Ukrainian President Volodymyr Zelenskyy says he has repeatedly asked US President Donald Trump to sanction Russian and Chinese companies he alleges are involved in developing Rassvet, a planned Russian satellite network described as a potential Starlink rival. The latest reported request came during a meeting in New York around the UN General Assembly. The reports do not confirm that Washington has agreed to the request or imposed those sanctions.
What Zelenskyy says he asked Trump to do
In an interview with the Financial Times, as reported by Ukrainska Pravda on 3 October 2026, Zelenskyy said he had raised the issue with Trump multiple times. He said the latest discussion took place in New York during the UN General Assembly period. The request concerns companies from Russia and China that Zelenskyy says are helping develop Rassvet.
Ukrainska Pravda quoted Zelenskyy as saying: “We know that China works on satellites, works on the possibility of helping Russia with a similar Starlink.” That is Zelenskyy’s allegation; the reports cited here do not independently verify Chinese involvement.
What Rassvet is—and what is not yet established
Reuters described Rassvet as a Russian domestic alternative to SpaceX’s Starlink and reported that it is being developed by IKS Holding. The company’s CEO, Alexei Shelobkov, said in June that operations were planned for 2027, according to Reuters, republished by Internazionale on 30 September 2026.

Reuters reported that 16 low-orbit satellites were launched in March, with a plan to expand the system to 900 over several years. Those are reported launch and development figures, not evidence that a 900-satellite network is already in service. Zelenskyy reportedly suggested operations could begin at the end of 2026 or beginning of 2027; that political estimate differs from the developer’s reported 2027 plan. Neither date confirms an operational service.
Why Ukrainian officials want sanctions
Ukrainian officials warn that a completed satellite network could support real-time targeting in Ukraine. Denys Sienik, deputy chief of mission at Ukraine’s Washington embassy, told Reuters: “If they launch Rassvet by the end of 2026, they will be able to target to hit Ukrainian targets real time on our territory.” This is an official’s warning about a possible future capability, not a report of a verified performance test.

Sienik also argued that sanctions could hinder the program, saying: “If these entities are not sanctioned, it will actually make this program possible for Russia and that will be a game-changer.” The companies Zelenskyy wants sanctioned are not all identified in the reports cited here, and those reports do not present evidence against each company.

Ukraine was preparing to submit a list of Russian companies, vessels and individuals for possible US sanctions under the Lindsey O. Graham Sanctioning Russia and Iran Act, according to the Associated Press on 30 September 2026. The AP reported that Trump signed the law on 18 September and that the administration faced an 18 October deadline to decide which Russian entities, if any, to sanction. That broader deadline does not establish that the administration accepted Zelenskyy’s specific request or that it took action on Rassvet-related firms.

Ukraine had also imposed sanctions on ten Russian mobile operators and internet service providers, including satellite communications operators, in June, according to the Ukrainian president’s official website. That announcement does not link those companies to Rassvet, so it should not be read as identifying the firms at the center of Zelenskyy’s request.
