tested 23 providers on local and global servers, speed, privacy, torrenting, and public Wi-Fi protection. That is the source’s own methodology, and we have not independently reproduced it. Proton VPN and Windscribe also appear below because their providers make specific Pennsylvania or US claims.

| Provider | Pennsylvania endpoint evidence | Streaming and privacy claims | What to verify before choosing |
|---|---|---|---|
| NordVPN | Conflicting. VPN Alert’s open comparison says it has no Pennsylvania server, while a search snippet from the same page mentions a Pittsburgh location. | Not verified for Pennsylvania in the sources reviewed. | NordVPN’s current official server list or support answer. |
| Private Internet Access (PIA) | Provider advertises a Philadelphia server and coverage in all 50 states (marketing claim, not independently measured). | Provider describes encryption, leak protection, a kill switch, and automatic Wi-Fi protection. | Current Philadelphia server listing; kill switch and leak settings in the app. |
| PrivateVPN | Named as a candidate by VPN Alert; no Pennsylvania endpoint detail established in the sources reviewed. | Not stated in the sources reviewed. | Server list, streaming notes, and privacy policy from the provider directly. |
| Surfshark | Named as a candidate by VPN Alert; no Pennsylvania endpoint detail established in the sources reviewed. | Not stated in the sources reviewed. | Server list, streaming notes, and privacy policy from the provider directly. |
| PureVPN | Named as a candidate by VPN Alert; no Pennsylvania endpoint detail established in the sources reviewed. | Not stated in the sources reviewed. | Server list, streaming notes, and privacy policy from the provider directly. |
| Proton VPN | Provider’s US page advertises more than 400 US servers; no Pennsylvania-specific count stated. | Provider says it supports Netflix, Prime Video, and Disney+. NetShield is paid-plan only. Open-source apps, published audits, kill switch, and DNS/IPv6 leak protection are listed. | Whether a Pennsylvania-region server exists; plan features and device limits. |
| Windscribe | Provider advertises Philadelphia servers (marketing claim). | Provider makes broad statements about Pennsylvania privacy law and university use; these are vendor-authored and not verified here. | Current server list; treat legal statements as provider opinion. |
Where the evidence is thin
The evidence is uneven, and the table is only as good as its weakest cell. Three points deserve particular caution.

NordVPN’s Pennsylvania endpoint is unresolved
The discrepancy is in the same source. The open comparison text says NordVPN has no Pennsylvania server, while a search result snippet describes a Pittsburgh location. Until NordVPN’s own server list or support confirms one or the other, do not assume a Pennsylvania IP from this provider.
Advertised server locations are not measurements
PIA’s Philadelphia listing and Windscribe’s Philadelphia listing are what the companies say they offer. Neither has been confirmed by an independent measurement in the sources reviewed. A server label can point to a data center that geolocation databases place somewhere else, so a provider’s list is a starting point, not proof of location.

Three candidates lack Pennsylvania detail
PrivateVPN, Surfshark, and PureVPN appear as candidates in VPN Alert’s guide, but the sources reviewed did not establish their Pennsylvania endpoints, streaming behavior, or privacy practices. Include them in your own comparison only after you have checked those points directly.
Streaming: what can and cannot be promised
A VPN does not guarantee access to any streaming platform. TechRadar’s 2026 Netflix coverage describes regular testing of VPN providers and reports that Netflix can detect and block VPN IP addresses. Its September 2026 findings are a snapshot of one platform at one time. A provider that works this month may stop working after the platform updates its detection, and no provider can promise otherwise. The same applies to sports broadcasts and regional blackouts, where availability depends on the platform’s own rules and location checks.

What the security features do and do not do
The features named by providers are concrete, and each does a specific job:
- Encryption protects traffic between your device and the VPN server from people or systems on the same local network, such as a public Wi-Fi operator.
- A kill switch blocks traffic if the VPN connection drops, so your normal connection does not carry data unprotected.
- DNS and IPv6 leak protection addresses specific routes by which lookups or traffic can escape the tunnel.
- Open-source apps and published audits, which Proton VPN lists, let outside people inspect code or policy claims. They are provider statements until you read the audit reports themselves.
These features do not make you anonymous to websites, and they do not stop tracking through logged-in accounts, cookies, browser fingerprints, or activity on a service where you are signed in. Be wary of any provider that uses “secure” or “no logs” as a headline without pointing to a policy you can read.

A checklist before you choose
- Open the provider’s current server list on its website or support pages, and confirm a Pennsylvania or Philadelphia entry exists. If a support page and the app disagree, ask support in writing before you rely on either.
- Connect to that server and check the IP location with a public lookup tool. Keep in mind that lookup databases can be imprecise, especially at city level.
- In the app’s settings, confirm that the kill switch and leak protection are on, and check whether they are free or part of a paid plan.
- Check the streaming service’s own help pages for VPN rules, then test the service yourself during the period you need it. Do not buy an annual plan on the strength of a single test.
- Read the provider’s current privacy policy and any published audit report, and note the date of each.
- Confirm device support for every device you plan to use. Proton VPN, for example, lists desktop, mobile, Chromebook, and Android TV apps, but other providers may differ.
When a router is the better option
Some devices, such as smart TVs, set-top boxes, and game consoles, cannot run a VPN app. In that case, a VPN-compatible router can route the whole home network through a tunnel. ASUS Support describes its router feature this way: “The ASUS router VPN feature provides VPN access to devices which can’t install VPN software, and work more than one tunnel at a time to fulfill multi-scenarios like gaming, live stream, security purpose.” That is ASUS’s description of its own feature, not a general finding about performance. Router support is specific to model, firmware, and protocol, and the router must match your VPN provider’s protocol. Check the exact model’s support page before you buy.
Legal and campus notes
This guide does not offer a legal conclusion about VPN use or about streaming terms of service. A provider’s statement about Pennsylvania privacy law is not legal authority; if the question matters to you, read the current Pennsylvania statute and its effective dates directly. On campus networks, a consumer VPN is not a substitute for a school’s official remote-access client. If you are a student or employee who needs to reach university or workplace systems, use the instructions your institution publishes, and treat any provider’s university claims as marketing.

What to do next
Start with a Pennsylvania server from a provider you can verify, using the checklist above, and keep a note of the date you confirmed each claim. If you need streaming on a device without app support, look at a router option instead of a second subscription. Recheck the server list and your streaming service before any purchase, because both change.
