1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThere is no established blanket answer that Zenefits complies with every regulation today. California documented insurance licensing and training violations by Zenefits and announced a settlement in 2016; product materials hosted on Zenefits’ help site describe HR, payroll, benefits and compliance support under YOURPEOPLE, INC./TriNet branding. Neither the historical settlement nor those service descriptions establish compliance for every product, employer, or jurisdiction. The answer depends on which service you use, which legal entity provides it, and who is responsible for each regulated task.
What does “Zenefits is compliant” mean?
Compliance is not one status that applies to every activity. Insurance sales, payroll tax filings, employer health-coverage reporting, and protection of health information involve different rules and responsible parties. A vendor may provide software or administrative support while the employer retains duties to supply accurate data, review results, make decisions, or file on time.

For a useful answer, identify the Zenefits-branded service in your contract, the legal entity providing it, the states where it operates, and the task you want to verify. The California enforcement record below concerns insurance licensing and education requirements; it does not resolve every other compliance question.

The company’s 2016 settlement
On November 28, 2016, the California Department of Insurance announced a $7 million penalty after Zenefits agreed to settle insurance licensing violations. The department said the case involved unlicensed employees transacting insurance and the circumvention of pre-licensing education and study-hour requirements. It allocated $3 million to licensing violations and $4 million to education requirements, and separately described $160,000 in reimbursement for investigation and examination expenses. Half of the monetary penalties was suspended subject to continued compliance.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
The department said the investigation followed complaints and that Zenefits had publicly acknowledged noncompliance. It also described corrective measures, including leadership changes, retraining, and an automated process to verify that only licensed people solicited and sold insurance. These were conditions and remedies associated with that enforcement matter—not an independent certification of later or present-day compliance. Read the California Department of Insurance’s 2016 settlement announcement.
A separate action involving the former CEO
In May 2018, the California regulator announced a separate enforcement action in which former CEO Parker Conrad surrendered his insurance license and agreed not to transact insurance directly or indirectly without first obtaining a license. The department said he agreed to reimburse $66,000 in costs. This action concerned Conrad, not a new company-wide settlement, and should not be conflated with the 2016 case. Which compliance obligations should an employer check?
Insurance licensing
If a provider or its personnel solicit or sell insurance, verify the legal entity and the licenses of the individuals involved in every relevant state. California’s Department of Insurance licenses brokers and agents selling insurance in California, but the coverage type can affect which regulator has authority. The state explains its role and the limits of its health-insurance oversight on its health insurance regulation page. Do not assume a California record answers licensing questions in another state or for every type of health coverage.

Employers should confirm their workforce classification, coverage details, filing responsibilities, and current requirements using applicable IRS guidance; software cannot validate facts that the employer has entered incorrectly. Health information privacy
HIPAA applies to covered entities and business associates handling protected health information (PHI), with requirements that include limiting use or sharing to the minimum necessary. Whether a particular vendor has either role depends on the data and the actual relationship, so check the contract and safeguards rather than assuming every HR or benefits workflow is covered in the same way. The California Department of Health Care Services provides a HIPAA overview.

Payroll, tax, and employment requirements
Payroll support does not, by itself, prove that a particular employer’s wage calculations, tax deposits, filings, or employment-law decisions are correct. Determine which party performs each step, which steps require employer review or approval, and how errors are corrected. The division of responsibility may depend on the service and the executed agreement.

The Employee Navigator documentation says customers and brokers establish the Employee Navigator relationship. It describes benefit deductions and employer contribution changes flowing into HR Plus payroll, while some demographic changes do not sync back automatically. That means an integration can support administration without ensuring that source records are complete or that every change reaches every system. Review the Employee Navigator overview. A compliance help-center category likewise indicates support content, not regulator approval or a legal guarantee.
Quick Recap
How can you verify whether a specific setup is adequate?
- Identify the provider and jurisdiction. Check the legal entity named in your signed agreement, the exact product, and every state in which insurance is solicited, sold, or administered.
- Check licenses with the relevant regulator. Verify the entity and individual producers where licensing applies. For California health coverage, first identify the coverage type and regulator rather than assuming the Department of Insurance oversees every plan.
- Map each task to a responsible party. In the contract and service documentation, determine who collects and validates data, calculates payroll, makes tax deposits, prepares and submits filings, administers benefits, and corrects errors.
- Confirm what your staff must review. Check whether employer approval, data reconciliation, or manual updates are needed—especially for changes that do not sync automatically between systems.
- Verify your own reporting facts. Confirm employee classifications, coverage, payroll records, and filing information against applicable agency rules and deadlines; do not treat a completed workflow as proof that the underlying data is right.
- Request security evidence for the product and relationship. If sensitive data is involved, ask which party is a covered entity or business associate, what contractual safeguards apply, and what current independent security documentation is available.
