The published details do not establish whether collectibles, challenges, mission ranks, upgrades, weapons, or story flags persist or reset. Treat their New Game+ behavior as undocumented rather than assuming they are wiped or retained.

Start from the beginning or a checkpoint
You can replay the campaign from its beginning or select any completed checkpoint.
00 difficulty is optional
New Game+ unlocks 00, which IO Interactive describes as a considerably harder difficulty. Its announcement cites faster enemy reactions to bodies and disturbances, tougher replacements for some guard archetypes, restrictions on gadget use in a guard’s line of sight, two-hit kills, tighter parry and sidestep timing, and reduced agency gained during fights. You are not required to choose 00: the announcement says custom outfits and gadgets can be used on Easy, Normal, Hard, or 00.

New Game+ is not cross-progression
IOI Account cross-progression concerns sharing specified progress across linked platforms, not what campaign New Game+ retains. The official cross-progression support article describes shared Tac Sim and campaign challenge progress, unlocks, inventory, and IOI Account rewards, while noting that game and DLC licenses are not shared. Those account-sharing rules do not answer campaign replay reset behavior.
