Set the audience for each livestream in YouTube Studio’s Live Control Room according to who the cartoon is directed to—not simply whether children might watch it. Animation is one factor, not a verdict: a cartoon aimed at children is likely Made for Kids, while a general-audience cartoon is not automatically so. Marking a stream Made for Kids disables features including live chat and personalized ads. For an always-on stream, also plan around YouTube’s warning that broadcasts longer than 12 hours may not be archived.

Set the audience for the livestream in YouTube Studio

For a new stream, use the Live Control Room. YouTube says the audience cannot be set with Classic live streaming tools.

  1. In YouTube Studio, click Create, then Go live to open the Live Control Room.
  2. Enter the stream’s basic information and choose its privacy setting.
  3. Scroll to Audience.
  4. Choose Yes, it’s ‘Made for Kids’ or No, it’s not ‘Made for Kids’ based on the content’s intended audience.
  5. Continue with the remaining stream setup.

The choice applies to that livestream. A channel-wide default is a separate setting: open Studio Settings → Channel → Advanced Settings → Audience, then choose Made for Kids, not Made for Kids, or the option to review each video. YouTube says an individual video’s audience setting overrides the channel default.

To change the audience on an archived stream, go to Studio Content → Live, select the stream, and edit its Audience setting.

Decide whether the cartoon is directed to children

Consider the cartoon as a whole and its intended audience. YouTube identifies animated characters as one relevant factor, but animation alone does not determine the answer. A cartoon made for children is likely Made for Kids; a cartoon that is family-friendly or happens to attract some children is not automatically child-directed.

YouTube’s factors include:

  • The subject matter and the audience the creator intends to reach, as well as evidence about who actually watches.
  • Whether child actors or models appear, and whether characters, celebrities, or toys are likely to appeal to children.
  • The language, music, stories, and activities shown—for example, simple games or early education.
  • Whether the content is advertised to children.

Mixed-audience content that targets children as one of its audiences is considered Made for Kids under YouTube’s guidance. By contrast, general-audience content should be marked not Made for Kids even if it is suitable for families or children may watch it. Do not use Analytics to decide whether a stream is child-directed: YouTube says Analytics is not designed for that purpose, and it warns creators not to rely on automated systems to make the decision.

The FTC’s COPPA staff guidance also weighs multiple factors, including visual content, animated characters, music and audio, child-oriented activities, intended audience, and audience evidence. The FTC FAQ says the COPPA Rule was amended on April 22, 2025, and notes that the FAQ presents staff views rather than binding Commission guidance. These factors do not determine the legal status of a particular cartoon stream; consider applicable laws for the places relevant to your channel and audience.

What changes when a stream is marked Made for Kids

YouTube limits data collection and use on Made for Kids content to comply with COPPA and other applicable laws. The feature changes can affect both interaction and channel growth:

  • Unavailable on the video or livestream: live chat and live chat donations; comments; personalized advertising; cards and end screens; video watermarks; the donate button; channel memberships on the content; merchandise and ticketing; notification bell; Miniplayer; Super Chat and Super Stickers; autoplay on Home; and saving to playlists or Watch Later.
  • Unavailable at the channel level: channel memberships, the notification bell, posts, and Ask Studio.

YouTube says, “Videos that you set as ‘made for kids’ are more likely to be recommended alongside other kids’ videos.” That is a statement about likely recommendations, not a promise of views or reach.

YouTube may override an audience setting if it detects an error or abuse. It also warns that an inaccurate designation can create compliance issues with the FTC or other authorities and may lead to action on the YouTube account. The creator remains responsible for choosing the right audience setting.

Plan an always-on stream around replay limits

Continuous broadcast and replay availability are separate concerns. YouTube says streams under 12 hours can be automatically archived, while a stream exceeding 12 hours may not be captured at all. Its DVR guidance also warns that rewind may be limited or unavailable for streams longer than 12 hours. YouTube recommends keeping a local recording as a backup.

Do not assume that a single uninterrupted broadcast will produce a complete replay. The platform guidance does not establish a universal restart schedule or segmentation plan that guarantees both continuous viewing and an archive for every segment. Check how the encoder or service you choose handles restarts, segments, and recording before relying on it for an archive.

YouTube’s encoder guide lists software encoders, including OBS, as well as continuous prerecorded-streaming options. It names Gyre as a cloud tool for 24/7 prerecorded video and AJA HELO Plus as a standalone hardware encoder that supports scheduled prerecorded playback to YouTube Live. Those listings identify options; they do not establish that a tool will suit every channel or guarantee a particular result.

Keep audience, copyright, and reused-content decisions separate

The Made for Kids setting answers an audience question; it does not establish that you have the rights to stream the cartoon or that the stream satisfies YouTube’s other content policies. Check the rights and policies relevant to the material you plan to broadcast, including any third-party animation, music, or audio. Do not treat the audience setting—or a streaming tool—as permission to use content.

Ways to keep prerecorded video streaming on YouTube

  1. StreamNeo — cloud service. Upload a recording or make a playlist, add your YouTube stream key once, and go live. It loops uploaded video from the cloud, so your computer and home connection do not need to stay on. YouTube only; it streams prerecorded uploads, not a live camera feed.
  2. Encoder software such as OBS. YouTube lists free and open-source software among its encoder options. This approach uses a computer running the encoder; plan for power, network stability, and a recording backup if you need one.
  3. Gyre — cloud option listed by YouTube. YouTube’s encoder guide describes it as a tool for 24/7 streaming of prerecorded videos. The listing is not a comparative reliability assessment.
  4. AJA HELO Plus — standalone hardware encoder. YouTube describes scheduled prerecorded playback to YouTube Live and local recording options. It is an optional advanced device, not a requirement for setting a stream’s audience.

These are different operating approaches, not a tested ranking of reliability or value. Compare whether a solution can loop or schedule prerecorded video, whether it needs a dedicated computer, what backup recording it offers, and the setup and ongoing cost for your use.

Or let it run in the cloud

With StreamNeo, upload a recording or build a playlist, add your YouTube stream key, and go live. Nothing has to stay on at home; the service loops the uploaded video from the cloud. Each slot streams the video as uploaded at any quality up to 4K 60fps for one flat price per slot, with no re-encode or quality tiers, and automatically recovers if YouTube drops the stream. The first day is free with no card. Monthly pricing is $9.99 per month. StreamNeo is for prerecorded video on YouTube, not camera streaming. Start the free first day.
