YouTube Terms of Service Changes: What Creators Need to Know in 2027

The key date for YouTube creators is January 31, 2027: YouTube says creators must accept the updated monetization module or modules that apply to their channel by then to keep earning from the associated features after February 1, 2027. YouTube says missing the deadline stops earnings from those features, but does not by itself remove a channel from the YouTube Partner Program (YPP); accepting later restores access to the affected earnings. These are announced future changes, not rules already in effect as of October 3, 2026.

First, distinguish the different kinds of YouTube terms and rules

“YouTube terms changes” can mean several different things. The 2027 announcement concerns monetization modules and program requirements. It is not the same as a change to the general Terms of Service, and neither replaces the other policies that apply to channel content and particular features.

As an Amazon Associate I earn from qualifying purchases.

  • General Terms of Service: The broad terms governing use of YouTube.
  • YPP monetization modules: Feature-specific agreements, including the Watch Page Monetization Module, Shorts Monetization Module, and, where applicable, Commerce Product Module.
  • Other policies: Community Guidelines, Platform Policies, monetization policies, AdSense Program Policies, advertiser-friendly content guidelines, and any feature-specific or paid-promotion rules that apply.

The module changes discussed below were announced for February 1, 2027. YouTube says the modules a creator sees and needs to accept depend on the account and the monetization features used.

What current YPP creators need to do before January 31, 2027

  1. Sign in to YouTube Studio and check the dashboard or the Earn tab for YouTube’s terms notification.
  2. Open the applicable module or modules and review the terms shown for your channel.
  3. Submit acceptance by January 31, 2027, for each associated feature from which you want to keep earning after February 1.
  4. For previously accepted online agreements, use YouTube Studio → Settings → Agreements to look up the agreements on file. Verify the account-specific terms rather than assuming every channel has the same modules.

You may accept some or all of the modules. If you do not accept a module by the deadline, YouTube says earnings from the features associated with it stop on February 1. You can accept later to restore access to those earnings. YouTube says this missed acceptance does not itself change your YPP status.

If your channel is managed through an MCN

YouTube distinguishes between owned-and-operated and affiliate channels. For an owned-and-operated channel, YouTube says the managing MCN must accept the updated terms by the deadline. For an affiliate channel, the channel itself must accept the applicable modules.

What YouTube has announced for February 1, 2027

The announced update covers Premium Lite, Shorts earnings and opportunities, YPP entry thresholds, channel activity, and a contract migration for some creators using fan-funding features. Treat these as announced future rules: they are not effective as of October 3, 2026, and YouTube may update them before implementation.

Premium Lite and Premium viewing

YouTube says it plans to expand Premium Lite to all countries where Premium is available. The announced revenue pools are 60% of net subscription revenue for Premium Lite and 30% for Premium views. Those are pool percentages, not a promise that an individual creator receives that percentage of every subscriber’s payment. YouTube says Premium Lite earnings will appear within standard YouTube Premium metrics in Analytics.

Shorts Creator Pool earnings

Under the announced change, creators will need at least 10 million qualified Shorts views in the previous 90 days to earn from the Shorts Creator Pool for a month. Missing that threshold does not, by itself, remove a creator from YPP or affect other YPP earnings, including long-form video earnings.

YouTube also describes possible separate Shorts opportunities: YouTube Shopping bonuses, production credits for brand deals, cultural-trend activations, and a direct 45% share from ad placements when an advertiser targets a group of five or fewer channels. YouTube describes the targeted-ad share as additional to standard Shorts Creator Pool earnings. These are program descriptions, not a guarantee that a particular creator will qualify or receive an offer.

YPP entry for new applicants

Starting February 1, 2027, YouTube says a new creator will need 1,000 subscribers plus either 8,000 qualified watch hours in the previous 365 days or 20 million qualified Shorts views in the previous 90 days to meet the announced YPP entry threshold. YouTube says this change does not affect creators who already have YPP status.

For comparison, YouTube says the thresholds for earlier access to fan funding, YouTube Creator Partnerships, and YouTube Shopping do not change in this update: 500 subscribers plus either 3,000 qualified watch hours in a year or 3 million qualified Shorts views in 90 days.

YPP channel activity

From February 1, 2027, YouTube says a channel will count as active if it meets any one of these measures:

  • 1,000 qualified watch hours in 365 days;
  • 1 million qualified Shorts views in 90 days; or
  • two long-form videos or five Shorts uploaded every 90 days.

If an existing YPP channel falls below the activity standard, YouTube says it will have an additional 90-day window to meet either the watch-hour or Shorts-view activity measure.

Creators still on older fan-funding terms

Creators who enabled features such as memberships or Super Chat before 2023 may still be covered by the Commerce Product Addendum. YouTube says they must accept the current Commerce Product Module by January 31, 2027, to keep earning from associated features after February 1. YouTube says this migration does not change eligibility thresholds, feature operation, or revenue share.

Do not combine the different thresholds

The figures in the 2027 announcement describe different tests for different purposes; they are not one universal “YouTube monetization requirement.”

Measure Who it applies to Announced requirement What it determines
YPP entry New applicants, from February 1, 2027 1,000 subscribers plus 8,000 qualified watch hours in 365 days or 20 million qualified Shorts views in 90 days Entry threshold for YPP
Shorts Creator Pool earnings Creators seeking monthly earnings from that pool 10 million qualified Shorts views in the previous 90 days Eligibility for monthly Shorts Creator Pool earnings; missing it does not end YPP or other YPP earnings
Channel activity YPP channels, from February 1, 2027 1,000 qualified watch hours in 365 days, or 1 million qualified Shorts views in 90 days, or two long-form uploads or five Shorts in 90 days Whether YouTube counts the channel as active under the announced standard
Earlier feature access Creators seeking fan funding, YouTube Creator Partnerships, or YouTube Shopping access 500 subscribers plus 3,000 qualified watch hours in a year or 3 million qualified Shorts views in 90 days Earlier access thresholds, which YouTube says do not change in this update

All of these figures are YouTube’s announced program rules, checked October 3, 2026; they should be rechecked in YouTube Studio and current YouTube guidance before making eligibility decisions.

Creators with a separate-contract transition notice

A separate notice about moving a partner contract to the general Terms of Service is not the same as the YPP module update, and it does not apply to every creator. YouTube says such a transition may follow low activity over the preceding year or infrequent use of Content Manager tools. If you received this notice, YouTube says the transition is automatic.

  • Your existing channels and videos remain on YouTube, according to the transition FAQ.
  • Content Manager access and some Analytics or Content Manager reports may be lost.
  • Download reports you want to keep before the transition.
  • After the transition, eligible partners may apply to YPP if it is available in their country.

Earlier general Terms changes are a separate issue

YouTube’s FAQ for its earlier general Terms update described three subjects: making facial-recognition restrictions explicit; YouTube’s right to serve ads in additional areas, including videos, the homepage masthead, and search results; and treating YouTube payments as royalties for U.S. tax purposes, with withholding as required by law. The FAQ said those terms took effect in the United States starting in November 2020 and outside the United States starting June 1, 2021. This historical update is distinct from the announced 2027 monetization-module changes.

YouTube explained the purpose of that earlier update this way: “At YouTube, we periodically update our Terms of Service to make sure they are clear, easy to understand and meet the needs of our partners, advertisers and viewers.”

Related policy clarifications creators should not mistake for Terms changes

“Repetitious content” renamed “inauthentic content”

On July 10, 2025, TeamYouTube said the monetization policy was being renamed “inauthentic content” to clarify that mass-produced or repetitive material was covered. TeamYouTube characterized this as a clarification of the existing requirement for original and authentic YPP content, regardless of how the content was made. It is a monetization-policy clarification, not a change to the general Terms of Service.

AI disclosure guidance

On May 27, 2026, TeamYouTube described an updated creator-led disclosure model for content made with or meaningfully altered using AI, and said creators who consistently fail to disclose may face penalties. An August 3, 2026 update described how to find automatically labeled videos in Studio and correct some labels, while noting that some automatic labels cannot be removed. This is disclosure-policy and tooling guidance, not a verified general Terms revision.

What the changes mean for creators who stream prerecorded videos

None of the announced terms changes requires a particular streaming setup. If you run a prerecorded 24/7 YouTube channel, whether it is live around the clock does not replace the need to follow the applicable YouTube terms and monetization policies. StreamNeo is a separate cloud service for keeping an uploaded-video YouTube stream running; it does not determine YPP eligibility or satisfy a terms-acceptance requirement. Learn more at StreamNeo.
